For the purpose of coMp�a��ng fees for building permits, the cubical contents of ar.y
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches belc��: the floor Iine of the basement or tn� cellar to the
average heights a� t�e up�er surface or to the average height of the roof surface
of the :� ain qable of a pi �ched roof_ .
For repairs �r alter.ations to an existing structure, the fee shall be at tkie rate
of $3.00 j,�er each five hundred dollars ($500.00? or fraction thereof in the cost
of all �ronosed work.
Zn r.o case shall the fee charged for any permit as set forth in Section 2 be less '
than $7.50 plus $.50 state surcharge.

This letter is to make clear this department�s requirements for the
sWimming pool construction at the above address.
1. As indicated, two (2) ski�ers approved by the National Sanitation
Foundation t+ill be provided.
2. As indicated� five (5) ialets oP approved design for fresh and/or
repurified Water will be provided.
3. As indieated� a main drain of approved construction Will be
provided.
4. The filter and pump shall be approved by the N.S.F. and be of
sufficient eapacity to provide a minimum turnover of at least tWO (2)
times in 2u hours. This department recommends a turaover rate of 6- 8
hours.
5. A deck of at least three (3) feet Wide, measured from the pool
Waters edge� shall be provided xhich extends completely around all
private residential pools. Above ground private residential pools may
be provided �rith decking of a minimum size of 4 feet by 4 feet at pool
entry points and provided that such deckiag has the approval of the
City.
6. The diving area Will be acceptable provided there is no overhead
obstruetion.
7. Fencing or other efPective means ineluding but not limited to �alls
or buildings, acceptable to the City, shall be provided to positively
control all access to public and private residential sWimming pools.
Fencing shall meet the follo�ing criteria:
(a) The tencing ahall prevent the entrance oP children and be
Without hand or foot holds that �ould enable a person to elimb over
it.
(b) The fencing shall be at least 6 feet high and entrances shall
be equipped With self-closing and self-latching gates capable of
being locked.
(c) Self-closing and self-latchiag devices shall be placed at the
top of the gate or other�ise iaaecessible to emall children.
(d) The opening betWeen the bottom of the fence and the ground or
other surface shall be not more than four inches.

8. An automatic chlorinator ahould be provided With a suitable test kit.
9. All electrical and plumbing installations ahall be inapected and
approved by the City Inspection Departiment. •
10. All overhead electrical lines must be a minimum of 10 3'eet
horizontally from the pool surface� and 18 teet atraight line distance
trom the Waters edge. An alternative is to bury said lines.
11. The pool fill apout must be protected by a vacuum breaker or
air-6aPPed.
12. Suitable safety equipment to iaclude Dut not limited to a ring buoy
and rope that is 1-1/2 times the pool diameter and shepherds crook pole
must be provided and maintained with the pool at all times.
Furthermore� these and any other requirements must meet the provisions of
the Fridley City Code, Section 115, Swimming Pools. The building permit
is approved contingent on final inspeetions and approval of the City.

bathing and having a maximum depth of two feet (24 inches).

1. Plan and Building Per�ita.
No person shall construct, enlarge, repair, move, convert or alter any
swimming pool without first submftting and obtaining approval and
appropriate permits from the City. No building permits shall be issued
unless prior approval from the City has been granted in writing.
2. Plumbing, Electrical and Meehanieal.
All plumbing, e2ectrical and mechanical installations and equipment shall
meet the requirements of the Fridley City Code.
3. Special Use Permii Required.
Inflatable sWimming pool enclosures shall require a special use permit
prior to their installation as outlined in Chapter 205 oP the City Code.
4. Location.
All swimming pools must be located a minimum of ten (10) feet horizontal
distance from any overhead electrical �ire�.
5. Fencing.
Fencing or other effective means including� but not limited to, �alls or
buildings� acceptable to the City, shall be provided to positively co ntrol
access to public and private residential swimming pools.

The property ia ovned Dy a Ms. Cheryl NyDo. A Duilding permit for a svimaing
pool vas Sssued on June 3, 1983. On Augu�t 26� 1983 another Bu1ldSng Permit
for a screened porch vas Ss�ueC and tAi� reaulted in a delay in completing
the land�caping and tencing of the rear yard.
During an in�pection on OctoDer 6� 1983� I va� informed that the fence vould
De in�talled that fall. This apring Nr. Bruce Geske of 1609 Berne Circle
called to oomplain aDout the lack of a fence around the pool. I talked to
M�. Nybo on !!ay 2j� 198v and ehe SntormeC me that a fenc� was Deing made and
it vould De done soon. Mrs. Geske called again on July 13� 1g8v. That day I
talked to Ns. Nybo •nd gave A�r until July 20� 1984 to either tence the pool
or draln it. The Ge�ke's called again on July 25, 198L to report that the
fence was not up and the pool had vater Sn it. An in�pection on July 26,

to Ns. Nybo for tailure to provide an approved 6 foot fence around her pool.
The Citatlon requires tAat Ns. Nybo appear in Columbia Heights Court on
August 10� tg84. As of today, I have not heard anything further from �ither
Ks. NyDo or her neighDors.

I conducted an on site inspection on 8/21/84. Ms. Nybo has permanently fenced in
one half of her pool and has temporarily fenced off the rest of the pool area. This
should prevent entrance of any children into the pool area. The remaining wrought
iron fencing will be installed once it is constructed.
