This lot is one considered for permits by the Department of Natural Resources and as per our past procedure, we "held" the permit appliaation and noti.fied the DNR i�aediately that a permi.t had baen applie.d fos. On June 6, 1978 we issued a building permit for this lot to Haxstad-7.bdd Construction. Mr. Keith Harstad contracted with a trucking firm to bring in "foundry casting sand" as fill material from th.e F.M.C. Corporation on �ast River Road. Several loads were brought in during late July after which two neighbors contacted us questioning the desirability of the fill. The builder was told to stop dumping the material but severai more loads were brought �s�, before dumping was discontinued early in the first week of August. I conta.cted a neighbor to watch tlze iots and call if any further dumping took place. On August 8, 1978, Steve Olson and I' met Steve fram �tain Ci.ty Testing �ho took hanc3 augured soil borings behind tlze excavator and took chemical samples of the balast sand slag and other ques tionable fill materials. (Zt,vin City Testing is now making chemical analysis of these samples to detennine the ir content.) When we receive a report on �ontent from them, we will attempt to determine if any envirormiental threat exists by nature of thei.r chemi.cal make-up. The Fridley City Qouncil on August 7, 1978 placed a minimum week moratorium on the issuance of building permits or land alteration permi.ts on the two adjacent swamp covered lots until the Council's concerns could be addressed. As of now, the lots are not being worked on or filled pending soil boring and chemical analysis test results from Ztain City Testing. The City placed "No Dumping" signs on the two adjacent lots. (See "Leachate.Analysis"", page Z ) . If waste is a slurry, an analysis should be carried out on the filtered decantate. Water content of the waste as it will be disposed should be determined by filtering a weighed sample, rinsing and drying. The following tests are designed to indicate maximum concentrations that may be attained in the field. Run one ratio of sample weight/].eaching solution volume: 500 grams in one liter of leaching solution. Run leach test for 72 hours. A minimum of duplicate s.amples are to be lea�hed and anal.yzed. LEACH TEST 1. Vigorously shake a weighed representative sample of waste with 1 liter of deionized distilled water*. Shake for one minute. 2. Cover and let the mixture stand for 24 hours. 3. At the end of 24 hours, shake the mixture vigorously for one mi.nute. (If the sample is to be run for times longer than 24 hours, shake every 24 hours.� 4• Fil�er the mixture 'chrough fine porosity membrane or glass filter paper. (0.45,u pore size) Tiae filtrate will then be called ' "leachate". Discard first 10 mis. of leachate. 5. The leachate is then analyzed for constituents found in the . qualitative and quantitative analysis. We were requested to comment on the soil conditions at the site and set forth recorrrennendations concerning future construction. We received verbal authorization for our work from Mr Bob Todd of your firm on August 8. BUILDING PLAN The residence will be a split entry with a walkout basement with the walkout portion located on the west side. A garage will be attached to the house on the north side. The overall dimensions for the structure are 55' x 48' The structural loads will be carried on perim- eter strip footings placed on an engineered fill. The elevation of the basement f or slab will be 2 1/2' below the curb of East Danube. The footings will be placed d e t y be]ow t e slab, except in t e wa ou por �on, where they will be at minimum depth for frost pro- tection. We were not given any information regarding the exact unit loadings, however, we assume them to be of relatively light intensity (less than 1500 psf). , � ��' BACKGROUND INFORMATION /� On August 8, we were called to the site to observe the soils osed in the excavation proc- ess. By this time, the building si ��.Y-� 1 surficial swamp vegetation and muck and excavated to a point 4'-6' below original grade.� The bottom terminated in a layer of inedium-dense clayey sand. 's ele_v_atio�=.�.e�nced several hand-auger borings in an attempt to depict the local subsurface soil conditions. The material retrieved was visually and manually classified in accordance with the Unified Soil Classification System, and estimates were made of its strength properties. It was found the sand stratum was only 6"-1' thick. linderlying this material, soft silty clay extended to a depth greater than our hand-auger borings (3 1/2'). Therefore, it was recommended that penetration borings be obtained in order to sample the soil conditions at depth. OBSERVATION METHODS AND RESULTS On A�aus�?2 two soil borings were put down. A sketch is attached showing the approximate location of the borings. The surface elevation of each boring was determined and referenced to the t;op of the hydrant near the southeast corner of the lot, assumed to be 100'. A gener- alized soil profile consists of fill overlying silty sand or sandy clay. Both the fill, silty sand and upper reaches of the sandy clay are loose or soft as indicated by the low N values obtained. However, the site soils are cohesive and likely impervious. Therefore, to obtain an accurate determination of the free water surface, observation would be required over an extended period of time. Both seasonal and yearly fluctuations should be expected in the ground water table. Due to the presence of the perched water table of the adjacent marsh, fluctuations of the surface level will occur during periods of heavy runoff. Care should be taken to provide protection against these occurrences with drain tile systems around the foundation elements. RECOMMENDATIONS Based on the results of our soil borings, it is our opinion the fill, loose silty sand and soft sandy clays should not be relied upon for foundation support. We recorrunend the build- ing site be excavated to the stiff sandy clays and either the foundation elements be lowered to this depth or the e�ccavation be adequately oversized and the hole filled with an engineered fill. We recommend the excavation be carried to a depth of 6 1/2' at Boring 1 and 4' at Boring 2. For your convenience, we are attached an information sheet regarding oversizing procedures. Upon completion of the excavation operations, we recommend the excavation be observed by a qualified soils engineer to assure the poor soils have been remoued. In filling the exca- vation, the fill should be compacted to a minimum of 95% of the Standard Proctor (ASTM:D698- 70). We recommend a representative number of field density tests be performed to evaluate the fill operations. FIELD INVESTIGATION PROCEDURES Soil Sampling Soil sampling was done according to the procedure described by ASTM:D1586-67. Using this procedure, a 2" 0 D split barrel sampler is driven into the soil by repeated blows of a 140 lb weight falling 30". After an initial set of 6", the number of blows required to drive the sampler an additional 12" is known as the penetration resistance or N value. The N value is an index of the relative density of cohesionless soils and the consistency of cohesive soils. Soil Classification As the samples were obtained in the field, they were visually and manually classified by the crew chief in accordance with ASTM:D2487-69 (Unified Soil Classification System) and ASTM: D2488-69. Representative portions of all samples were then sealed and returned to the lab- oratory for further examination and for verification of the field classification. We have no information regarding WATERLOO,iowa the actual foundation bearing pressure, but assume that design soil bearing pressure will not exceed 1500 psf. The excavation operations were originaliy initiated in early August. At this time, unsuitable soils were found in the upper reaches of the natural strata. Accordingly, two deep soil borings were put down with a truck-mounted drill rig. The results of this work were doc- umented in our report dated August 30, 1978 (#9-1210). The report indicated a generalized soil profile consisting of silty sands and/or sandy clays. The upper portions of the silty sand and sandy clay layers were found to be loose or soft, as indicated by the low pen- etration values obtained. Competent sandy clay, clayey sands or silty sands were encountered at depth. As excavation operations resumed on September 1, some difference of opinion :�as expressed between the builder and the excavator as to the suitability of natural soils exposed in the western portion of the house area, particularly at the southwest corner. Upon arrival at the site, we �ound that water had entered the excavation at the southwest corner from the adjacent swamp. Subsequently, the corner was cleaned out such that a proper observation could be made. The excavation sloped down noticeably along the west and south wall lines, to the southwest _ Q �ti corner. The excavation terminated on competent silty sands or sandy 'o �} clays. Maximum subcut elevation in the area of the southwest corner �''. to be a roximatel 14'-15' below curb line on East Danube. We �, appeared pp Y � � then inquired as to location of building corner stakes, such that a judgment of lateral aversize obtained could be ma�ie. We were im`'ormed _�% by the builder that we should not be concerned with the lateral over- � V size situation, and the Fridle Buildin Ins ector would be evaluatin � � lateral oversize. Base on t e stakes ava� a e, � i appear a approx�ma e y 0' of lateral oversize had been provided at the corner. We were informed that the west end of the building area would be filled as soon as possible in order to prevent cave-in of the bank. Accordingly, compaction tests were requested on the morning of the next working day (September 5). Compaction tests taken on September 5 indicated satis- factory compaction was being achieved at the elevations and locations tes �ed. On September 5, we were notified that we would be required to observe and judge bearing soil conditions throughout the entire excavation, and not only in the west portion of the excavation, as had been previously indicated by the builder. Therefore, we visited the site on September 5, in order to make any observations possible. Upon arrival at the site, we found that the entire building area had been filled up to what appeared to be final footing grade. Hand augers put through the fill in the eastern portion of the excavation indicate the presence of 2'-3' of fill underlain by competent sandy clays or silty sands. Therefore, at the hand-auger locations, it appeared that the excavation terminated on suitable bearing soils. As the eastern portion�of the excavation was filled prior to our obser°vation on September 5, we cannot comment as to the adequacy of lateral oversize in this area.
