SUBJECT: Complaint of sand in water line by Mr. Vern
Hoium, at apartment building at 5940 East.
River Road, Tel. 339-9341
I checked this complaint with both the Public Works
Superintendent and the Water Foreman and they are both
.- familiar with the complaint. They had gone to the site
and checked �he water, also they sent in a sample.of the
water to Twin City. Testing.
The information we received from the laboratory shows
that this mateiial is not sand, but calcium chlorine and
manganese. This would indicate that the problem is in the
hot water heater and a periodic cleaning and routine mainten-
ance wou�d solve the problem.
Attached is the suggested procedure we have for cleaning
the water heater that we give out to the public. It was also
included in the Newsletter of April, 1973. -
We are still awaiting the official report from the labora-
tory. I will keep this item under review and if the report
shows something additional, I will pass the information on to
Mr. Hoium. If�there is anyth�ng additional the City can do
to help Mr. Hoium, we will do so.

FLUSHING WATER HEATER
1• Turn water off by meter
2. Turn gas down to "PILOT"
3. Hook up water hose�tocbottom of water heater and place other end
of hose by floor drain - open faucet at bottom of heater
4. Open hot water tap - let drain out completely
5. Turn water back on by mater - let tank fill until it starts
coming out of hot waCer tank - let run for awhile
6. Shut water pff by meter and let tank drain again
7. Repeat pxocedure �2 or 3 times)if neGessary until water is clear
8. Shut faucet off at bottom of tank and remove hose - turn gas back
up to �"ON" - be sure water is.turned back on by mater �

SUBJECT: Dark Water out of Cold Water Tap
5940 East River Road
The water sample from the above address was tested
and the analysis proved to be a mixture of calcium and ma.nganese.
The mixture of chlorine and manganese forms a dark
substance. This substance forms and clings to the inside of the
water pipes. When the water is shut off, the pressure is re-
leased; and when the water ia turned back on, the force of the
water going back in the line removes this black substance from
the pipes and causes the water to become dark. This chlorine
and manganese mixture seems to cling to copper pipe -- a chemi-
cal reaction. A few minutes of flushing should clear this up.
The only solution to this problem would be to put in
a water softener and a manganese removal device.

Mai.ntenance Code, of the Fridley City Cbde.
Said inspection found the foJ.lowing deficiencies that are listed
below with the necessary action needed to correct th�n;
l. Repai.r or replace the leaking faucet for t�.e bathroom hand sink
in A�a.rtment #8.
2. Clean and maintain the area imnediately adjacent to the refuse
c�ntainer free of all littered and blcwn papers, cans, hottles,
and miscellaneous garbage and refuse.
3. Provide and maintair� an e:iclosure that screens the refuse
containers from public view.
A reinsp�ction will be conducted on o� about ten (10) days frcxn th�
date of this letter to deteranine compliance on all items except
item �#3 - t'�is must b� completed by May 15, 1978. We are confident

Please he advised that Bob Nordahl received a call from Column I
regarding the referenced probiem. Bob has been in contact with
property owner, Melvin Bocko (753-2800, X-23), who has indicated
that he is a new owner and has replaced hot water heaters, etc.,
in an attempt to soive this black water problem.
Could you please make.arrangements to review the problem on site,.
and specifically come to some result. Work with Bob, if he can
be of any help.

On P+lay 3, N1erle and I went to the apartment house looking for black water
problems and there was no one home in Apartrnent #3 where the complaint was.
We proceeded to the caretakers apartment, but found no one home tnere either.
We talked to the tenant in Apartment 7 and the young fellow stated he was there
for 2 months and he had no problems with either hot or cold water. We talked
to the lady in Apartment 6 and she nas experienced this problem every few weeks.
She couldn't state whether it was in the hot water or cold, but she would let
it run for a short time and it would clear up. We asked her to call us if she
. has this problem again so we could check it out ourselves. We also left a
message for the caretaker to get anold of us so we could get into the furnace.

time we could not find any traces of black water. So until the people call
us back witn another problem, we can't take any more action.
