Mr. Winte�es explained he wants to build this garage in front of an e�cisting single garage that will�remain. He said the proposed garage will be attached to both the house and the existing garage and the stoop on the side of the house will be removed. He said his intention is to build a 2 car garage as he owns 3 cars. Mr. Crowder stated it looks like an engineering feat tying all of the roofs together. Nir. Winters said the front of the existing garage is flush with the back of the house and the proposed garage will be flush with the £ront of the hs�use. He said the garage roof will. look exactly like the existing house roof. N1r. Crowder asked if the existing garaqe is heated or insulated and if it i.s to be turned into living area. Mr. Winters said it wi11 be used as garage area�and t}zat it is not heated or insulated. Chairman Drigans asked how far the adjoining•:�.tructure is from the 'lot line. Mr. t•?inters said that the structure is appro�a.�mately 5 f�;: � from the lot line arad his existing garage is 5 feet from the ].ine. Nlr. Crowder asked if the adjoining house has i=�, bedrooms on �hz� side and Mr. Winters said it did, but that he has talked to Nir. Kruize about the vari:ance and he had na objections. � Mrs. Gabel asked Mr. Winter� if he realized he had to i.,nstal�l a ti�ewall on the outside wall of his garageo Nlr. Winters said he did know about this. Mr. Crowder stated a firewall will also be required between the house and garage that will extend through the ceiling. Mr. Winters said he realized this also. Chairman Drigans asked Mr. Winters what he will do with the existing cement. Mr. Winters said that the cement will stay, except whexe the footings will be and this will have to be dug up. , Chairman Drigans asked Mr. Winters what he will do with the windows on this side of the house. Mr. Winters said he would like to put in a 3 foot walkway between the house and garage and this way he could save the windows. Mr. Plemel asked if that wouldn't defeat the double garage. Mr. Win�ers said he would no.t want to do that. Mr. Crowder asked Mr. Mattson if there was any maxi.mum footage for a residential garage. He thought he had heard it was 1000 feet.• Mr. Mattson said the only restriction he knew of was under lot coverage where all buildings cannot cover over 25 percent of the lot. MOTIOAi by Crowder, seconded by Gabel, to close the public hearing. Upon a voice vote, there being no nays, the motion carried. Chairman Drigans stated the haxdship seems to be a single car garage and more cars than space. He added there are no objections from the neighbors. Mr. Plemel and Mrs. Gabel sta.ted they had no objections. Mr, Crowder stated he had no objections except to stspulate the firewall be installed on the south wall of the garage and he did question the area maximum of 1000 feet on a garage but these garaqes would be under that. MOTION by Crowder, seconded by Plemel, to recommend approval to the City Council of the side yard variance from 5 feet to 3 feet because of the problems already stated, and with the stipulation that a firewall be installed on the south wall of the garage. ROBERT A. RIESE, 6031 - 5TH STREET N.E., FRIDLEY, MINNESOTA.) - MOTION by Plemel, seconded by Crowder, to waive reading the publie hearirig notice. Upon a voice vote, there being no nays, the motion carried. Mr. Robert Riese was present to present his request. Mr. Riese explained he has only 23 feet between his house and the lot line. He said �e wants a 20 foot garage for a double garage that will be 24 feet deep. He stated the building inspector had been out to check the deck he is building, so he asked him about the proposed garage. The building inspector said he couldn't go any deeper.with the garage because of the hipp roof and he suggested the garage as proposed. � Chairman Drigans asked what the condition of the house was after the tornado. Mr. Riese said it was completely destroyed. Chairman Drigans questioned him not building a garage at that time. Mr. Riese said they needed an extra room at that time and he did not have enough money to build both the room and the garage. He added he needs the garage now. � Chairman Drigans asked if he had considered putting the garage in the back yard. Mr. Riese said he had not as his driveway would be to Iong. Chairman Drigans asked how far the adjoining structure was away from the lot line. Mr. Riese said the adjoining house is over quite a way and the detached garage is set back farther than he proposes to build his and abou�. 4 to 5 feet from the lot line. Mr. Crowder asked if the cement that is existing is the same size as the proposed garage. Mr. Riese said the concrete is larger, but they will have to pour more on top of it and then dig the footings down. .. Mr. Riese said it will be 24 inches to match the house. Chairman Drigans was concerned with the drainage off this side of the garage. Mr. Riese added the run-off ,will drain toward the back of the lot so there should be no problem. Mr. Crowder added that the neighbor might ask that a rain gutter be insta.11ed to prevent drainage on his lawn. • MOTION by Gabel, secanded by Crowder, to close the public hearing. Upon a voice vote, there being no nays, the motion carried. Chairman Drigans stated the hardship is having no garage. Mr. Crowder added one problem seems to be the window on the side of the house. Mr. Mattson added the firewalls on both the inside and outside walls wi11 have to be installed. Upon a voice vote, there being no nays, the motion carried. Mr. W�ntz, with Industxial Development of Burlington Northern and Mr. �rokhof, with the Land Department of the Railroad, were present. Mr. Wentz explained they came to the meeting mainly as spectators to see what the situation is but since the applicant is not present, there is not a great deal they could say tonight. They stated they were concerned with the land that the County is asking to be dedicated and they can see no reason for it so they would like to find out why they are asking for so much. They stated the County wants 22 feet along East River Road and 60 feet for 61st Avenue. Chairman Drigans asked Mr. Mattson to get the background information on the dedications and to report back at the next meeting. ADJOURNMENT: The meeting was adjourned by Chairman Drigans at 8:25 P.M. Look into the possibility of joint parking with Medtronics for guest parking facilities. 5. � Look into the feasibility of close floor vs. open floor for the balcony floors. Landscape plan brought in for staff approval. 7. Look into feasibility of working with Medtronics on land- scaping the 10' area between the parking lots. C� 9. CONSIDERATION OF A REQUEST TO CONSTRUCT T�dO NE6V BUILDINGS TO BE USED AS SPECULATIVE WAREHOUSES LOCATED ON BLOCK 10, AUDITOR'S SUBDIVISION N0. 78; THE SAME BEING 5951 AND 6051 EAST RIVER ROAD; FRIDLEY, MINNESOTA. Mr. Tigue and Mr. Boardman explained that some problems have come up with this site. They had met with Anoka County Highway Department that afternoon and learned t�sat they (Anoka County) would be taking an additional 22 feet for street improvement right-of-way. This will affect their layout somewhat. Mr. Boardman said they will be losing the axea designated for screening the buildings from East River Road. This is of particular concern for this Board. He also said they are going to the Board of Appeals for a lot coverage variance, loading facil:ities in front variance and 5' to 0' setback for parking variance. Mr. Tigue said the layout concept would rema.in the same, they only would reduce it to the new lot size, after all right-of-way has been decided on. He explained that his company builds these•buildings for inventory warehousing only, and that he cannot know how many customers would be using it. This is . one reason for so many loading docks, to help rent the building. A9r. Tigue said his company will rent the land from Burlington Northern and rent out the building space. They never sell, so they are very interested in a good appearance. Mr. Simoneau felt they should go through all tlie legal hassel with Board of Appeals, Burlington Northern and Anoka County before coming to this Board. Mr. Boardman said it would have been done that way had they known of the 22! easement. � �. -��• , � • BUILDING STANDARDS-DESIGN CONTROL SUBCOMMITTEE MEETING OF JULY 18, 1974 - Pg. 7 Mr. Lindblad said he objected to this building for two reasons: 1) it is being building across the street from Robert Louis Stevenson School, and 2) the loading docks.facing East River Road. MOTION by Simoneau, seconded by Cariolano to table this item until further notice, after going to the Board of Appeals and clearing the various legal problems with Burlington Northern and Anoka County. � UPOId A VOICE VOTE, all voting aye, the motion carried unanimously. 6. CONSIDERATION OF A REQUEST TO REFACE THE PRESENT BUILDING LOCATED ON LOTS '9 AND 11, AUDITOR'S SUBDIVISION N0. 94; THE SAME BEING 5351 CENTRAL AVENUE NORTHEAST, FRIDLEY, MINNESOTA. (REQUEST BY MILLER CONSTRUCTION, BOX 1228, HIGHWAY 15 SOUTH, ST. CLOUD, �9INNESOTA FOR MENARD LUMBER). Mr. Darwin Hut of Miller Construction was present for the request. Mr. Hut said Menard's Lumber Company is b asically like Plywood Minnesota, but they also will sell furniture. He said they are taking the old Spartan- Atlantic Stores and refacing them, and doing interior work on them as needed. This nne will retain the front entrance doors, existing windows will be blocked up, and the existing planters will be used. 'I'he overhang will be comprised of Kaiser Aluminum Shakes painted gold. The center portion bearing the name will be chocolate brown with 6' high orange letters. The end front wall will be a `- tan aggregate panel. Mr. Hut said the interior is b eing changed to allow for a display balcony. At present the sprinkler system and parking lot is b eing brought up to code and the rear fencing of the property is completed (see Building Standards- Design Control meeting of May 28, 1974), � The Board asked if a car will be able to drive up and pick up material. Mr. Hut said yes, a car pick up ar�a will be located in the northeast corner of the structure. The Board sa.id all outside refuse areas must be screened. MOTION by Tonco, seconded by Simoneau to recommend to Council approval of the alterations with the following stipulation: 1. Outside refuse area must be screened. UPON A VOICE VOTE, all voting aye, the motion carried unanimously. 7. RECEIVING RECOMMENDED CHANGES TO THE CHARTER FROM THE CHARTER COMMISSION: MOTION by Councilman Utter to receive the proposed changes from the Charter Comnission. Seconded by Councilman Starwalt. Councilman Nee noted that there was not a quarum present at the meeting when the proposed changes were adopted by the Charter Commission, seven were present and eight absent. The City Attorney said he would recommend to the Commission that the individual members sign the proposed changes.
