Councilman Fitzpatrick asked about the objection to providing this equipment.
Mr. Qureshi stated there is the question of maintenance'and who is.going be
responsible for it.
Councilman Schneider stated his objection is that he has taken a s nd about looking
at all capital expenditures and prioritizing them annually at bu et time. He
stated he wouldn't have a problem with reviewing it, when the dget is being
considered.
Councilman Fitzpatrick felt the Council didn't get many quests of this nature
from the Commissions and, if it is something they need nd isn't that costly
or difficult to provide, he felt their request shoul be honored or give some
reason for not honoring it.
Councilwoman Moses stated she could see the va e in tape recording the meetings
tha�C if some member fo the Commission couldn' attend, they could review the
tape to get background information.
MOTION by Councilman Fitzpatrick to ins uct the administration to provide for
the purchase of this equipment and br' g back to Council any necessary action
needed. Seconded by Councilwoman M es.
Councilman Barnette referred to . Peterson's comments, as shown in the Planning
Comrnission Minutes of January , 1979, that the official testimony of a
public meeting would be the nutes, not a tape of the meeting. He stated he
questioned the purpose of ving the meeting on tape, if it wasn't official anyway.
Councilman fitzpatrick lt there is a difference between the minutes that are
available and what co s out officially. He stated he was glad that there were
tapes that document at the Council does as he had occasion to us4 them.
Councilwoman Mos stated the Commission wants the tape recorder for a large
group where it 's hard to tune in and wants the microphone apparatus.
Mayor Nee q stioned if it was the intent of the motion to have the recorder
available all the Commissions. Both Councilman fitzpatrick and Councilwoman
Moses an ered in the affirmative.
P1r. He rick stated the motion would require four affirmative votes since it is
an i m that has not been included in the budget.
UP N A YOICE VOTE TAKEN ON THE MOTION, Councilman Fitzpatrick, Councilwoman Moses
d Mayor Nee voted in favor. Councilman Schneider and Councilman Barnette
ted against the motion. Nayor Nee declared the motion carried by a 3 to 2 vote.
C. APPEALS COMMISION MINUTES OF MARCH 27, 1979:
REQUEST FOR EXTENSION OF TIME ON VARIANCE APPROVED MARCH 17, 1978,
JOHtV P. DOYLE, 6305 EAST RIVER ROAD:
Mr. Sobiech, Public Work�> Director, stated this is a request for a time extension
of a variance approved by Council on March 17, 1978 to reduce the required front
yard setback from 35 to 32 feet. He stated the property involved is iocated in
the northeast quadrant of Hugo Street and East River Road. Mr. Sobiech stated
it should be noted that all the existing structures to the East of this proposed
apartment building are setback 32 feet or less and the proposed building would
line up with existing structures.
Mr. Doyle, applicant, stated when they presented their plans a year ago, they
felt this variance request �vould enhance the neighborhood and property itself.
He explained, however, no action has been taken on construction of the building,
primarily as a result of very tight financing. He stated it iooks like they
have a program which may provide them with the financing so they may proceed.

RECEIVING POLICE CIVIL S[RVICE COMMISSION PIINUTES OF APRIL 9 1979:
TION by Councilman Schneider to receive the minutes of the Police Civil Service
Co ission Meeting of April 9,.1979. Seconded by Councilman Barnette. Upon a
voic vote, all voting aye, Mayor Nee declared the motion carried unanimously.
IDE�'ATION OF HONEYMEAD PRODUCTS COMPANY CONNECTING TO MI
Mr. Sobiech, ublic Works Director, stated the City has been working with
Honeymead reg ding additional water supplies to satisfy their fire protection
needs. He sta d, in order for Fridley to provide the amount of water Honeymead
needs for fire p tection, the Fridley water system adjacent to.their property
would have to be n dified considerably. He stated a 48 inch water main, owned
by the City of Minn polis, presently exists adjacent to the Honeymead property
and it is requested, erefore, that the Council allow them to connect to
Minneapolis for fire p oses only.
Councilman Schneider aske �f Minneapolis would agree to this, and Mr. Sobiech
stated, as far as he knows> here would be no problem.
Pi0TI0N by Councilman Fitzpatri to allow Honeymead to connect to the City of
Minneapolis water system for the urposes of fire protection. Seconded by
Councilwoman Moses. Upon a voice ote, all voting aye, Mayor Nee declared
the motion carried unanimously.
REQUEST BY AMERICAN LEGION FOR A BIN LICENSE: .
Mr. Bill Kinkel, Commander of the Ameri n Legion Post, appeared before the
Council regarding their request for a bin license. He stated the Post had
a bingo license in 1977 for four or five m ths and then they discontinued
the bingo operation and, therefore, didn't new it in 1978. He stated they
hope to start the bingo games again on May 3.
Mr. Brunsell,, City Clerk, stated the State stat e makes reference to a 30 day
period from the date of application to the time t e operation begins and he stated
the application date is April 6, 1979.
Mr. Brunsell stated the Police Department has made an 'nvestigation and they
find no reason to recommend denial of this request for bingo license.
Mayor Nee pointed out that the bingo license for the Ameri an Legion appears
later in the agenda under the licenses to be considered for ppro.val.

f+lr.Burmeister appeared before the Council regarding his request to ext d
his hours of operation at the Fridley Billiard Center. He stated he is o
open until 11 p.m. during week nights and to 12 a.m. on Friday and Saturd
nights. Mr. Burmeister pointed out that sometimes he is busy at closing t
and would like an extension of business hours to remain open longer.
Mr. Brunsell, City Clerk, stated the staff did some checking and the owner of \
the building pointed out that there have been no problems with the operation
of this billiard center and he didn't ohject to a midnight closing, but if the
business remains open to 1 a.m., or somc.-T�ter time, you may get a different crowd
of people and there may be problems. �
