We have inspected the main line and determined that it is free of obstructions. The city policy on recurring sewer services has been that we will excavate the service line at the property line between the homeowners property and the city right of way to determine which side the leak is on and therefore who is responsible for repairing it. As the mainline in along the property line between two private residences rather than within a street right of way, you as the homeowner are responsible for the service line all the way to where it connects into �he main line. I realize that this is an unusual situation and the city would like to help correct it. The city can excavate the service at the main line and if the problem is within the easernent, i.e. within approximately six feet of the main line. We will repair it if it is within the easement, otherwise t�e entire cost will be billed to you. In order to get to the serviee line, we will need access across your property for our equipment. While we will take care cause as little disrup,tion as possible, the city will not be responsible for repairing ruts, sod, any and all landscaping, or anything else damaged in reaching the location of the sewer service line. In addition, there is a large tree growing near or over the service line. The roots of this tree growing inta the service line are the probable cause of the blockage. This tree will restrict the movement of a backhoe's arm and will most likely die as a result of its roots �being cut during excavation. This tree must be removed prior to any work being done. FRIDLEY, MINNESOTA 55432 • PHONE (612) 571-3450 SANITARY BEWER SERVICE PROBLEMS It has been determined that the sanitary sewer service line from your property to the City of Fridley's main sewer line has obstructions or damage restricting the sewer flows and causing sewer backups. �rhe Fridley City Council has authorized the Public Works Department to assist the homeowner in attempting to eliminate the sewer problem. Two methods have been `determined to correct the sewer problem. The first method is excavating the service line. This method consists of excavating at the property line to expose the pipe, breaking the pipe and inspecting the interior, removing the plugged or damaged pipe, replacement with new PVC pipe and restoring the lawn. The homeowner should be advised that if the sewer problem is located �: in -the sewer� service line . between the home and the .property line, :. the entire repair cost will be billed to you. If the problem exists at the property line and beyond to the City's main line, the City of Fridley will assume all costs. Another procedure which can be used to deal with the problem and eliminate the need to remove any trees or landscaping is with a chemical treatment. In this method, copper sulfate is introduced into the�sewer line through the clean out pipe or lavatory in the home. The copper sulfate attacks the roots in the pipe and stops growth. This method should provide relief for two (2) or more years before another treatment would be necessary. If this method is chosen, the City of Fridley will supply the copper sulfate to the homeowner at no expense. The homeowner should be advised that the City of Fridley will not be responsible for providing additional copper sulfate for a period of two years. Also if any damage should occur to the trees or shrubs resulting from the copper sulfate treatment, the City of Fridley will not be held responsible or replace any damaged stock. If you have any questions, please call the Public Works Department at 571-3450., If you desire the City to repair your sanitary sewe� service line, request y.ou complete the attached sheet and return it to the Municipa�l Center so the work requested can be scheduled.
