SECTION 2. The Inspector of Buildings shall, before issuing peLZnits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any exis ting building or structure, upon application
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:
NEW CONSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Streets Only) ,
Alternate A: Removal and replacement of concrete curb and '
gutter only; Driveway width plus 6 feet x� �i4/�b
Alternate B: Removal and replacement of concrete curb and
gutter and install a 3 foot wide approach with

For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existi.ng structure, the fee shall be at the rate
of $3.00 �ier each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharqe. �
VERIFICATIOV OF �OUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the �.ocation of the foundation once it
has beeri constructed will be required before proceedi.ng with the framing.

Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occnpancy has

As a means of providing for proper health, welfare and sanitation and
insuring that proper sanitary servic:es are available, we can separate the
issues into two areas; those which were in effect prior to the construction
of a mmicipal systen and those issues which came about after the sanitary
sewer system was installed. The City can rightfully disregard an� sanitary
sewer issues resulting from oonstruction after the municipal system was
installed in that the developer either failed to construct to advised
elevations or the properties opted to do something different than was
reconunended. Fbr the problens associated with residences oonstructed prior
to our mmicipal sanitary systen, the City should provide an appropriate
se rvice .
Based upon the above premise, if the following four conditions are
sati sf ied :
1. The residence was constructed and lived in prior to the
installation of public sanitary sewer line.
2. The property owner was assessed the full amount for sanitary sewer
construction.
3. The mmicipal syst�n installed d�es not prwide for normal gravity
pl�mbing servioe. •
4. The awner requests o�rrection by the City.
The City can then install at no expense to the owner a sanitary ejection
pump systen based upon the following three oonditions.
1. The owner provides perniission to•enter the property and install
the P�anP S1'st�n.
2. The ejector ptunp system is located in the most beneficial and
eo�nomical location as deternuned b� the City (in the building or
on the property) . �
3. The awner executes a hold harmless agreement for all operation,
maintenance, reg�ir and replacement for the injector pump system

BANITARY SEWER EJECTION PIIMP
SYSTEM INSTALLATION AND MAINTENANCE

. THIS AGREEMENT made and entered into this 8th day of August ,
1991, between John L. Cullen and Joan C. Cul�len. Husband__& Wife,
hereinafter referred to as "Owners", fee owners of See Attached
Exhibit A; and the City of Fridley, County of Anoka, Minnesota,
hereinafter referred to as "City".
WHEREA5, the residence was constructed and lived in prior to the
installation of the public sanitary sewer line. •
WHEREAS, the residence was assessed the normal sanitary sewer costs
and these assessments were paid.
Y WIiEREAS, any available sewer line does not. provide for a normal
gravity plumbing service and the owner(s) request the City to
correct the problem.
THEREFORE, the City will install at no expense to the owner a
Sanitary Ejection Pump System under the following conditions:
1. The owner(s) provide the City with permission to enter
the property and loca�e the most beneficial and economic
location (in the building or on the property)� as
determined by the City.
2. The owner(s) provide immediate and continued maintenance
and repair of the City installed Sanitary Ejection Pump
System and shall hold the City harmless of any liability
or damages consequent upon, resulting from, growing out
of , or in any manner connected with the Sanitary Ej ection,
Pump Installation.
3. The owner(s) release the City of any future obligation
regarding sewer hookup for the above property, that
owner(s) maintain all faeilities out to the City sewer
line and realize there will be no future cost to the City
for this facility and service.
FURTHER, IT IS MUTUALLY AGREED that the provisions of this
agreement shall be binding upon and enforceable against the parties
hereto, their successors and assigns and all subsequent owners of
the property herein described. An executed copy of this agreement
shall be filed with Anoka County Recorder's Office and made a part
of and be binding upon the above-described property.
IN WITNESS WHEREOF, the parties heave hereunto set their hands this
8th day of Auc�ust , 1991.

5ystem Agreement for 6668 East River Road
The homeowner at 6668 East River Road has requested the City's
assistance with the installation of a sanitary sewer ejection pump
system under the Sanitary Sewer Ejection Pump System Installation
and Maintenance Program.
The home west of East River Road is too low to take advantage of
gravity flow to the sanitary sewer line in East River Road and has
agreed to the assessments for water and sewer laterals in the
amount of $358.93.
Mr. Cullen has signed the attached agreement regarding the
installation and maintenance of a residential sanitary sewer
ejection pump and, with your approval, we will work with his
contractor to get the system installed.

SUBJECT: SEWER/WATER SERVICES TO 6668 EAST RIVER ROAD
Earlier this year, John Cullen of 6668 East River Road requested
that his property be hooked up to City Water and Sewer services.
This property is between East River Road and the Mississippi River
and was served by a private well and septic system. The property
also is too low to take advantage of gravity flow to the sanitary
system.
Mr. Cul.len has agreed to the sewer and water lateral assessments,
has signed the standard agreement for "Sanitary Sewer Ejection Pump
System Installation and Maintenance", and paid the required fees
to the Building Department.
Two bids were obtained for the installation of the services.
Stepaniak Construction C. submitted the low bid and did the work.
Attached is a copy of Stepaniak's invoice to the city for
$1,653.12, for the installation of the lift station and the water
service. The total for the lift station is $1,180.00 which under
the agreement should be paid by the sewer fund. The remainder,
$473.12, is for materials and labor to install the water service
to the property line.
At the time I discussed the issue of who is responsible for what,
I was under the impression that the City would reimburse the owner
for materials and labor to bring the service to the property line.
I have since been informed that this is not the case.
It should be noted that due to the location of the main water and
sewer lines, it was extremely difficult to make the connections.
Also, it cost Mr. Cullen approximately $10,�000 to bring the service
into his property. �
Request authorization to have Stepaniak Construction Co. reimbursed
for the lift station and water service. .
