East River Road Dear �iayor Mee : Recently I have been contacted by Dr. Sajady regarding his property adjacent to the Locke Lake Dam. I have been advised that the Dam was rebuilt and the level of the lake was raised as a result. The problem concerns the fact that Dr. Sajady's property is adjacent to the Dam and that the City is using his retaining wall as a portion of the Dam wall. Apparently Dr. Sajady has been in contact with the appropriate City offices regarding the problem; however, nothing has been done to correct the problem. I�uch of Dr. Sajady's property is currently under water and his retaining wall is showing serious signs of deterioration. Even the walls of Dr. Sajady's house are starting to crack on the sides toward the lake which is the result of the high level of water. The Northerly wing wall of the dam is aligned with Inspection of the Sajady property on July 17, 1983, 1983. AC the Sajady retaining wall. revealed no flooding. In 1981 the city completed repairs to the Locke Lake dam. This work consisted of filling cracks in the concrete walls to prevent water penetration and eubgrade erosion. At that time we established an elevation, below the top of the Sajady retaining wall, to maintain as the s�er level of the Locke Lake pool. In 1982 we installed a dam board loweriag and raising support. This work allows us to raise and lower boards into the dam face for pool level control. We attempt to work with the Locke Lake Association in mainta�ining a summer pool level and fall and spring maintenance periods for property owner vork on their lake walls. In April, 1982, ve aotified Mr. Sajady:of a potential problem with his concrete platform belov tt►e spillway. I have not received any response to this letter. The Northerly wing wall of the dam ie a portion of that structure. It has started to lean into the Lake and has been identified by the city as a project for repair this fall. Accordingly, during the September thru Novembez ti� frame, the city will inform the resideats on Locke Lake that the water will be lowered so repair work can be completed. In 1981, we did establish a water elevation which was below the top of the damn wing wall. We also repaired the damn structure by filling cracks. Mr. Akbar was notified in April, 1982 that there was considerable undermining under his concrete platform and action should be initiated to cor- rect this problem. A portion of the northerly wing wall of the damn has started to lean into the lake. The City plans on repairing this wall plus the south westerly wall during this month. All property owners on the lake are being notified that the water in the lake will be drawn down between September 15, and October 15, 1983, and it is suggested that any repair work necessary be scheduled during this period. The area to be repaired is on the north wing of the dam, which is adjacent to your property. We will attempt to pour a second retaining wall behind the first one. This wi11 stretch from the dam north, approximately thirty feet. Also, on the southeast corner of the dam downstream, we will attempt to put in a sma11 retaining wall. This wi11 prevent the water from washing back behind the dam and also prevent erosion of the bank. At that time this wall was lower than the retaining wall of Dr. Sajady. That same year we also repaired the dam structure. In 1982 we notified Dr. Sajady of the DNR dam inspection results and indicated he had sane serious problens with his retaining wall and ooncrete platform. In 1983 we notified all the lake property awners that the City w�ould be lowering Locke Lake in Sept�nber and October in order to allow the City to repair the retaining wall at the dam. This wall, which abutts Dr. Sajady's property was realigned and resupported. . �is past month we have again notified the residents along Locke Lake that the City would be lowering the lake during September and October in order to acc�mplish additional repairs to the dam wing walls. This has been an extrenely w�et year and Rice Creek has re�nained at a high level throughout the s�umner period. We have attenpted, through the rernoval of boards, to maintain the water level within the established limits. While we cannot control the amount of water within Rice Creek, we attempt, within our limited resources and abilities, to renove or install boards within the Locke Lake Dam structure to oontrol the level of the water during the s�uner period within the established limits. There are occassions of rainfall, within the Rice Creek Watershed District, that the water elevation will rise, that we are tmaware of and therefore heights above the desired level can sometimes occur. EVen with the boards renoved, we have not been able to effectively lawer the water level because of the vol� that is entering Locke Lake. Just recently letters were sent to the Locke Lake residents and contact was made with Mr. Sajady that the City would lower the water level in Locke Lake so that work oould be acoomplished on the City's portion of the dams wing wall, adjacent to Mr. Sajady's property. While the boards have been renoved, the water level has actually risen because of the rains we have e�cperienced. No work has been accomplishe�d to date on the dam. When the water lawers, both the City and all the residents along the lake will have the opportunity to initiate any repairs or shore line work before the winter season. In s�am�ary, it is the desire of the City to keep tl�e water level of Locke Lake within those elevations established in 198�. However, as is the case this year, the final elevation is influenced more by the amount of rainfall than by anything the City does. We will continue to make reasonable efforts to keep the water level within the previously established elevations, but obviously tr►e sucoess of our efforts is dependent upon the course of nature. In the process of replacing the dam, it was found necessary for the County to condemn the abutting property at 6745 East River Road. This was finalized on April 25, 1994. With the recent rains, Rice Creek has increased its flows tremendously, causing the dam structure to collapse and the abutting dike to erode, jeopardizing the NSP transmission lines and the three abutting properties to the dam site. Since it is necessary to remove the residential home at 6745 East River Road in order to gain access to the dam site, it is imperative that the structure be removed as soon passible to prevent further loss of properties and collapse of the NSP electrical transmission system. Request that an emergency demolition approval be provided to Veit Demolition, subcontractor for Lunda Construction, the prime contractor for the dam reconstruction project.
