BUILUING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building of structure, or £or any addition to any existing
buildi.ng:or structure, or for any alteration or repairs to any existing building
or structure, upon application therefore, require the payin�nt by the applicant
for such permit of fees to the amount herein below set forth and in the manner
herein provided to-wit:
Ur..iform Building Codet Type 1,2, & 4- $1a75 for each one thousand cubic feet, or
fraction thereof, in such cubical contentsa Type 3& 5-$1.50 for each
one thousand cubic feet.
For the purpose of computing fees �for building permits, the cubical contents �f
any buildizg or addition to a uniform height throughout by multipluing the ground
area covered from a point six (6) inches below the floor line of the basement or
cellar to the average height of the upper surface or to the average height of the
roof surface of the main gable of a pitched roof. �
For repairs or alterations to an existing structure, the fee shall be at the
rate of $3.00 per each Five Hundred Dollars ($500.00) or fraction thereof
in the cost of all proposed work.
In no case shall the fee charged for any�permit as set forth in Section 2 be
less than $5.00.

SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or�far any addition to any existing
building or structure, or for any alteration or.repairs to any existing

feet, or fraction thereof, in such cubical contents. Type 3& 5�- $1.85 for
each one thousand cubic feet. �
ADDITIONAL INFORMATION
For the purpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the gxound area
covered from a point six (6) inches below the floor line of the basement
ox the cellar to the average heights of the upper surface or to the average �
�height of the roof surface of the main gable of a pitched roof.
For repa.irs or alterations to an existin.g structure, the fee sha.11 be at the

VERIFICATION OF FOUNDATION
NOTE: Permi.ts for construction will be issued a mini.mum of 24 hours from the
time of application, to allow for proper review of the proposed structure and
of the construction site.
A Certified Survey of the lot, showing the location of the founda.tion, once it
has been constructed, will be required before proceeding with the framing.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) da.ys prior
to the use or occupancy of any structure for which a building permit has been
issued; and said structure shall not be used or occupied until a Certificate
of Occupancy has been issued.

Mr. Burns, City Manager, explained that this resolution would approve an abatement of a
special assessment for Lance and Tonja Konze. On October 28,1996, the City assessed
the property at 6775 East River Road for costs associated with construction of the Locke
Lake Dam. Mr. Konze paid the balance of the assessment on February 12, 1997. The
City inadvertently assigned the payment to the incorrect parcel number when reporting it
to the County. The resolution abates the taxes and enables the Konzes to get a refund for

Mr. Burns, Ci Manager, explained that this resolution-would authorize changes in
appropriations f various City funds. The adjustments are for the final quarter of 1998.
They are for the eneral Fund, the Special Revenue Funds and the Capital Improvements
Fund. The chang reflect unforeseen expenditures and revenues, including donations.
Staff recommended ouncil approval of the adjustment contained on pages ten through
twelve of the agenda ook.

FRIDT�,EY. INC.:
Mr. Burns, City Manager, e lained that the City was asked to be a conduit for the
issuance of $9,700,000 in seni housing revenue bonds. The bonds are for the "Banfill
Crossing Homes Project," fo rly known as Noah's Ark. A public hearing on the
financing was held July 14, 1997. At that time, it was stated that the City would have no
financial responsibility for the re ayment of these bonds. The City would also be
compensated by the project for co of bond counsel and any other costs incurred in
issuing these bonds. Since the ma er has been reviewed and approved by the City
Attorney and since this project provi es 110 units of badly needed senior housing in
Fridley, staff recommended Council's a roval of this bond issue.
