SUBJECT: Waiver of sign permit fees for Riverwood Community Center.
I request that the City of Fridley waiver the $24.00 sign permit fee for the
institutional sign to be located at the Riverwood Community Center off
71st Glay in Fridley. As you are aware this building provides space for
the Anoka C.E.T.A. Center, Metropolitan State University, Anoka County
Community Action Program, American Red Cross, and other County offices.

Mr. Qureshi stated if the Council felt there should be a larger area requir�d,
this could be added 9nto the ordinance. He pointed out this is the first
complaint they have had an the ordinance, and it could be referred to the
Planning Comnission for their recaimendation.
Ma�yor Nee asked for a report at the next regular meeting�regarding the inspection
and what has been accamplished. He further requested the Police Department be
advised of the complaint regarding the children pla�ying in the street, and the
poss9bility of impler�nting the crime watch program for this area.
CONSIDERATION OF A VARIANCE �47 RE UESTED BY MR. & MRS. MAY FOR PROPERTY LOCATED
AT 7110 RIVERVIEW TERRACE BOARD OF APPEALS MINUTES OF JULY 14, 1981 :
Mr. Qureshi, City Manager, stated the Board of Appeals has recomnended approval
of this variance by a 3 to 1 vote, and the Planning Comnission has rece9ved the
minutes of the Board of Appeals relating to this variance request.
Mr. Flora, Public Works Director, stated the var9ance is for a porch. which is
being constructed on the back of this property, to extend 2-1/2 feet 9nto the
100 fcot setback:
Mr. F1ora stated there was some discussion at the hearing before the Board of
Appeals as one neighbor felt the variance would preclude her fran viewing the
river from her windav. He stated the property owner to the South did not object
to the va�iance and. based on discussions, it was felt the porch extension really
didn't affect the ob3ecting owner's view.
Mr. Bi11 May was present at the meet9ng and subanitted a drawing of the proposed
addition.
Councilwoman Moses stated she un�rstands Mr. May had the footings poured before
he realized there was a 1Q0 foot setback required.
Mr, May stated he had asked for the variance to be cons9dered this evening because
at the Board of Appeals r�eting, Ms. Gabel stated the item would be before the
Council this evening. He stated he had called the City Hall this monriiRq and found
it wasn't on the agenda. and had requested it be considered since it has been five
weeks and he has not been able to work on the addition.
MOTION by Councilman Fitzpatrick to concur w9th the recomnendation of the Board
of Appeals and grant a variance of 2-1/2 feet into the 100 foot setback requ9red
for the property at 7110 Riverview Terrace, for the purpose of adding an enclosed
porch. Seconded by Councilwoman Moses. Upon a voice vote, al1 voting aye, Mayor
Nee declared the motion carried unanimously.

Mr. Fl ora. Public Works Director, stated bids for this project were opened on
July 29 and 14 contractors had 9ndicated an interest, with seven bids r�ceived
ranging fran $12,127 to 534.554. Mr. Flora stated Boda Construction was the
lav bidder with a bid of $12,127.50. He stated this was substantially lower than
what was anticipated and would recomnend this bi.d be accepted and to authorize the
addition of 25% to the project, for a total cosi of $15.159.38.
Ftr. Flora stated since this was such a favorable bid, they would like to extend
the crack sealing project dowr► Trollhagen Drive and this is the reason for the
request to authorize a 25� increase to the pro3ect. -

Dear P4r. Hermansen:
On April 9, 1980 we received a sign application to erect a directory
type sign to be located on the Riverwood Co�nunity Center site. The
sign was to be 10 feet high. and about 7 feet wide, listing the various
offices to be houses in the £acility.
We were told that the sign was ready for placement and that you were
having an open house later on that week. Our City Sign Code requires
Council action on all signs to be erected on "P" (public) zoned
pro,perty. Since the earliest Council meeting was scheduled for
April 14, 1980, you elected to install tlia sign so that it would be
up for the open Y�use. You were told that if the City Council did not
approve the sign, you would be requested to remove the sign and you
agreed.
On April 14, 1980 the City Council did consider your sign application
and moved to deny the request on the basis that the sign was too large
for a residential area. Based on this action, we urge that you redesign
the sign so that it only identifies the facility and that the directory
be placed inside the structure itself. This way the sign can be greatly
reduced in size and will fit into the existinq residential neighborhood
with less impact.
Would you please draw up the new sign design and let us review it before
you have the sign made up. If you have any questions on this matter,
please call me at 571-3450. �

BY ANOKA COUNTY IN A P PUBLIC ZONED AREA:
Mr. Flora, Public Works Director, stated this is a request for a sign in a
public zoned area. He stated the County had put up this sign to identify
the property, when an open house was held, and are requesting.permission
to leave it up on a permanent basis.
Councilman Fitzpatrick felt it was more of a detailed directory sign, rather
•than an identifying sign and thought perhaps it could be left up, however,
he wauld not want to give final approval, if they receive adverse cormnents
from residents. He felt, if objections were received, it should be removed
as it seems to be unnecessarily large. '
Mayor Nee stated, when observing the sign, he also had a negative reaction
and was surprised he hadn't received any calls.

Re: Riverwuod C�nunity Center Sign - 7150 East River Road N.E.
Dear t4r. Hexmansen:
On April 9, 1980 we received a sign application to erect a directory
type sign to be located on the Riverwood Coimnunity Center site. The
sign was to be 10 feet high and about 7 feet wide, listing the various
offices to be houses in the facility.
We were told that the sign was ready for placement and that you were
having an open house later on that week. Our City Sign Code requires
Council action on all signs to be erected on "P° (public) zoned
property. Sirbce the earliest Council meeting was scheduled for
April 14, 1980, yau elected to install the sign so that it would be
up for the open h�use. You were told that if the City Council did not
approve the sign, you would be requested to remove the sign and you
agreed.
On April 14, 1980 the City Council did consider your sign application
and moved to deny the request on the basis that the sign was too large
for a residential area. Based on this action, we urge that you redesign
the sign so that it only identi�ies the facility and that the directoxy
be placed inside the structure itself. This way the sign can be greatly
reduced in size and will fit i�o the existing residential neighborhood
with less impact.
Would you please draw up the new sign design artd let us review it before
you have the sign made up. If you have any questions on this matter,
