Dear Mr. Burkholder:
It was confirmed by a routine on-site inspection on May 7, 1979 that the
above listed ren�al property was being maintained in violation of
Chapter 220, Residential Maintenance Code, of the Fridley City Code.
Although the general condition of th.e property was good, the inspection
on the above date found the following list of deficiencies which must be
corrected. Any repairs or improvements must be completed in a worlananship
like manner. It is the City's hope that similar or other deficiencies in
apartments that were not inspected wi11 be corrected as needed.

A review of our records indicate that written orders are outstanding
for the repair and mai.ntenance of the above listed apartment building.
Subsequently the City staff can not recaamend the approval of the
1979-1980 multiple dwelling license.
Therefore, an administsative hearing with the City staff has been
schedul� for January 23, 1980 at 2:30 P.M. The meeting will be held
in the Fridley Civic Center located at 6431 University Avenue 2d.E, The

It was confirmed by a routine on-site inspection on Apgi`? I4, 1982 that the
above listed rental property was being maintained in violation of Chapter
220, Residential Maintenance �de, of the Fridley City Code.
The inspection on the above date found the following list of deficiencies
which must be corrected. Any repairs or improvements must be completed in
a workmanship like manner. It is the City's hope that similar or other
deficiencies in apartments that were not inspected will be corrected as
needed.
EXTERIOR
1. Provide and maintain tight fitti.ng screens for all openable windows.�-)�a �
2. The painted surfaces of the windows, soffits and eaves are chipping �,� � `
and flaking and should be scheduled for refinishing this summer. ���,�r ��"'"°L
3. Enclosed you wi11 find a copy of the energy retrofitting requirements
that were adopted by the Fridley City Council in March, 1982. Please
note that the ordinance requires that all exterior windows, doors, rim
joists, joints and utility openings be etfecti.ve�y caulked and weather-
stri:pped to seal off drafts and reduce energy losses. Alttiough these
are manditory requirements, it is the City's hope that each property
owner will realize that the money and energy savings and the increased
comfort to the occupant, would more than compensate for the cost of
doing a permanent quality job of sealing up these openings.

Other pertinent details:
This building is a two story four plex located just to the south of Fire Station # 3.
Most of the fire occurred in the walls between first and second floor on the south side of the
building. Because of the hot, humid weather and concealed nature of the fire, we were
assisted by St. Anthony FD, Spring Lake Park Blaine Moundsview FD, Columbia Heights FD,
Brooklyn Center FD and Coon Rapids FD.
The building is uninhabitable at this time for fin►o primary reasons:
• Heavy structural damage
• Involvement of the building's entire electrical system
There were no injuries during the fire.

PREPAID PLAN CHECK FEE SCHEDULE
Per Minnesota Building Code - 65 % of building permit fee.
PERFORMANCE BOND POLICIES
When a building permit is issued for a commercial, industrial or a multiple dwelling
residential project which requires outside improvements, a Performance Bond or a Letter of
Credit shall be submitted to the City. The bond will cover all outside improvements, including
but not limited to landscaping, irrigation, curbing, blacktopping, screening fences, lighting, water
& sanitary sewer services, and storm drainage systems.
Calculation of bond amounts will be determined by the building permit values. The
bond amount will be 3% of the building permit value up to a 2 million dollar project or a$60,000
bond. Actual amounts will be rounded to the nearest $100. The City reserves the right to require
greater or lesser bond amounts based on unusual circumstances. Projects with no outside
imprwements, generally will not require a bond.
Bonds must remain open until the project is fiilly completed. Reproducible "as-built"
drawings of all exterior underground utilities must be submitted to the City Engineering Dept
before the project is considered complete and the bond released. All bonds will be held over one
winter and through the next growing season to insure the survival of all landscape installations.
The City will then inspect these properties in August of the year following the initial planting.
Bonds may then be released in Octoher of that year if all improvements are satisfactorily
completed.
