This is to provide information regarding the driveway access to Lot
12, Block 1, Spring Brook Park Second Addition, the same being 8051
East River Road N.E.
A condition of approval on the Spring Brook Park plat was to
prohibit individual driveways from the lots abutting East River
Road. A private drive was originally authorized along the common
lot line of Lot 11 to serve Lots 11, 12 and 13, Block 1. Because
the proposed property owner wants to locate the driveway in the
center of Lot 12 to serve the proposed home, City staff has
requested the owner submit a recorded document which provides for
the following:
1. The driveway will provide access to Lots 11 and 13, Block 1
(the necessary private easements should also be recorded).
2. The driveway document should include provisions for
construction, maintenance and repair between the three
properties.
3. The driveway easement parallel to East River Road should
provide a public bikeway/walkway easement.
4. The driveway will be built to such dimension and size (minimum
18 feet in width) as to also allow it to be used as a public
bikeway along East River Road.
3. The cost sharing for the utility work for Lots il, 12 and 13
must be outlined in the document.

A provision for issuance of the certificate of occupancy for the
dwelling on Lot 12 is the ,completion and recording of the above
documents on all these properties.

After the above document is recorded at Anoka County, the City
Council can pass a resolution eliminating the original plat
