MEMORANDUM

SUBJECT: PROPERTY AT 7715 ELM STREET
PW91-338
The building permit issued for the demolition of the property at
7715 Elm Street required the sewer and water services to be
terminated at the property line.
It appears like no one from the city verbally informed Mr. Asplund
to terminate the services at a location other than specified in
the permit. As long as the permit was provided to Mr. Asplund and
that's direction in writing and it is also city policy, I request
you inform Mr. Asplund to initiate whatever actions are appropriate
to terminate the sewer and water service at the property line.
Give him sufficient time in which to comply or indicate the City
will do it and levy an assessment against the property.

On or abaut October 28, 1991, DaYre1 Clark contacted me about an inspeciion he
made regardirig a dem�lition of a property at 7715 Elm Street, being done by a
David Asplund. Darrel infontted ntie that the sewer and water s�vices had not been
cut off at the property line as our policy requires. Mr. Asplutld told D�arrel
that 1ie had spoken to so�neone at the City, and was told that it wauld be alright
to cut 'the copper, arid cement the sewer at the basement, which he did.
Darrel called me to see if I had given Mr. Asplund ����-�ion to abaridon the
seYVices in this manner, which was contrary to the demolition ��;t
stipulations. I told hi.m that I had never spoken to Mr. Asplund, but would be
willi� to irrvestigate this matter.
I't11en ask+ed the rest of my crew arid the Sewer Depar�nient crew if they had spoken
to Mr. Asplund. �ey did not do so. I then called Mr. Asplwld to speak to him
about this matter, arxl he said he was sure that he had the name of the individual
he had spoken with at the City. I then told him to check his notes ar�l call
Darrel Clark with the �. As of tMis date, Mr. Asplund has not resporided.
Attached yau will firid a copy of the demolition permit, signed by Mr. Asplund's
wife which states the manner of utility abandormient. P+erhaps you could check
with people in your department to see if they ]�aw of this issue. If a City
representative did authorize Mr. Asplund to alter the location for utility
abandomnent, then we may have to rectify it in the spririg. If no one issued the
�r�sion, we mic�t have to have Mr. Asplund properly cut off the utilities in
the spring, or we may have to do it arid charge it against the property.
Perhaps you can advise me on the praper course of action to take.
