SECTION 2. The Inspector of Buildings shall, before issuing permits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or stn:•�u� upon application
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:
NEW CONSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic fee�.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Sf:reets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driver„ray width plus 6 feet x$11.75
Alternate B: Removal and replacement of concrete curb and
gutter and install a 3 foot wide approach with
6 inch depth; Driveway width plus 6 feet x$15.75
_ADDITIONAL INFOR�IATION
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a.
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 per each five hundred dollars ($500.00) or f�action thereof in the cost
of all proposed work.
In�no~case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.

NOTE: Permits for construction will be issued a minimum of 24 hours-from the time
ot application to allow for proper review of the proposed�wstructu,re and of the
construction site.
A Certificate of Survey of the•lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the'£raming. ',

Mayor Nee questioned if there would be objections to•the permit, if sanitary
cond9tions were correct. Mr. Stuve indicated he probably wouldn't object to
one or two rabbits, but didn't feel there should be any more.
Mayor Nee stated he felt they had the right to object, if the rabbits were creating
a nuisance.
PUBLIC HEARING
PUBLIC NEARING ON REZONING REQUEST, ZONING ORDINANCE AMENDMfNT ZOA #77-02, ROBERT
TEN; R Z E FROM -1 T -1 - 17 EL S REE N:
MOTION by Councilman Fitzpatrick to waive the reading of the Public Hearing notice
and open the Public Hearing. Seconded by Councilman Schneider. Upon a voice vote,
all voting aye, Mayor Nee declared the motion carried unanimously and the Public
Hearing opened at 7:47 P.M.
Mr. Sobiech stated this is a r•equest to rezone praperty from M-1 to R-1 at 176 Ely
Street. He stated the property to the East, adjacent to the railroad tracks, is zoned
M-1 and there presently is an industriai operation at this site.
Mr. Sobiech stated the Planning Corranission recorr¢nended approval of the rezoning. He
advised the majority of the residences in the area are single family.
Mr. Sobiech stated one of the it�ns that was not discussed at the Planning Cortenission
meeting was the screening, which the zoning ordinance provides for between R-1 and
industrial property. He questioned Mr. Flaten if he would provide a screening fence.
Mr. Flaten stated he would put up the screening fence.
Mr. Herrick, City Attorney, felt, if Mr. Flaten wanted a screening fence, he would have
to install the fence, since htr. Flaten's property was zoned industrial and he is mak�ng
the request for it to be r�sidential.
MOTION by Councilman Fitzpatrick to close the Public Hearing. Seconded by Councilman
Hamernik. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously and the Public Hearing closed at 7:55 P.M.
OLD BUSINESS:
RECEIVING REPORT ON HOLIOAY VILLAGE NORTH IN REGARD TO PROGRESS IN THEIR CLEAN-UP
AND MAINTENANCE OPERATIONS FROM MEETING OF 5/16/77 :
Mr. Sobiech stated, approximately six weeks ago, representatives of the Holiday
Village North store were invited to the Council meeting to.review the operations
of their store which were causing problems in the neighborhood, specifically
carts being taken frum the premises and left in residential areas around the store
and the problems of litter.
Mr. Sobiech stated, following the Council meeting, members of the staff inet with
representatives of Holiday Village. t�r. Sobiech referred the Council to the
letters and memos dated July 6 and 7, 1977 regarding this subject in which certain
steps were outlined to try and eliminate the problems. He noted, representatives of
Holiday have changed the operation in order to try and eliminate the cart and litter
problems.
� He stated Holiday would just as soon not get involved •in fencing at this time, if
the problem can be resolved. They will, however, provide additional landscaping
i around their property to help contain the litter. Additional help has beert hired
, � to monitor the outside area and Mr. Sobiech stated he felt improvements have been
/ � made since the Council meeting.
Mr. Tauer, 5866 2nd Street, indicated the cart situation has improved and noted
Holiday has some signs posted in the store. Ne stated, as far as the litter, he
would have to wait and see if the landscaping will help. He stated, if he has
any objections in the future, he will again come back to the Council.
CONSIDERATION OF PROVIDING FINANCIAL SUPPORT TO TEEN CENTER:
Councilwoman Kukowski stated, at the last Council meeting, there was a presentation
from the kids who attend the Teen Center as well as the Teen Center Director.

The Regular Meeting of the Fridley City Council of July 11, 1977 was called to
order at 7:35 P.M. by Mayor Nee.

APPROVAL OF MINUTES:
PUBLIC HEARING MEETING, JUNE 13, 1977;
MOTION by Gouncilman Schneider to approve the minutes of the Public Hearing Meeting
of June 13, 1977. Seconded by Councilwoman Kukowski. Upon a voice vote, all
voting aye, Mayor Nee declared the motion carried unanimously.
REGULAR COUNCIL MEETING OF JUNE 20, 1977:
MOTION by Councilman Hamernik to approve the minutes of the Regular Meeting of June 20,
1977. Seconded by Councilman Fitzpatrick. Upon a voice vote, all voting aye,
Mayor Nee declared the motion carried unanimously.
� ADOPTION OF AGENCA:
° Mayor Nee requested several changes in the agenda. The first was to consider Item 7,
"Consideration of Providing Financial Support to Teen Center" under "Old Business".
• He also requested two letters of correspondence be added to the agenda, one from
William Scott and the other from the Springbrook Nature Center Foundation; and to
add "Consideration of License for Canterbury Pub".
MOTION by Councilman Hamernik to adopt the agenda as amended. Seconded by Councilman
Schneider. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously.
OPEN FORUM, VISITORS:
Mrs. LeaAnn Sporre of the Environmental Quality Corrunission invited the Council to
attend their meeting on July 19, 1977 at 7:30 P.M. at the City Hall. She stated �
representatives from the.Minnesota Pollution Control Agency will be in attendance ,
at this meeting and will explain noise pollution and how it affects your health. '
There also will be a discussion regarding sound abat�nent. ;
Mr. Fred Stuve, 6361 Jefferson Street, appeared before the Council to speak on behalf
of himself and his neighbors regarding an application the Council will be receiving
from a resident at 6351 Jefferson to permit the raising of rabbits. Mr. Stuve stated
there are about 10 to 14 rabbits at the premises at 6351 Jefferson and that it has
�• become a problem. He indicated it was not possible for him to sit in his backyard
because of the odor problems caused by the rabbits.
Mayor Nee asked if they have spoken to the resident about this and if he is aware of
the nuisance.
Mr. Stuve stated he had not spoken with the neighbor and that he probably isn't
aware of the problem.
Mr. Sobiech, Public Works Director, stated, at this point, they have not seen the
application, but will make an inspection and report back to Council.

1. Shut off w�tter flnw to pump by closWg appropriate valves or by plugging both the skimmer outlet port and recum port
to pool. Disaonnect piping or hoso� from the motor/pump a}ssembly.
2. Remove the streiner by disengegir►g, and removing the strainer covBr. Remave the bastcet. Lift up on strainer `C' clip
and remove. Finally� slide atr�iner hpusieg forwerd and remavo.
3. Unscrew eight (8} screws and remove pump cover. exposing the impeller.
4. Remove the canopy or the shaft cover plate from the end of motor oppvsite the impeller.
S. Hold the mowr shaft seourely by either inserting a screwdriver in slot at end of shaR or by u�ing en opon-end wrcnch
to engage the flat surfaces pmvidad near end of motor shati. Rotate the impeller ina e counterelockwigo direction and
remove it from the motor shaft. �
b. Note how the steel spting section of the old seal is positioned on impeller hub and remove it by pulling fram tF►e

seeted iti the cnver d-ring groove. Make sure strainer covec is locked firmly in posidon and tubricated with
"JBC�C'S 3�.%." .
Ma1ce sure all �uction and di�charge valves are fully open and not plocked, that pool water level is at proper'level,
and that BkQOmer weit' is not hung up or b'nfdui on skimmer wa1L
B�ock ot�'to dotermine if pump witl deve[op a vecuum. You should have S"-6" of v$cpum at the str�iner cover
(Only yoar pool de�ler eae conrirm thls witb a vacunm �auge). You may be able to check by removing tho
skimmer basket and holdin� your i�apd over tbe bottom port with skimmor fuq and pump running. If no suction
is fett, cheak for line bloekage.
