io� the e�ectio.n of any building or structure, or for any addition to at�y
�xisti.rig atructure or building, or.for any alteration or repairs to a.ny�
existing building or stxucture, upon application therefore, requixe the
paycnent by the applicant for such permit of fees to the amount herein
b�1ow set forth and in the ma:zner herein provided to-wit:
Uniform Building Codee Type 1, 2, & 4-$1075 for each one thousand
cubic feet, or fraction thereof, in such cubical c.nntents. Type 3& 5-

This is in regard to a call made to Councilman Tim Breider
about wazer in the garage at 261 Ely Stzeet N.E.. I checked and
found th� garage in question is built on a iow spot of the property.
• The only way to avoid water entering into said garage would be to
have the City build a storm sewer on this private property. The
�, homeownez has laid claim that the City caused this flooding.
I cbecked with the Park Department; and I will have to agree
. with the Park.Men that they did not grade the park so that water
would ru�a to the south of the park. The water in question comes
from alI surrounding properties of the area. I believe very little
comes frr�m park property, only what is put there by nature and by
the act c�f God.

It is my understanding fror�l�,r. Bill Nee that the city engineers set
evaluation for our city. In 1y69 I built my garage (see drawing A)
with the approval of the ins�ector fcr the City of Fridley. In 1.973
the city built a park in bacY, of ine (sae drawing B). I called Mr. Nee
so that he could see the problem I have since this park was built. My
garage floor is cracked in many places from tYie water that drained in
from t�ie park, at times from one tc three feet. Iie agreed with me that
after the city graded the park property all the water drained into my
back yard. M r. n?ee then sent the �ark board out and they also agreed
that all the water ran into my pro�erty. T?ow winter is coming and there
has been nothi.ng done about this problem. They all agreed that tYie
water shoul.d be drained in some other direction, as long as it does not
drain onto someone elses property.
I have pictures of the land before and after. i�ie. Nee ancl" 't'r�e park
b�ard will back me up on this problem. I would like to see it corrected
before U?inter, ar_d I would also like the city to do something about my
cracked garage floor. Last winter was a very good winter for water
problems. I was the only one in mST nni�hborhon:a to :lave this problem
so ia.r, but if we have a Yiard winter this year, my neighbors will also
t�ave the same �roblem.
AS I have stated before, I woul.d like to see water drainage from the
park corrected before winter. �

Foundation Leak
The footing and interior slab was poured at the same elevation and has a very
rough finish. I t did not seal and allowed water to leak inside, under the bottom row of
blocks.
The City of Fridley required the repairs as follows:
Excavate the foundation and reseal the footing.
Recoat the foundation and replace the ridgid foam.
Run a trench below the top of the footing, around the foundation and out into the
yard to the street . Install 4" draintile with sock to provide drainage away from the
foundation.
Backfill and finish grade.
