written.
Seconded by Ahone . Upon a voice vote, there being no nays, the motion carried
unanimously.
Chairm inish read the City Council Minutes of April 6, 1970 that concerned
the oard of Appeals items of the March 25, 1970 meeting.

5406 FLORIDA NORTH, CRYSTAL, MINNESOTA.)
Mr. Doc Farr, building consultant for Mr. Jack Bruhen & Associates, Incorpora.ted,
was present to present the request.
The house plans and a survey of the lot were shown to the Board members for
their review.
Mr. 0'Bannon stated that Mr. Skolte, the property owner on the West side is
out of town and, therefore, did not have an opportunity to state his opinion.
Mr. Donald Green, the owner of the property at 266 Ely Street N.E., stated
that he had no objection to reversing the house if that would be more
acceptable.
Mr. Eugene Erickson, the neighbor on the East side, was present at the meeting.
The Board pointed out to Mr. Erickson that reversing the house would restrict
where he would be able to build a garage should he decide to build one.
MOTION by Ahonen to table the request until the April 29, 1970 meeting so Mr.
Skolte could be notified and state his opinion and Mr. Erickson could consider
a11 implications of a reversal.
Seconded by Sondheimer. Upon a voice vote, there being no nays, the motion
carried unanimously.

Mr. Doc Farr, Building Consultant with Jack Bruhn and Associates, Inc., was
present to answer any questions about the request.
Mr. Farr stated he had tried to get in contact with Mr. Skolte, property
owner to the West, but he i�ad not been able to do so.
Mr. Bagstad said that Carol Chudek, Acting Secretary for the April 15, 1970
meeting, had contacted Mr. Skolte and he stated to her tte had no objections
to trie construction.
Mr. Eugene Erickson, property owner to the East was present to discuss the
position of the dwelling on the lot, as he plans on building a garage on his
lot in the future and the position of the dwelling would affect the placement
of his garage. If Mr. Erickson was to build his garage before the house was
constructed, he would be able to place. it 3 feet from his lot 1ine. With the
house going in first, positioning its garage 2 feet from the lot line, Mr.
Erickson would have to maintain the 10 feet between accessory structures at
the time he constructed his garage.
Mr. Erickson, Mr. Farr and Mr. Donald Green, owner of the proposed house,
discussed ttie possibilities of cutting down the garage dimensions, changing
the interior dimE:nsio.�s of the dwelling and the sloping of the land between
the str�:,;tures, to try to get more footage from the property line which would
allow Mr. Erickson more room to work with when constructing his garage.
:�Ir. 0'Bannon suggested going back to the use of the original plan, which
positions the house toward Mr. Ericksons lot instead of the garage. The house
would the.n be 10 feet from the lot line, on the East, giving Mr. Erickson
8 more feet between structures to work with.

on the West side of the 1ot, that was before the Board at the April 15, 1970
meeting, with the following stipulation and for the foliowing reason:
1. The applicants original plans be redrawn to show the garage being setback.
an additional 4 feeti, to allow more room to the lot to the West far future
construction.
2. With the limited space of 60 foot lots, it is impossible to build this
plan that is before us on that size l�t.

Mr. Petron explained he had talked to Mrs. N alany, property owner to the iVorth,
and she did not object to the construction at a 1.
Mr. 0'Bannon, property owner to the South, also sta ed he had no objections
to the construction that is proposed.
Mr. Drigans asked if it was just the garage that was bein�moved ahead.
Mr. Petron answered he would like to move the entire house 5 et further to
the East. By moving the entire house ahead, the master bedroom ould be
, enlarged and it would also enable us somewhat of a backyard as the e is quite
a slope to the back of the lot. He stated he would install and mai ain a
retaining wall between his property and Mrs. Novalany's propexty. He so
stated he had hoped to have his final house plans available for this meet
but the architect was not finished with them.

Mr. Richard Harris said that they did approve of the co ept, but a request
for a permit has not been approvad to date. The ap cant was having
problems with financing. There is a fairly smal plot. They originally
proposed a five unit building, but they coul ot get the financing, so
they cut it down to a four unit. If 80� ick was demanded it was felt that
the cost per unit would be prohibitive He said that the Building Eoard
would like some direction from the uncil in cases such as these, where
it is a small building and the p unit cost would be very high with brick.
Councilman Liebl said that e Council policy has been to try to improve
the construction of the ildings that come before them. The Building
Standards - Design Co rol should try� to get the applica�ts to enhance their
buildings as much possible. Mr. Harris said that the builders were
proposing al�ern e materials, and Councilman Harris commented that they
should bring eir plans before the Building Board, and then the Council,
to let th see them.

The City Engineer said that this request is for a varianc�xe 35 to 24.4
feet for the construction of a new home. This is a long lot that ha en
sitting because of an oil pipe qoing through it. This setback would be th
same as the house on the south side.
