Dear Mr. Malone:
You asked me to write a letter confirming that your home at 635 Ely
Stret N.E. is in conformance with the City's requirements for
structures within the Flood Frinqe District of the Mississippi
River Flood Plain. The lot is leqally described as Lots 5, 6, 7,
and 8, Block U, Riverview Heights. The structure is located on Lot
5 and a portion of Lot 6.
The City of Fridley has adopted floodplain requlations, which are
consistent with the Federal E�ergency Management Agency's
requirements as administered through the Minnesota Department of
Natural Resources. The flood elevation of 823.25 extends over Lots
7 and 8, but meanders through Lot 5 and 6 such that 87$ of the home
is located uts de the flood plain. In November 1983, you
submitted an application to add on to your home. Because a portion
of the addition (approximately 120 sq. ft.) encroached beyond the
823.25 foot elevation, a special use permit was required by the
City's zoning district.
On May 21, 1984, the City Council approved a epecial use permit for
construction of the addition onto your home, subject to two

This is in reference to letters da.ted September 3, 1992, and February 17,
1993, from Mr. Michael J. Malone, requesting that the Federal Emergency
Management Agency (FEMA) determine whether the property listed below is
located within a Special Flood Hazard Area (SFHA), an area that would be
inundated by the 100-year (one-percent annual chance) flood. Portions of this
property have been elevated by the placement of fill.

Because this Letter of Map Revision (LOMR) pertains to a single residential
structure, fees were not assessed for FEMA's review.
On February 23, 1993, we received all of the information necessary to process
Mr. Malone's request. After comparing this information with the National
Flood Insurance Program (NFIP) map for the City of Fridley, Anoka County,
Minnesota, we have determined that although portions of the property would be
inunda.ted by a 100-year flood, the existing residential structure on this�
propextv would not Therefore. this letter revises the mav for the City of
Fri e Anoka County Minnesota (NFIP Map Number 270013 Pane]. 0003 B dated
�Iarch 2, 1981), to remove the residential structure from the SFHA. Because
portions of the property are locate within the SFHA, any uture construction
or substantial improvement on this property remains sub�ect to Federal, State,
and local regulations for floodplain management. "

Please note that this property could be inundated by a flood greater than a
100-year flood or by local flooding conditions not shown on the NFIP map.
Flood insurance is available at a reduced cost for properties located outside
the SFHA. Also, although we have based our determination on the flood
information presently available, flood conditions may change or new informa-
tion may be generated that would supersede this determination.
A copy of this LOMR is being forwarded to your community's official NFIP map
repository where, in accordance with regulations adopted by your community, it
should be attached to the community's official record copy of the NFIP map,
which is available for public inspection.
To ensure continued eligibility to participate in the NFIP, your community
must enforce its floodplain management regulations using, at a minimwn, the
flood elevations and zone designations shown on your community's NFIP map,
including the revision made effective by this letter. This response to the
request is based on the minimum criteria established by the NFIP. State and
community officials, based on knowledge of local conditions and in the
interest of public safety� may set higher standards for construction in the
floodplain. If the State of Minnesota or your community has adopted more
restrictive or comprehensive floodplain management criteria, these criteria
take precedence over the minimum Federal criteria.
This revision has been made pursuant to Section 206 of the Flood Disaster
