Fridley, I�1 55432 Dear Mr. Malone: You asked me to write a letter confirming that your home at 635 Ely Stre� N.E. is in conformance with the City's requirements for structures vithin the Flood Fringe District of the Mississippi River Flood Plain. The lot is legally described as Lots 5, 6, 7, and 8, Block U, Riverview Heiqhts. The structure is located on Lot 5 and a portion of Lot 6. The City of Fridley has adopted floodplain requlations, which are consistent with the Federal Emergency Management Agency's requirements as administered throuqh the Minnesota Department of Natural Resources. The flood elevation of 823.25 extends over Lots 7 and 8, but meanders through Lot 5 and 6 such that 87$ of the home is located outside the flood plain. In November 1983, you submitted an application to add on to your home. Because a portion of the addition (approximately 120 sq. ft.) encroached beyond the 823.25 foot elevation, a special use permit was required by the City's zon�ng district. On May 21, 1984, the City Council approved a special use permit for construction of the addition onto your home, subject to two stigulations: 1) elevation out 15 stipulatian could be necessary for Council. Provide iill to the regulatory flood plain feet from the structure; and 2) If this not be �rorked out with the petitioner, it w�ould the special use permit to go back to the City Constructiotihas been completed on the addition, and the elevation of the entrance into the home exceeds the floodplain elevation of 823.25 feet by 2 feet 1 inch in compliance wfth the requirements of the City's floodplain regulations. From a review of our files, the 15-If of fill was placed beyond the limits of the structure and was not in regards to fill for the footings. The 15-If of fill was placed on the outside of the structure to bring it to grade and meet City Code requirements. The structure at this location is located in the flood fringe and not the flood way. This structure is in conformance with the City's requirement for structures within the Flood Fringe District of the Mississippi River Flood Plain. A recent inspection ofthe properiy at 635 Ely Street revealed that not all Code requirements are presently being met. Listed below is an item which does not comply with the City Code: Fridley City Code requires that all vehicles must be au•rently licensed/street operable and kept on a hard surface parking area. if they are stored outside. I observed a grey 1986 Nssan pickup with expired tabs, inoperable headlights, and generally unsafe condition parked on the street in front of your address. City Code r�uires that it be repaired and licensed or removed from view of the public right of way. Your prompt attention in correcting this situation would greatly assist us in helping make Fridley a better place to live.
