I called Virgil Herrick for City procedure on this; Virgil being out of town I was referred to William Goodrich. Mr. Goodrich stated that the City must get written consent from each of the utility compani.es-(N.S.P., Minnegasco, N.W. Bell, General Television). If these companies are affirmative then the City Engineering Depari�nent can confirm and also allow the encroachment.
