Flora� Public Works Director DATE: June 18, 1993 SUBJECT: Creek Stabilization ✓ On Friday, June 18, 1993, I met with Mr. John Dunlap of 8111 Fairmont Circle (Telephone No. 343-2507) regarding the erosion that is occumng in the rear of his property associated with Springbrook Creek. Mr. Dunlap had installed a railroad tie retaining wall along the cunre of Springbrook Creek on his property. A portion of this wall has failed and erosion has occuRed on the outer edge of the CUN@. I explained to Mr. Dunlap the requirements for placing filter fabric and some sort of armor in front of it as a means of stabilizing the bank. We discussed gabions, rip-rap, cable crete, and rubber blocks. I suggested that he obtain some estimates and sketches of the proposed repair work, submit the information to the City for consideration of funding assistance for the stream bank protection program. I indicated that it is necessary to ensure that the extent of the project tied in both ends in order to prevent a reoccurrence of the erosion. I expect Mr. Dunlap to obtain some information and submit a self-help project for restoring the bank of Springbrook Creek on his property. This past year this property has experienced considerable erosion and a portion of the original railroad tie retaining wall has failed. He proposes to use a large boulder rip-rap wall to restore the bank alignment at a cost of approximately $2,200. He has requested the City assist in the cost of the project in accordance with our storm water policy for approximately $1,100. I have inspected Springbrook Creek and found a number of loca.tions along the creek in which certain improvements ca.n be made to reduce the erosion and stabilize the bank. There are nine areas where reta.ining walls could be constructed that would affect approximately 14 properties. No indiv�dual has initiated a group project for this area. If the Council would desire the City to address an unprovement project for this section of the creek betvveen Ironton and East River Road, I could develop a plan and schedule a public meeting to obtain support for a co-sharing project. In the meantime, Mr. Dunlap is planning to proceed with his project and is requesting the City to consider his request for financial support.
