We were retained by Mr. Dan Elsen to c�nent on the need for frost protection
of the foundation system for this building project.

The property was visually.inspected on this date by the undersigned in the
c�pany of Mr. Elseno Our inspection included the interior and exterior of the
existing building, and a visual examination of the excavation that has just c�anenced
for the footings of the building addition at the rear of the existing house.
We also reviewed the plans for the building renovation and house addition, prepared
by The Design Collective Architects.
OBSERVATIONS
The existing structure is a very small, one story, slab-on-grade house.
It has a gabled asphalt shingled roof, and a stucco finish on the exterior.
We could observe absolutely no evidences of settlement or frost heave. The
stucco is basically intact, There are of course some aging cracks, since this
structure is believed to be quite old, probably more tha.n 45 years old.

The soil below the existing slab-on-grade is a damp fine to medium
and fine to coarse sand. This soil also exists under the footing area for
the buildirig addition. A check of our files and of published geologic data
for this area reveals that the soils below this house consists of Mississippi
River valley train sands of varying gradation, which probably extend to
considerable depth. Adjacent borings reveal that the sand extends beyond
25 foot depth from present grade. �
The ground surface elevation at the existing building is approxunately
856 feet, geodetic datumo• The average su�ner Mississippi River water
elevation abreast of this site, 1400 feet to the west, is 809 feet. From
this it can be determined that the ground water table at this building locati
is more than 20 feet below ground surfaceo
ANALYSIS OF FINDINGS
The soils under this site are relatively clean sands of varying
gradation, and the water table is more than 20 feet below ground surface.
These soils are not frost susceptible.
The existing, old, slab-on-grade structure shows absolutely no signs
of either settlement or frost heave. It has performed wel.l over the years,
and there seems to be no good reason to modify its foundation system, providi
that no significant new structural loadings are added to it. The building
addition will have conventional perimeter strip footings which are at least
32 feet below outside finished grade. The Architect has provided a detail,
Addendum #1 dated January 6, 1987, which shows R-10 styrofoam insulation
around the south, west and east walls of the existing building. However
in our opinion such measures are not necessary, since frost heave is not
a factor at this building siteo
CONCLUSIONS AND RECON�IDATIONS
The building plan as originally proposed by the Architect appears
to be adequate for the conditians at this lot.
The new footings ma.y be designed for a net allowable soil bearing
pressure of up to 2000 pounds per squa.re footo

When the new footings are cast, concrete should also•be placed under
the edges of the existing slab-on-grade, where adjacent excavation ha.s caused
a very small amount of undermining.
When the structure is campleted careful attentian should be paid
to the yard grading, to provide positive drainage away from th� building
walls in all directions.
If these measures are followed it is our opinion that the original
structure and the new addition will perform satisfactorily.

BUILDING PERNIIT FEE SCHEDULE
The Chief Building Official sha.11, before issuing permits for the erection of any building or
.siructure, or for any addition-to any existing building or structure, or for any altera.tion or repair
to any existing building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below set forth and in the manner herein
provided to-wit:
VERIFICATION OF FOUNDATION
Permits for construction will be issued a minimum of 24 hours from the ti.me of application to
allow for proper review of proposed structure and of the construction site.
A Certificate of Survey of the lot, showing the location of the existing foundation will be
