Re: License Approval for the Residential Rental Property Located at
544 Fairmont Street N.E., Fridley, MN
Dear Mr. Rapacz:
This letter will reiterate our conversation of April 1, 1982 and make clear
the City's requirements for the approval of the residential rental license
at the above listed address.
Z'he City staff will reco�nend to the City Council that the license be
granted with the understanding that the following items be resolved:
1. All the doors, windows and screens will be repaired and maintained by
replacing any broken irames, broken glass or ripped screens, and by
providing caulking and weatherstripping. �-�,�� ��L
2. With the elimi.nation of the electric baseboard heaters, the existing
furnace must be able to provide and maintain a minimimm of 68° F.
thmughout the dwelling. In addition, there is no flue liner for the
chimney. R'he furnace and chimney must 1� inspected by a qualified
heating contractor and any repairs made before the next heating
season begins. Any qu stions should be directed to the City Heating

3. Before next winter, s�te positive means of preventing water pipes

4. Our inspection on April l, 1982 detezmined that the footing along the
south side of the dwelling is in need of support. Efforts should be
made to shore up this footing to provide a solid foundation for the

A reinspection will be conducted on or about June 1, 1982 to determine
compliance with Item #1. The remaining items would be expected to be
corrected prior to next winter. The City does not want to receive any
calls from your tenants complaining about a lack of heat or frozen water

Dear Mr. Rapacz:
It was brought to the City's attention and confirmed by an on-site inspection
on January 20, 1982 that the above listed rental property was being maintained
in violation of Chapter 220, Residential Maintenance Code, of the Fridley City
Code.
The inspection on the above date found the following list of deficiencies which
must be corrected. Anv re�airs or improvements must be completed in a worlanan-
ship like manner. It is the City's hope that simila.r or other deficiencies
in the unit that were not noted will be corrected as needed.
GENERAL
1. R review of our records has determined that a residential rental license
has not been applied for or issued for this property. 'I"herefore, the
enclosed license application must be completed, signed, and returned
with the appropriate fee and late fee to the City Offices by February 17,

2. Replace and maintain the broken or missing glass for the following: North ��
entry storna door; West entry storm door; �nall garage door. Ef-�-�� �� �
3. Provide and.maintain tightfitting screens, without holes, for the following:
North entry door; West entry door.
4. Repair and maintain the north entry door so that it completely closes and
provides a tight, Hreatherproof seal. Caulking and wea,therstripping must
be added to prevent excessive heat loss (see enclosed energy bulletin).

INTERIOR
5. The tenant reports that during periods of cold weather, the water pipes
freeze and a source of water is not available to them. The constant
running of the faucets or the use of a space heater to keep the pipes
from freezing is not an acceptable solution. Positive efforts must be
made to insure that a continuous supply of potable water is provided and
maintained for the tenant at all times.

6. The existing electrical service was installed without benefit of an
electrical permit or inspections; the electrical heating system was
improperly wired and even appears to run along the underside of the exterior
siding to serve the bathroo�n arid bedroom; the service entry into the home
is too close to the ground; there is exposed wires on top of the water
heater; and finally, none of the outlets i.n the kitchen or bathroom are
properly grounded. Therefore, the entire electrical system must be upgraded
to provide an adequate and safe electrical service that is installed in
accordance with the National Electrical Code and inspected and approved by
the City Electrical Inspector.
7. Repair and maintain the walls and shelf for the storage area under the sink.
8. Repair and maintain the broken plug-in for the refrigerator.
9. Replace and maintain the missing wall tiles for the bathroom.
10. Repair and maintain the broken light fixture for the bedroom.
A reinspection will be conducted on or about February 22, 1982 to determine
compliance. We are confident in your cooperation on these matters and if any
questions or problems arise, please feel free to call on me at 571-3450.
