BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or stxuc�ure, or for any addition to any ex isting
building or structure, or ior any alteration or repairs to any existing
building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below-set forth and in
the manner herein provided to-wit: }
iJ1VIFORM BUILDTNG CODE: �pe 1, 2& 4-$2.15 for each one thousand cubic
feet, or fraction thereof, in such cubical contents. �pe 3& 5-$1.85 for
each one thousand cubic fee�. �
ADDITIONAL I;VFORMATION
For the purpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the ground area
covexed from a point six (6) inches below the floor line of the basement
ox the cellar to the avexage heights of the upper surface or to the average:�
height of the roof surface of the ma,in gable of a pitched roof.
For repaixs or alterations to an existing structure, the fee sha11 be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.
In no case sha11 the fee charged for any permit as set forth in Section 2 be
less than $5.00. �
VERIFICATION OF FOUNDATION
NOT�: Permits for construction will be issued a minimum of 24 hours from the
tiane of application, to a1low.fQr proper review of the pxoposed stru.cturE and
of tfie construction site.
A Certified Survey of the lot, showing the location of the foundation, once it
has been canstructed, will be required before nroceedin� with �he �raming.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy sha11 be made ten (10) days prior
to the use or occupancy of any structure fox which a building permit has been
issued; and said sti-ucture shall not be used or occupied until a Certificate
of'Occupancy has Ueen issued.

Dear Mr. Conlin:
You ha.ve violated the City Code by starting to construct a detached garage
without a building permit. We have posted the construction site with a stop
work order until such time as you have a permit for the construction of it.
Before we can issue a permit, we will need a survey of the property which
must indicate the location of all existing structures. You might call the
mortage holder, if there is one, to see if they have one on file.
This property also lies in the flood plain (zoned CRP-2) and therefore
you must also apply for a Special Use Permit and gefi City Council approval prior
to our issuance of the building permit. The Ordinance pertaining to the
construction in a CRP-2 zone is enclosed herewith.
If it is your intent to build closer than 5 feet to the rear lot Iine, you
will also need a letter from N.S.P, granting you permission to do so.

close the Public Hearing on the rezoning request, ZOA #74-03, b� the •
City.of Fridleq. Upon a voice vote, a11 voting aye, the motion carried
unanimously.
MOTION by Lindblad, seconded by B1air, that the PZanning Commission
recommend to Council approval of the rezoning request, ZOA #74-03, by
the City of Fridley to rezone Chases Island, Zocated on Government Lot
5, from CRP-2 (flood plain) to CRP-1 (floodway). �
Mr. Harris said he would like the Islands of Peace Foundation to
either present their plans to the Parks & Recreation Commission or
the Planninq Commission so the members would have some idea of what
was planned for this area. Mr. Blair said they had been'�.to the Parks
and Recreation�Commission about a year ago but he believed they went
directly to Council at the present time. Mr. Harris said he thought
there should be some way for the Planning Commission to know what they
plan for this project also.

2. PUBLIC HEARING: REQUEST FOR A SPECIAL USE PERMIT, SP �74-12,
BY GORCO CONSTRUCTION COMPANY: Per Fridley City Code, Section
205.157, 5, D, to allow the construction of a garage in CRP-2
zoning (flood plain) on Lots 2� and 22, Block T, Riverview Heights,
the same being 675 Fairmont Street N.E.
MOTION b� LindbZad, seconded by Blair, that the Planning Commission
waive the reading of the Public Hearing notice on the request for a
Special Use Permit, SP #74-12, by Gorco Construction Company. Upon a
voice vote, aZ1 voting aye, the motion carried unanimousl�.
Mr. Clark said the Gorco Construction Company was buil�ing,a
detached garage for Robert Wolmutt at 675 Fairmont Street N.E. He
said that this garage was under construction before the inspection
department knew it was being built. We red tagged the construction
and told them they had to go through this pxocess befare they could
get a building permit. The garage actually meets all the building
codes. This will be located on the edge of the CRP-2 zone. The
administration has no objection to this garage being built. As long
as it is not for human habitation, the restrictions on this construction
are not that great. We have sent the required notice to the Department
of Natur�l Resources and they haven't responded, so it could be
assumed that they have no objection.
Mr. Harris asked if they have met the other request s that were in
the letter in the agenda. Mr. Clark said there was no letter from
N.S.P.
Mr. Ed Girard, 680 Glencoe Street N.E., said he had two questions.
Who was supposed to get the building permit, the builder or the home
owner, and if the City didn't have to take some responsibiiity for
this garage being started without a building permit or the required
special use permit. Mr. Clark said that as soon as they found out a
garage was under construction, the City stopped the construction until
a �_

a special use permit and a building permit could be obtained. As
far as who gets the building permit, this is an agreement between
the builder and the home owner. Sometimes, the owner agrees to get
the permit, and doesn't get around to�it, and all of a sudden the
masonry man is there to put in the slab. We can double fee anyone
who starts construction without a building permit. It is sometimes
difficult to determine if this was something delirerate or not.
Mrs. Girard said she didn't think this garage was located 3 feet
from the side property line. Mx. Clark said we have a new survey
of this property after the slab was in for the garage and this survey
shows the garage is three feet from the line. He said that 3. feet
was not very much.
Mr. Girard asked why the petitioner needed a special use permit
if this garage meets all the codes? Mr. Clark said it was because
it was in the flood plain (CRP-2).. ..Mr, Girard sai.d tY�eir house and
garage was just built a year ago and they were closer to the river than
this garage was and they didn't have to get a special use permit. Mro
Clark said they would if that house was being built now, but that this
ordinance wasn't in effect a year ago.

3. B�LLBOARDS DISCUSSION: BILL WEISS SIGN
Mr. Clark said the reason this was put on the agenda was because
a couple of ineetings ago you requested a joint meeting with the
City Council and stated you would like to talk about the Hyde Park
Study, the armory and billboards. The armory is still pending, Bill
Nee is looking into the Hyde Park �issue and will report bac7c to the
Council, and they will decide if they want the Planning Commission
involved in this or not. The City Manager asked Peter Herlofsky to
find out what the Planning�Commission wanted to discuss as far as
billboards are concerned. �
Mr. Clark said the reason Bill Weiss's name is included in this
part of the agenda was because he wanted to tell the Planning Commission
that this sign blew down. He said.he told Mr. Weiss that in order to
put this sign up again, he would have to have the property rezoned,
apply for three variances, and obtain a Special Use Permit. Mr. Clark
said he told Mr. Weiss he didn't think he could jump all those hurtles
to get his sign put up again. He said he asked him to wait and see

PERFORMANCE BOND POLICIES
When a building permit is issued for a commercial, industrial or a multiple dwelling residential project which requires
outside improvements,a Performance Bond or a Letter of Credit shall be submitted to the City. The bond wilY cover
all outside improvements, including but not limited to landscaping, irrigation, curbing, blacktopping, screening fences,
lighting, water & sanitary sewer services, and storm dra.inage systems.
Calculation of bond amounts will be determined by the building permit values. The bond amount will be 3% of the
building permit value up to a 2 million dollar project or a$60,0(}0 bond. Actual amounts will be rounded to the nearest
$100. The City reserves the right to require greater or lesser bond amounts based on unusual circumstances. Projects
with no outside improvements, generally will not require a l�ond. �
Bonds must remain open until the project is fully completed. Reproducible "as-built" drawings of all exterior
underground utilities must be submitted to the City Enginee�ing Dept before the project is considered complete and
the bond released. All bonds will be held over one winter anai through the next growing season to insure the survival
of all landscape installations. The City will then inspect these properties in August of the year following the initial
planting. Bonds may then be released in October of that year if all improvements are satisfactorily completed.
