of the Fridley City Code, these variances are needed because they want
to reduce the front yard setback from the required 35 feet to 16.9 feet,
the side yard setback on the attached garage from the required 5 feet to
2 feet, and the rear yard setback from the minimum o�f 25 feet to 12 feet.

Pub7ic purpose served by this requirement is to allow for off-street
parking without encroaching on the public right of way and also for
aesthetic consideration to reduce the "building line of sight"
encroachment into the neighbor's front yard.
205.053, (46, #4) SIDE YARD ADJOINING AN ATTACHED GARAGE SHALL BE NOT

Public purpose served by this requirement is to provide space between
individual structures to reduce conflagration of fire, to provide access
to the rear yard for emergencies and limit the condition of crowding
in the residential neighborhood.
205.053 (4C) A REAR YARD DEPTH OF NOT LESS THAN 25 PERCENT OF THE LOT

Public purpose�served by this requirement is to provide rear yard space
to be used for green areas which enhance the neighborhood.
B. STATED HARQSHIP:
The reason for hardship is for the steep slope of the lot downward from
the street. Eievation change from curb to south property corner is
50.82 feet (1008.5 - 957.68 sea level). To build the house in the
center of the lot would require the garage to be on top of the house.
C. ADMINISTRATIVE STAFF REVIEW:
An on site inspection shows excessively steep grades on the lot. The
applicant would like to fill the lot on the north side and avoid the
steepest part of the 7ot. The verifying survey shows (in orange) the
area involved which require variances. The new garage would line up
with ihe front line of the attached garage to the north and would be
22.4 feet from tfiat existing garage. The garage will be approximate]y
27 feet from the curb on the Fillmore Street cul-de-sac. The applicant's

Ms. Schnabel said she could un�derstaud wY�y he vranted to kcep tbe elevation up.
Mr. Bliss stated that the main r�ason for the varience request is the tremendous
elevation change on the lot, as sho�m on the dra�.ngs. There is in excess oi
50 ieet of elevation change.
Mr. Kemper asked if Mr. Bliss presently owned the lot.
Mr. Bliss st�t�d tbat he did, although it is not i�lly paid Por yet, he is
p�qing according to the requirements of the City or Fridley.
Ms. Gabel asked if it �as his intentioa to live there.
Mr. Bliss stated that it was, and that he plans to start constrciction in April,
atter the spring thaW.
Ma. Schnabel stated that her one concera is the potentisl impac� on the house to
the north, 5222. ATs Schnabel is concerned abaut.the impact of building 2 f�e�
rr� the lot line might have on the ha4ne at 5222 in terms of his acccss dvwn hts
drivew�y and the turns he has to malce to get into that low garage.
Mr. Bliss stated that he didn�t think it Would at all. In fact� Mr. Bliss stated�
there s�as a staep slope before we started durnptng some of this 2'il].. Mr. Bliss
stat.ed that be has discussed this with the owner of 5222� and he has no objections.

the drawings, anci Mr. Renquist told him he thought it °looked good".
Ms. Schaabel ststed that according to the Administrativ� Staff Review, th�

practical because of the grade of' the lot.

Ms. Schnsbel stated that since it is a cul-de-sac street, it is a good idea �

Public purpose served by this requirement is to allow for off-street
parking without encroaching on the public right of way and also for
aesthetic consideration to reduce the "building line of sight"
encroachment into the neighbor's front yard.
205.053, (4B, #4) SIDE YARD ADJOINING AN ATTACHED GARAGE SHALL BE NOT
LESS THAN 5 FEET WIDE.`
Pualic purpose served by this requirement is to provide space between
individual structures to reduce conflagration of fire, to provide access
to the rear yard for emergencies and limit the condition of crowding
in the residential neighborhood.

The reason for hardship is for the steep slope of the lot downward from
the street. Elevation change from curb to south property corner is
50.82 feet (1008.5 - 957.68 sea level). To build the house in the
center of the lot would require the garage to be on top of the house.

An on site inspection shows excessively steep grades on the lot. The
applicant would like to fill the lot on the north side and avoid the
steepest part of the lot. The verifying survey shows (in orange) the '
area involved which require variances. The new garage would line up

22.4 feet from tliat existing garage. The garage will be approximately
27 feet from the curb on the Fillmore Street cul-de-sac. The applicant's

attached garage on the sauth side of his house. There is a driveway going down

s� variance because he wants to keep his garage snd house as far to the north as

s nvrmal setback oY 35 feet, he will have to build a garage quite a ways back

to the south� it would have a very steep point aver the hill, xhich might obstruct
Mr. Boomer's view to the west. By keeping the house to the north� he wi.11 not �

house behind the garage on the same level as the street. Nir. Bliss stated that

Mr. Booaeer stated that he talked to Mr: Carl Renquist who lives across the
street about the varia3�ce, �nd Mr. Renquist has n� objections,
Mr. Bliss stated that he had also talked to Mr. Renquist•and had showed him
the drewings, a�t Mr. Rtnquist told him be thought it "lookec'! good".
Ms. Schnabel stated that according to the Administrative Staff Reviek, the
- survey shows that to build on this lvt zrithout the va�riances, would not be
practical because of the grede of the Zot.
Mr. Bliss stated it wa�ld be 25 feet minimum irams the rear, 35 feet trom the
front and 5 fru� the side. •
Mr. Bliss stated that arl.th 16,9 feet .setback from prcfperty corner, there will
still be space for 2 car oit'-street parking, without even being on the bou].e-
vard.
Ma. Schnabel stated thst since it is a cul-de-sac street, it ie a good ides
to have otf-street parking available.
