�� out to look at it. Years ago, however, the County took no action. Meints '
said that when the District cleaned part of the Ditch in response to Bryniarski,
problem with flooding (see 8-12-81 Regular Meeting Minutes), if they had just "�
, continued the clean-up 800 feet to•tMe West, it wbuld have taken care of the
blockage. Meints said this involves 700-800 acres that won't drain because
of blockage between Camp 3 Road and 153rd. The Board requests Meints and other
landowners substantiate their past inquiries to the Town Board and the County
Board, if possible. 6oard directed Engineer Willenbri�g to meet with Ben
Meints and-view the site, report back to the Board at the 6-23-82 Meeting.
Meints also inquired about the RCWD's requirements for fish farming. He was
informed that dredging spoils may not be placed in a wetland. Meints was given
a Permit Application packet and asked to apply. Board requested Willenbring
discuss the fish farming project with Meints when he is inspecting site.
2. George Reiling appeared before the Board at request of Attorney Murray to
discuss Mr. Reiling's intentions regarding prnperty he owns and on which he
stxkptles fill at the NE quadrant of I694 and Lexington Avenue in Shoreview.
Reiling has applied for a Permit (82-08), but has not cooperated by sending
along exhibits so that a grading permit may be worked out. (See Minutes
of 12-23-81 Meeting, when Mr. Reiling appeared on same matter.) The District
Inspector reports a construction trailer 6as been moved onto the site, and
questions whether construction may be imninent. Mr. Reiling says that he
is negotiating with another party who will develop the property, and it is
they who will bring in the necessary exhibits for development, nat himself.
The Board advised Mr. Reiling that in the meantime, he should f�ave a Rough
Grnding Permit so that erosion is kept to a minimwn and also so that ponding
wi11 be assured as the property changes hands. Reiling assured the Board
he will have adequate ponding, probably larger than exhibited on the 1973 �
Permit exhibits. The Board directed Engineer Weidenbacher to write Mr. Reiling
a letter conveying exactly those exhibits that wi11 be necessary for a Rough
Grading Permit to be issued. Mr. Reiling refused to answer who the construction
trailer belongs to, saying that has not(�ing to do with a Permit for develo ment.

3. Pete Molinaro, E�gineer for applicants Harris and Erickson, an Virgil Herr�ck
(Fridley City Attorney), appeared on behalf of Permit Applican to
request a Rough Grading Permit to allow placement of fill on a 5.2 acre site
located in the northeast quadrant of I694 and STH 65 in Fridley. The matter
is of some import because available fill needs to be used 6-10-82�or the option
for its use will be lost: The City of Fridley, according to Mr. Herrick,
has approved this fiiting, aithough final development plans are not formulated
at tfiis point. After discussion, Cardinal moved to Table With Authorization
For Administrative Action pending receipt of: l. A Site Plan showing the location
of the two proposed drainage easements intended to convey storniwater runoff
from lands southeast and southwest of the site. 2. Dedication to the public
of ponding and flowage easements across the wetlands located in the central
portion of Lot 6, Auditor's Subdivision No. 25, to the existing 895 elevation.
3. Sediment and Erosion Control P1an showing positive protection of wetland
area on lot 6 against deposition of sediment. 4. Cash surety deposit in the
amount of $2,000 to be refunded upon satisfactory completion of the required
sediment and erosion control measures. The applicant was also advised that an
additional permit from the District will be required for approval of a Final
Site Drainage Plan prior to final development of this site. Manager Harstad
seconded the motion, and Motion carried unanimously.
