Section 2. The Inspector of Buildings shall, before issuing any perm3t
for the erection of any bu9.lding or structure, or for any add3tion to
any existing building or structure, or for an9 alterations or repairs
to any existing buildi.ng or structure, upon application therefor, require
the pa�ment by the applicant for such permit of fees to the amount herein

RE: Monument Sign at East River Road/Pearson Way N.E.
Dear Owner/Occupant:
The monument sign located at the above referenced intersection has
experienced substantial deterioration and is in poor condition.
I have been unable to locate anyone who could be held responsible
for the maintenance of this sign. This monument sign, which is
located within the City right-of-way, has become an eyesore and it
also constitutes a health and safety hazard.
The City is currently considering removing the monument sign from
this location for the reasons cited previously. Please contact me
at 572-3595 on or before November 20, 1990, if you have concerns
regarding this possible action, so that these may be taken into
consideration.

Dear Mr. Willey:
I have been contacted by Sharie Duval of the Bureau of Alcohol, Tobacco, and
Firearms regarding your request for renewal of a firearm license at 7830 Firwood Way
N.E. Federal law now requires the City to review a license application to determine if it
is in conformance with local zoning regulations.
The City is currently treating this type of use as a home occupation in an R-1 zoning
district, if certain conditions are met. I understand that you are. out of town until the end
of this month. Upon your retum, please submit a letter to me addressing the following
issues:
1. According to Section 205.03.34 of the Fridley City Code, a home occupation must
be clearly incidental and secondary to the principle use of the premises which in this
case is a residential home. Your letter to me should verify that the home is your
legal residence, and gun sales is not the principle use.
2. The ordinance states that a home occupation cannot be conducted in an accessory
building such as a garage or out-building. Please verify that the guns are not stored
or sold in an accessory building.
3. The ordinance states that "no over the counter retail sales are involved". Please
describe the process for your gun sales. How many guns do you sell per year? Do
you also sell ammunition? If so, where is the ammunition stored?
I have enclosed a copy of the ordinance for your reference. Please forward the letter to
my attention. Thank you for your cooperation.

1. 7830 Fuwood Way N.E. is the legal residence of Rose M. and Edward L
Willey.
2. The repa.ir and sales of guns are performed in the lower level (basement)
of my home and under the garage which can be completely sealed off from
the house. The guns are secured or locked in heavy steal cabinets.
3. There are no over the counter sales. I have sold seven guns ( four
handguns and three longuns) in the last four years. I do not sale ammunition.
