that the storm sewe� catch.basins in the ditch between your residence and
East P,iver Road are being used as a depository for used motor oil.
No�t only is this an =conomically unsound practice to waste a recyclable
produrt, but this �=�=m sewer will drain. tlie oil into the Nlississippi R.iver
�ther3��y compoundin�, _:e problem, and contributi:Zg to the overa3l degradation
of o�. environment. � more enviroxunentally sound alternative is to bring
this oil �to any ser�:_ce station where it can be added to similar oil for
eventual re-refinin� and reuse.
It is our hope that th.is letter will clarify the Gity's position and wi11
convince anybody doing this wasteful practice to go to the more economically
and environmentally sound practice mentioned above. Finally, the City is
extremely concerned about this harmful practice and wi1.1 ta�:e legal action
against those found continuing to dispose of waste oil in the storm sewer.

This property does not have a hard surfaced driveway or parking area. After going
through a three letter notification and failing to ge.t compliance, I did issue a
citation to Mr. Rodger Carey. On September 18, 1981 he appe.ared in court, pled
not guilty, and requested a jury trial.
Since this matter is in the hands of the court, I feel there is no reason to
hold up the processing of thi.s license. Therefore, it is suggested that this
license be put on the Council agenda for thei.r consideration.

The Chief Building Official shall, before issuing permits for the erection of any building or
strucivre, or for any addition to any existing building or structure, or for any alteration or repair
to any existing building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below set forth and in the manner herein
provided to-wit:
VERIFICATION OF FOUNDATION
Permits for consl�u.ctian will be issued a mini.mum of 24 hours from the time of application to
allow for proper review of proposed structure and of the construction site.
