BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structure, or for any alteration or repairs to any exiating
building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below set fvrth and in �
the manner herein pravided to-wit;
U1�iIFORM BUILDING CODE: Type 1, 2& 4-$2.15 for each one thousand cubic �
feet, or fraction thereof, in such cubical contents. Type 3& 5-$1.85 for
each one thousand cubic feet. ,
ADDITIONAL INFORMATION
For the purpose of computing fees for building permitsn the cubical contents
of any building or addition, is determined by multiplying the ground area
covered from a point six (6) inches below the floor line of the basement
or the cellar to the average heights of the upper surface or to the averager
height of the roof surface of the ma,in gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.'
In no case shall the fee charged for any perniit as set forth in Section 2 be
less than $5.00.

` VERIFICATION OF FOUNDATION

� time of application, to allow for proper review of the proposed structure and
of the construction site.
A Certified Survey of the lot, showing the location of the foundation, once it
has been constructed, will be required before uroceedint� with the framing.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupaacy shall be made ten (10) days prior
to the use or occupancy of any structure for which a building permit has beea
issued; and said structuae shall not be used or occup3ed until a Certificate
of Occupancy has been issued. •

The erosion of the property adjoining 6685 Fridley Street has been revieved
by the City and aetion requested �rom the Rice Creek Watershed District on
March 22 and May 3, 1985.
Currently the erosion oP the southern bank of Rice Creek has resulted in a
relatively stable slope angle. On Maq 3, 1985, I requested Anoka County
Parks Department to initiate aetion to remove the large trees which had
fallen and Whieh are now blocking the Creek channel. If these trees are
removed and the creek water eourse is controlled or reduced, the egiating
bank should remain relatively stable for a period of time.
Unless the Creek flow is diverted, you can expect erosion of the southern
bank line �hich could eventually result in the existing banks alippage and
- i�rther erosion. Placing over burden on this damaged area at this point
Would not result in any substantial improvement Without diversion of the
ereek channel. Placement of small light vegetation sueh as grass or bushes
would assist in stabilizing the existing bank for some time.
I am awaiting a response from the Rice Creek Watershed District to my tWo
letters. It may be appropriate for your office to query the �Tatershed
District about the erosion problem and.it's effect on property evaluation
and revenue loss as a means oP expediting a response.

SUBJECT: Soil erosion threatening property at 66$5 Fridley St.
DATE: May 7, 1985
It has been brought to our attention, that a serious erosion problem
is threatening the foundation of this property. Our office made an
inspection of the site on May 6, 1985. At that date, the erosion was
13 feet from the north foundation of the subject structure. The
erosion appears to be a progessing problem, that will continue toward
the structure. The existing erosion is situated on Lot 1, Block 1,
Oak Grove Addition, which is owned by Anoka County, a part of the
Rice Creek Walkway-Park system.
The current situation, in my opinion, renders the property virtually
unsaleable, from the view point of valuation for property taxation,
I realize a number of agencies could be involved in this problem.
I would appreciate it if you could give me your analysis of the
situation, and some estimate of what remedial actions have, might
or will be taken.

Subject: Bank Erosion
As Rice Creek enters the City of Fridley, there is a high embankment along
the southern course of the Creek. At the cul-de-sac of Fridley Street.
the creek meanders dangerously close to the existing homes and cul-de-sac.
This past Thursday, March 21, 1985, a large section of this embankment,
including five trees, sloughed down into the Creek and broached one half
of it's width. This ground movement also caused the ground area to break
and crack away for a considerable distance from the sloughed area.
On the north side of the creek, there is an extensive lowland which provides
flood area during high water. Considering the costs and effort involved in
stabilizing the southern boundary of the creek, it might be cost effective
to cut a ditch in this low a�^ea and relocate the main water course as a
means of reducing or eiaminating future erosion of the embankment.
Request the Rice Creek Watershed District investigate this problem area
and initiate appropriate action to safeguard and secure the private and
public property abutting this endangered area.

Street and Rice Creek within the City of Fridley. Continued loss of the
southern bank and large trees are occurring. A �ecent inspection on
May 1, 1985 indicated another large tree and substantial amount of soil
has fallen into the creek channel. It was also noticed that during
high water condition that is now present. the creek has a water course
through the flood area north of the erosion site. It would appear that
this channel�could be improved to divert the major flow of the creek,
thereby following a straighter course and protecting the erosion at this
abrupt bend in the channel.
By separate correspondence I have requested Anoka County Parks Department
to initiate action to remove the trees which are currently extending
into the creek channel. as they provide an obstacle to the recreational
use of the creek and are continuing to add the erosion of the south bank.

We have previously discussed the erosion that is occurring on the Fridley
Street extension and Rice Creek, within the City of Fridley. A number of
large trees have recently been eroded and slipped into the creek blocking
and obstructing the existing channel. I have contacted the Rice Creek
Watershed District and asked that thev initiate co�istructive action to
eliminate the continued erosion of the bank and the possible loss of
residental structures above the creek. A suggestion made was to
construct a ditch in the existing flood plain north of the erosion site
in order to relocate the creek channel. similar to it's route in a
flood condition. In the meantime the fallen trees are blocking the
creek and causing additio�al turbulence and erosion along the southern
bank. As a means of protecting the ne�r slope, request the County
initiate action to remove the trees extending into the channel for both
recreati�nalsafety and bank stabilization. Your imnediate action in this
regard would be appreciated.
