I also have your letter of July 20th, in answer 'to m�y corrrolaint
of a security l��ht across the street. St is still shining more
b'rightly than ever now that the leaves a��e off the trees.
I appreciated your comments very much, you seer�ed to be in
syinpathy with the problem �nd tr ought soMe form of ordinance
could be adopted so that it �rauld not be an annoyance to bthers.
This light has failed in its purpose to deter break-ins as one
occured in the garage a short time ago.
All I ask is that I may open the curtains to n3oy a God-given
gift of a ineautiflzl night. lo one wro does� �S�eep well, it taould
bring peace of heart and mind.

_ADDITIQNAL INFOR�IATION
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
o£ the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 �aer each five hundred dollars ($500.00} or fraction thereof in the cost
of all proposed work.
In no case shall the fee charged•for any permit as set forth in 5ection 2 be less
than $7.50 plus $.50 state surcharge.
VERIFICATION OF FOUNDATION
NOTE: Permits �or construction.will be issued a minim� of 24 hours from the time
of application to a11ow for proper review of the proposed s�tructure and of the
construction site.
A Certificate of Suxvey of the lot, showing the location oiE the foundati�n once it
has been constructed will be required before proceeding with the framing.
_CERTIFICATE OF �CCUPANC
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any struGture for which a building permit has been issued; and
sai.d structure shall r_ot be used or cacupied until a Certificate of Occupancy has

As the pic-t�es indicate, tha referenced light is located behind the
garage. I called Mrs. Heiden and informed her that this was private
property and the City does not have an ordinance restricting such a
light. She was also informed that other property owners in the area
have not voiced any objection to this light. I advised her tha.t a
situation like this should be resolved by the affected neighborhoad.
(i.e.) Perhaps a letter to the owner si.gned by people in th� area
requesting a better shield or lower i�ttage of the light, etc.

area designed,to have head-in parking along the interior
property line shall provide a bumper curb not less than
three (3) feet from such property line or a guard of
normal bumper he7ght not less than one (1) foot fram
such property line. When such area is for six (6)
�paces or more and not located to the rear of a
huilding, a curb ar fence -not over three (3) feet in
height shall be er�ected along the front yard setback
line and grass or planting shall occupy the space
between sidewalk and such curb or fer�ce, provided,
however, when the off street parking area in the "B",
"1-1", and "I-3"�Districts is to be located between
a front lot line or a side lot line abutting a street
and a building, said off street parking area may
extend to within six (6) feet of such lot line and
all areas between such off street parking areas and

here's the update about one of the residents speaking at the open forum on July 26. Mr. Steffen, of 149 Gibraltar Road,
was inquiring about whether the building inpsedor had "signed ofP' on the final inpsedion based on a conversation with
the contrador. I spoke with Ron on the 27th and received a copy of the final inpsedfon slip which verified that Ron was
out there at the site on June 9 to final the projed. This was the second inpsedlon, after a meeting on may 26th with the
owner, contrador, and Ron at the site. The owner and I traded phone cails last week, and i finally caught up with him on
Monday night, August 2. The owner was appreciative I called back and we had a good conversation, The contractor by
the way has agreed to pay for damage to the owners boat caused by spilled tar.
The minimum threshold for a satellite on a job site is still a mystery. There is nothing in the building codes and we are
still researching OSHA requirements �s it the size of the project or the number of employees?). In this case, the
contractor had up to 11 employees on the site for a small routine job. My guess is that the requirements are probably
based on the size of the project. This is a case where the contractor needs to counsel his employees about where they
go to the bathroom (potty training...ar ar ar). The homeowner apparently made this very clear to the contractor. When I
find out the OSHA requirements, I'll let you know...
