SECTION 2. The Inspector of Buildings shall, before issuing pezmits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:
�1 �NSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Streets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x$11.75
Alternate B: Removal and replacement of concrete curb and
gutter and install a 3 foot wide approach with A��J
6 inch depth; Driveway width plus 6 feet x$15.�
�DDITIONA rNFOR�'NATION
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the
point six (6) inches below the floor line of the basement ordtheecellarrto them a
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 gier each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In�no case shall the fee charged for any permit as set forth in Section 2 be less
than $7-50 plus $.50 state surcharge.
_VERIFICATIO� OF FOUNDATIo
NOTE: Permits for construction will be issued a minim�n of 24 hours from the time
of application to allow for proper review of the proposed structu,re and of the
construction site.
A Certificate of Suzvey of the lot, showing the location of the foundation once it
has been constructed will be required before proceedi.ng with the framing.
CERTIFICATE OF OC �PANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a build3.ng permit has been issued; and
said structure sha11 not'`'be used or occupied until a Certificate of Occupancy has
been issued.

SECTION 2. The Inspector of Buildings shall, before issuing pennits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon applicatian
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:
NEW CONSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Streets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x$11.75
Alternate B: Removal and replacement of concrete curb and
gutter and install a 3 foot wide approach with
6 inch depth; Driveway width plus 6 feet x$15.40
ADDITIONAL INFOR�IATION
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or th� cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
Far repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 per each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In no case shall th� fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.
VERIFICATIOV OF FOUNDATION
NOTE: Permits i'or construction will be issued a minim�n of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
CERTIFICATE OF �CCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has
been issued. .

the cost of removing a dead elm tree on 5-10-90. He stated that the old tree was in the same location as
a new tree he has since had planted. From this information, the tree was approximately 2.5 feet inside
his property line. •
Mr. Tony stated that on 10-10-89 he contacted Dennis Schnieder regarding the dead elm and asked for
the issue to be brought before the council. He claims to ha.ve never received a response other than one
of our maintenance personnel informing him that the tree was on his own property, not the City right of
way. In May of 1990, he ha.d the tree removed at a cost of $425. During the following summer of
1991, he asserts tha.t the City removed a numbei� of other dead or diseased elm trees on Hackmann
Avenue, including trees on private property. Our records show that we did remove a number of trees
tha.t yeaz but only one was on private properiy. This tree was 1 foot inside private property and was
mistakenly marked for City removal because the original roadway was not centered in the right of way.
Mr. Tony wa.s unable to pursue his claim at that time due to health reasons.
Based on measurements from the original roadway edge and from the water service valve which is
actually 3.75 feet inside the property line, Mr. Tony feels that the tree was intended to be a boulevazd
tree but was mistakenly planted on his property. From this and that the City removed other trees the
next yeaz, he feels he should be reimbursed for the cost to remove his tree.
At the time the area was developed, the City did not have any requirements for the installation of
boulevard trees. The tree would have been planted by the developer, most likely as an additional selling
point for the lot. During my second meeting with Mr. Tony on April 30, I explained that the City had
no program to pay residents for the removal of dead trees and that since the tree was taken out on lus
own initiative form his own property that I could not authorize the reimbursement.

determin[ng the tree's location, we will attempt to locate your front property corners for you.
The "boulevard" is commonly the area between the street and your property line. The width of thls
area varies wIth the width of each right-of-way� the width oF each street and the locat[on of the street
within the right-of-way. The street's location wIthin the right-of-way is independent of the tocation
of the property line.
At the tIme the subdivlsion was developed, the City did not have any requtrements for the installation
