Dear Mr. Riesch:
I am very frustrated by your apparent lack of interest in following through on a
proposed garage and entry project for my home in Fridley. The following is to
memorialize my dealings with you so far and hope you will take action to move the
permit process along.
Last September I stopped by the city offices and met with you and Scott Hickok to
discuss adding a garage to my home. At that time, I was told a variance would be
required to build the garage on the east side due to a city storm drain easement.
Mr. Hickok went on to tell me the application would need to be heard in at least
three meetings prior to approval and if okayed, would be subject to a waiting period
of another 30 days. That would put me breaking ground in February of 1998. Since
the timing was impractical, I decided to wait until this spring.
In late December, I received the "Abstract of Title" to my home and was amazed to
find that in 1966 the City of Fridley had granted an easement variance for the very
same purpose of building a garage! A copy is attached for your records. The variance
is still in force and was to be made a part of the building inspection file. Why wasn't
I made aware of this when we met in September?
You should also understand that the original homeowner, Mrs. Merrilyn Belgum
and her realtor Dave Ryan were told the same thing by your department in late 1996.
As a result, they spent a lot of time and money going fihrough your process to have
another site approved in an effort to make the property more marketable.
This spring I called to let you know a proper variance was already granted and that I
wanted a preliminary inspection, so the planning and permitting process would go
smoothly. We agreed to meet at the home Monday, May 11 at 8:30 am. Prior to the
meeting, I staked and roped-off the area for the garage addition and excavated in
front so you could view the e�cisting foundation for the proposed entry.

The morning we were to meet I waited until almost 9 am. , but you still had not
arrived, so I left a note to call me and went to work. Later in the day my roommate
found an "Inspection Report" on the door and called to let me know. I then called
you to discuss the findings. A copy is attached for your reference.
You indicated a concern over the load bearing capabilities of the existing "cement
hollow core slabs" (called "I-Core") and wanted a letter from a structural engineer to
verify it would support a car and garage. I had the areas inspected by Mac McCalla, a
P.E. specializing in structural concrete and he found the "I-Core" sound. His site
inspection is attached.
On June 24 I stopped by your office to drop off a copy of the engineer's report, basic
drawing of the proposed garage and a photo of the area involved. You were out on
inspections, so I gave the items to Mary. I asked that you call me by the end of the
month so any changes could be addressed before going to final plans. Mary suggested
that a letter from you would be better and I agreed.
When I returned from vacation in mid July I expected there would be a letter or call
from you. There was not, so I went to your office July 16 to find out what was going
on. No one was available from your department, so I spoke to the city receptionist.
She made a copy of the title entry detailing the easement variance. I asked her to
have you call me by the following Monday.
On Monday July 20 you called me at 9:40 am. I returned the call at 9:50 am. only to
find out you had already left on inspections. I asked that you please call me back. A
week has gone by and I still haven't heard from you. IYs almost August and what
began last year doesn't look any closer to reality now, than back then.
Barry, I understand people get busy, but I have been more than patient. Getting
construction done this time of year is very difficult and I shouldn't have to wrangle

In my opinion, the modiScations you warn to make, including the garage, front entrance and the
bearing wall on the river side aze all OK. The hollow core plank will be OK for a garage floor,
but you should plan on cleaning the top of the plank thoroughly and then placing topping of 2
inch minimum and sloping to drain.

A plumbing pennit was issued on November 26, 2001 to relocate the gas line at your
address. According to Section 4715.2800 of the State Plumbing Code, a final inspection
shall be conducted on the work authorized by this permit. As of this date the inspection has
not been requested.
The permit fee that was paid covers the inspection to malce sure the work was completed
according to the Codes. We will keep your permit ogen for another 30 days and if we do
