SECTION 2. The Inspector of Buildings shall, betore issuing permits fox the
erection of any building or structure, or.•fox any addition to any exisCing
buildin� or structure, or for any alteration or repairs to any existing
building or structure, upon application therefore, require the payment by the

As a result of your letter dated June 1, 1982 and my discussions with
Councilman Schneider, the City will install a cleanout to your sewer
line leading to the main line in the street. The cost to you and your
neighbor will be a total of �100. A bill will be sent to you upon com-
pletion of the work. It is further understood that you will be respon-
sible for the replacement of sod and restoration of the lawn on your
property, as a result of this work.
Mr. Arthur Silseth from our Sewer Division will meet with you on Monday
morning, June 21, 1982 at 7:00 a.m. to identify the location and start
of the work.
Our goal is to find a location within 100 feet of your home cleanout
where a hole can be dug, which will allow installation of an interme-
diate cleanout to the sewer lines servicing 1360 and 1358 Hillcrest
Dri.ve.
It is understood that the City's cooperation in this project will satis-
fy any past and future claims involving the sanitary sewer installation
and connection.

After talking to you about the sewer line problems at 135$ � 1360
Hillcrest Drive IV.E. and not being satisfied, I called and talked to
Councilman Dennis Schreider about the problem. He seems to have gotten
the problem solved. Thus Wlr. Ray McAfee of 1360 Hillcrest Drive, and
Mr. Dan Brouillette of 135$ Hillcrest Drive N.E. request the City of
Fridley to make installation of a cleanout in our sewer line leading
to the main, in the �treet. fdo�r in talking to two different sewer
companies, plus Rusty Silseth, we've been advised to put a pipe down
with a curve going both ways so we could clean the line back to the
house, and to the street.
We also understand that this installation wilt together (both properties)
cost us a total of $100.00 plus replacement of the sod. Anything over
the $100.00 for replacement of the sod, the City of Fridley would pay.
If, when you make plans to do this vdork, you could tet us know, we
would then get the sod removed from the area where you will be digging.
Lets also get together to figure out where best to install the cleanout.

SUBJECT Residential Sewer Cleanout Nasim Qureshi, City Manager

Councilman Schneider had requested the City to install a sewer cleanout midway
in the residential line leading to the main sewer line at 1360 and 1358
Hillcrest Drive. It was agreed that the City would do the work and bill the
property owners a total of $100.00. They would be responsible for sod and
lawn repairs.
On Tuesday August 17, 1982, our sewer sect�on excavated the hole and installed
a cleanout sweep on Mr. McAfee's line (1360�. We had programmed to install
a cleanout sweep on Mr. Broillette's line (1358) as the services were supposed
to be adjacent to each other. The hole we excavated was at least 15 feet
wide and even by tunnelling into Mr. Broillette's yard, his sewer line was
not found. We did discuss the.sewer line with Mrs. Broillette and it appears
that while they had a problem with their floor drain, they had not had any
problems with their sewer line.
Since the line servicing 1358 Hillcrest Drive was not adjacent to Mr. McAfee's
line and the service could not be found without extended digging on the
property and they had no record of line problems, we did not install a cleanout
on that service.
We filled the hole and the front yard was returned to its previous condition
except for the sod over the excavation. We will be submitting a bill for $100.00
to Mr. McAfee for the work accomplished in accordance with our previous agree-
ment.

By Councilman Schneider's request, the sewer section installed a
cleanout in the sanitary sewer 1ine of Mr. Ray McAfee, 1360 Hillcrest
Drive. As agreed, a bill of $100 was submitted to Mr. McAfee to
cover a portion of the City's expense on August 25, 1982.
Seperate statements on October 7 and December 20, 1982 were submitted
to Mr. McAfee for payment of the bill. To date, no payment or response
has been received. Accordingly, this amount will be added to his
property assessments for payment with hfis 1984 taxes.

Dear Mr. McAfee:
According to Section 106.1 of the 1994 Uniform Building Code as
adopted by the City of Fridley, no building or structure regulated
by this Code shall be erected, constructed, enlarged, altered,
repaired, moved, improved, removed, converted, or demolished unless
a separate permit for each building or structure has first been
obtained from the Building Official.
You have been notified of your need to obtain a building permit and
have failed to comply as of today's date. As a result, a special
investigation fee will now be added to the permit, equal to the
permit fee. The City of Fridley will give you 30 days in which to
comply before turning this matter over to the City Attorney for his
legal consideration.
