Nancy, I have checked with John Flora regarding the filling that
is going on near Fillmore and Lynde. According to John, 011ie
Erickson has hired a hauler named Ed Chies to bring in fill to
raise the elevation of his property. The matter has been reviewed
by the Rice Creek Watershed district and the Army Corps of
Engineers. The City has issued a permit for land alteration based
on the positive response of the Rice Creek Watershed District.
There are no specific plans to build anything on the property. The
owner is simply attempting to raise the elevations.
Currently, an unknown source is dumping material at the site. The
City is working with the property owner in an attempt to identify
the organization using the site to either cease operations or to
comply with the Rick Creek permit requirements.
A , the subject of the Hospital's helicopter site Jack Kirk
reported in taff ineeting this morning that the Hospital Board
met last week and no to our request to re-establish a
playground on the Unity Hospi o erty. Therefore, there is no
conflict between the helicopter usa�ge ar� � round usage. Jock
Robertson is investigating whether or not the o�' al needs a
special use permit for the Heliport and what requirements ity
might have for fencing. When I have that information, I will
forward it on to you.

Building Permit Issuance
The Fridley City Council approved the attached site plan at its
August 15, 1994 meeting. In order for the developinent to proceed,
a rezoning was approved for the east half of the project site. At
the writing of this memo, the second reading of the rezoning
ordinance has not been conducted. The second reading and
subsequent publication will not occur until building permits have
been issued for the building adjacent to Fil.lmore Street.
Building permits are to be issued for buildir�g plans as'�,-indicated
on the enclosed�$ite plan. An increase in the number of units will
require review and approval by the Fridley City'Council. Any
decrease in density will be permitted, without review, by the City
Council.
Stipulated as a condition of the plat is that.the petitioner is to
petition for construction of a cul-de-sac at the end of Polk Street

The Chief Building Official shall, before issuing permits for the erection of any building or structure, or for
any addition to any existing building or structure, or for any alteration or repair to any existing building or
structure, upon application therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to-wit:

VERIFICATION OF FOUNDATION
Permits for construction will be issued a minimum of 24 hours from the time of application to allow for proper
review of the proposed structure and of the construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it has it has been constructed
will be required before proceeding with the framing.
