RE: November 13, 1996, Site Visit / Final Notice of Noncompiiance of Fridley
City Code at 115 Horizon Circle N.E.
Dear Mr. and Mrs. Tatley:
Thank you for the opportunity to meet and discuss the outside storage code issues at
your address on Wednesday, November 13, 1996. The purpose of this iette is to
follow-up on that discussion and to make sure the property is in compliance with a!I
outside storage City Code requirements by November 19, 1996.
As Scott Hickok, Planning Coordinator, and I discussed with Mr. Tatley during our site
visit, we are pleased to see the progress and are confident that the remaining issues
we pointed out can and will be resolved by November 99, 1996. As you may recall, we
outlined the following remaining outside storage requirements:
♦ Please discontinue the improper outside storage of materials including, but not
limited to, carpet in the driveway, shelving units in the driveway, tools or
miscellaneous materials in the driveway, stacked lumber and construction materials
on the deck and in the rear yard, and, most importantly, the removal all materials,
covered or uncovered, so they cannot be observed from the public right-of-way.
(Boats, trailers, and stacked firewood are the only materials permitted as outside
storage in the side or rear yard.)
Your prompt attention in correcting these remaining issues is appreciated. Due to the
extensive history at this address, we expect full compliance by November 19, 1996, or
(as we discussed) a citation will be issued to the property owner. !f you have any
concerns regarding the steps needed to gain compliance, lease contact me at 572-
395_ Thank you for your cooperation.
Sincerely,

RE: Final Notice of Noncompliance of Fridfey City Code at 115 Horizon Circle N.E.
Dear Mr. and Ms. Tatley:
As I discussed with Mr. Tatley on Monday, October 28, a recent inspection of the property at 115
Horizon Circle revealed several conditions in violation of Fridley City Code. The purpose of this
letter is to ask for your cooperation in correcting the following vehicle and outside storage code
issues:
Fridley City Code requires that all vehicles must be operational and kept on an approved hard
surface parking area if they are stored outside. I observed an improperly parked vehicle at this
location. In addition, the van with the 21 day permit shall be removed from the premises or
upgraded with a permanent license displayed on the front and rear bumpers by November 11,
1996, the date you stated the temporary pemit would expire.
Discontinue the improper outside storage of materials including, but not limited to, a carpet,
numerous automobile tires, numerous car parts and batteries, scrap lumber, and miscellaneous
tools including a wheelbarrow, ladder, shovel, etc. All materials in view of the public right-of-way,
with the exception of boats, trailers, and stacked firewood, are in violation of the Fridley City
Code. Please remove all materials from the driveway, side yard, and front yard areas.
You prompt attention in correcting this situation is appreciated. Due to the extensive history (see
attached), I will expect full compliance by November 11, 1996, at which time a final inspection will
occur. Should any of these issues remain, appropiate citations wiU be issued. If you have any
concerns regarding the steps needed to gain compliance, please contact me at 572-3595. Thank
you for your cooperation.

Dear Ms. Tatley:
On April 15, 1991, a second inspection of the property at 115

1. Fridley City Code requires that all vehicles must be currently

Update on Horizon Circle Complaint
On February 1, 1993, I received a complaint concerning two bad
properties on Horizon Circle. From my past experience,__I _,4
_anticgd.-that the complainant was describing conditions at,-115 ,
,,Horizon Circle and 124 Horizon Circle. IIpon inspection, I observed -
very poor conditions in the driveway area at 115 Horizon Circle
and, subsequently, sent the first letter of noncompliance. The
only other problem I noticed in the area was exterior storage
maintained on the street directly in front of 124 Horizon Circle.
I contacted the Police Department and requested that they take
appropriate action to ensure that this problem was corrected.
On February 17, 1993, I received a telephone call from Council-
member Nancy J. Jorgenson. Councilmember Jorgenson stated that she
had received a complaint from a resident in this area stating that
the two problem properties were creating a very bad appearance for
the neighborhood. I had conducted a reinspection of 115 Iiorizon
Circle on February 16, 1993, and was preparing the final notice of
noncompliance on that matter, but I stated that I would drive
throughout Horizon Circle to determine if other code violations
existed. On February 19, 1993, I checked this street and was
unable to locate any code violations except for those at 115
Horizon Circle.
The final notice of noncompliance to the resident at 115 Horizon
Circle indicates that the violations must be corrected by March 1,
1993, or legal action will be taken. Since both Councilmember
Jorgenson and Councilmember Fitzpatrick have received telephone
calls strongly suggesting a maintenance problem at another property
on Horizon Circle, perhaps they might seek to obtain further
information from these complainants indicating the location of the
violation. It is quite possible that I have not observed this
second problem area because it is on a part.of a site which is not
clearly visible from the publiright=b-ivay, and I need further
information to pursue this violation.
Please let me know if you have questions or wish to discus's this
further.

RE: First Notice of Noncompliance at 115 Horizon Circle
Dear Ms. Tatley:
The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 115 Horizon Circle revealed.that not
all Code requirements are presently being met. Listed below are
items which do not comply with the City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking
area if they are stored outside. I observed two vehicles
(white Cadillac and blue Dodge van) which do not fully meet
these requirements.
2. Discontinue outside storage of a fish house and numerous
assorted materials located in the driveway and an item leaning
against a tree in the front yard.
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
inspection will be conducted on or about October 12, 1993, to
determine compliance.
If you have questions or would like to discuss this, please contact

RE: Final Notice of Noncompliance of Fridley City Code at 115 Horizon Circle N.E.
Dear Mr. and Ms. Tatley:
As I discussed with Mr. Tatley on Monday, October 28, a recent inspection of the property at 115
Horizon Circle revealed several conditions in violation of Fridley City Code. The purpose of this
letter is to ask for your cooperation in correcting the following vehicle and outside storage code
issues:
• Fridley City Code requires that all vehicles must be operational and kept on an approved hard
surface parking area if they are stored outside. I observed an improperly parked vehicle at this
location. In addition, the van with the 21 day permit shall be removed from the premises or
upgraded with a permanent license displayed on the front and rear bumpers by November 11,
1996, the date you stated the temporary permit would expire.
• Discontinue the improper outside storage of materials including, but not limited to, a carpet,
numerous automobile tires, numerous car parts and batteries, scrap lumber, and miscellaneous
tools including a wheelbaROw, ladder, shovel, etc. All materials in view of the public right-of-way,
with the exception of boats, trailers, and stacked firewood, are in violation of the Fridley City
Code. Please remove all materials from the driveway, side yard, and front yard areas.
Your prompt attention in correcting this situation is appreciated. Due to the extensive history (see
attached), I will expect full compliance by November 11, 1996, at which time a final inspection will
occur. Should any of these issues remain, appropriate citations will be issued. If you have any
concerns regarding the steps needed to gain compliance, please contact me at 572-3595. Thank
you for your coopera#ion.
