Dear Mr. and Ms. Tatley: As I discussed with Mr. Tatley on Monday, October 28, a recent inspection of the property at 115 Horizon Circle revealed several conditions in violation of Fridley City Code. The purpose of this letter is to ask for your cooperation in correcting the following vehicle and outside storage code issues: Fridley City Code requires that all vehicles must be operational and kept on an approved hard surface parking area if they are stored outside. I observed an improperly parked vehicle at this location. In addition, the van with the 21 day permit shall be removed from the premises or upgraded with a permanent license displayed on the front and rear bumpers by November 11, 1996, the date you stated the temporary pe�mit would expire. Discontinue the improper outside storage of materials including, but not limited to, a carpet, numerous automobile tires, numerous car parts and batteries, scrap lumber, and miscellaneous tools including a wheelbarrow, ladder, shovel, etc. All materials in view of the public right-of-way, with the exception of boats, trailers, and stacked firewood, are in violation of the Fridley City Code. Please remove all materials from the driveway, side yard, and front yard areas. You� prompt attention in correcting this situation is appreciated. Due to the extensive history (see attached), I will expect full compliance by November 11, 1996, at which time a final inspection will occur. From my past experience,__I _,4 _antic�g��d.-that the complainant was describing conditions at,-115 �, �,,Horizon Circle and 124 Horizon Circle. IIpon inspection, I observed - very poor conditions in the driveway area at 115 Horizon Circle and, subsequently, sent the first letter of noncompliance. The only other problem I noticed in the area was exterior storage maintained on the street directly in front of 124 Horizon Circle. I contacted the Police Department and requested that they take appropriate action to ensure that this problem was corrected. On February 17, 1993, I received a telephone call from Council- member Nancy J. Jorgenson. Councilmember Jorgenson stated that she had received a complaint from a resident in this area stating that the two problem properties were creating a very bad appearance for the neighborhood. I had conducted a reinspection of 115 Iiorizon Circle on February 16, 1993, and was preparing the final notice of noncompliance on that matter, but I stated that I would drive throughout Horizon Circle to determine if other code violations existed. On February 19, 1993, I checked this street and was unable to locate any code violations except for those at 115 Horizon Circle. The final notice of noncompliance to the resident at 115 Horizon Circle indicates that the violations must be corrected by March 1, 1993, or legal action will be taken. Since both Councilmember Jorgenson and Councilmember Fitzpatrick have received telephone calls strongly suggesting a maintenance problem at another property on Horizon Circle, perhaps they might seek to obtain further information from these complainants indicating the location of the violation. It is quite possible that I have not observed this second problem area because it is on a part.of a site which is not clearly visible from the publi��right=b�-iv�ay, and I need further information to pursue this violation.
