OF INLETS �NS VQIaTER 1N SUMP BASKET � INFORMATION PROVIDID BY OWNER This house is over 20 years old, and the Raffertys have lived here 10 years. There were svme existing cracks in the foundation walls when they moved in, but these had a2ready been patched by the previous owner. The sanitary sewer connection frosn the house to the sanitary sewer under Horizon Circle has to be cleaned out about every two years, because of root infiltration from the very large elm tree at the curb line in the middle of this lot. ANALYSIS OF FINDINGS The settlement of this house is definitely not due to consolidation of underlying soils due to the weight of the structure itself. The settlement is due to shrinking of a layer of clay-s�lt soil that underlies this house and yard, and which is very susceptible to large shrinkage upon drying and swelling upan wetting. During the recent two years of drought conditions the moisture in this soil layer has been depleted. The depletion is worst adjacent to the large trees whose root systems exacerbate the drying and shrinkage problem. Most of the house settlement is in the areas in proximity to these trees. It would l� desirable if the offending trees could be totally removed and their roots killed. However if that is not acceptable, then it is important to install some water supply tubes around these trees to replenish the moisture they are removing from the subsoil. RE�NA�VDID RII��DIAL MF.ASURES The buiiding superstructure should be levelled by jacking between the basement floor slab and the undersides of the first floor joists. The west half of the frant or north foundation wall and the north end of the west wall should be exposed by excavation from the outside. This excavation should expose the underlying footing, so that it can be inspected for cracks. If cracks are observed that extend totally through the footing then the footing should be underpinned at tizese points, as illustrated in the attached cross-section, and Section A- A. . ,. � ..� HOUSE INSPEGTIQN ENGINEERS 0 �In the exposed wall section all block work above the lowest course of block that rest directly on the footing should be removed, and replaced with new block work. 12" concrete blocks should be used. These should be reinforced by filling the cores at 2' centers, and introducing a vertical #4 re-rod into each core fill. The concrete blocks in this recanstruction area should be laid on full beds of high strength mortar. . • Tuckpoint all cracks in other portions of the foundation walls not reconstructed. These should be routed out to 12" depth, and filled with high strength mortar which is cvmpacted and properly tooled into the joints. It would be preferable if the large elm tree at the front curb line should be totally removed and its roots killed. However if this cannot be done then at least 5- 4" diameter PVC pipes S' long, with their lower 3' slotted or drilled full of holes should be installed in a circular arc approxi- mately under the drip line of the tree branches. A loose-fitting PVC cap should be supplied over each of these vertical pipes. It would then be the awner's responsibility to add water into the subsoil around the tree on a daity basis during hot dry swmier w�eather. Approxi.mately 150 to 200 gallons of water per day wouid be required. A similar installation involving 3 PVC pipes for water supply should � considered around the neigt�bor's spruce tree near the northwest house corner . Prior to these calls we had inspec�ed 5 other foundations during 1987 arrl 1976 that were in this ger�ral arm. There appears to be a pattern of things that probably have caused these - settlanents to occur or are present at mch location: 1. They have all occured dur:ing long d:ey spells (1976, 1987 & 1988) . 2. All have had mature trees growing in the general vacini.ty of the failure. 3. Yard arr3 street settlenent has also occured in fivnt of those Y�nes that had mature trees in the front yard near t-he failure. 4. All those that have had soil tests done have had a layer of moisture re5epti�e or active soil at or below the footir� elevation. 5. All hr.�neowners have b�en advised to contact a soils engineer to test and report their f irrlings ar�d to suggest the method of correction. 6. All of the ho�nes were buil t in the mid 195 0' s. The cost of repair wi11 depend upon the extent of the failures. We estimate the cost of such repair to range between a minimwm of $500.00 to a maximum of 520,000.00 or possi.bly higher. One home repaired in June, 1987 paid an estimated $3,000.00 ta a coritractor to replace the back wall (32 feet) of their basenent. That repair oon.sisted of t�ve follaving: temporarily supporting the structure on p�st arxl timbers; �oving the ba.ck foundation wall arbd footing; digging dawn ttu.rough approxima.tely si.s� feet of clay or silt to g�anul.ar gravel at three locations (each hole was about 4'x 2' ); pouring each hole full of concrete; pouring a reiufo�. concrete grade �m over the top of the new pads to form a r�w footing; layi.ng up a new block wall ; and setting the house back dczvn. We received engineer and contractor estimates for repair of three of the homes. One has already been remedied, one is currrently being remedied, and one will, I assume, begin soon. We also contacted the Champlin assessor, to see how they had handled a similar situation. Champlin did not seem to have a very structured process to provide equalized treatment of the various properties involved. We, therefore, used the three above �entioned estimates, to arrive at a standardized remedy cost. We establishe�l a cost for test hole boring and engineer's report at $1700 per home. We established a contractor cost to remedy at $180 per lineal foot of damaged foundation. On January 4,,1989 we sent letters to 10 homeowners in the area who were identified by Building Inspection Department as having significant foundation damage. (mailing list attached). Of those, nine responded and we have made an inspection and initiated the following value reductions for taxes payable in 1990: Johnson 136 Horizon Circle $70,400 to $52,900. afferty 148 Horizon Circle $67,600 to $53,700.
