Dear Sirs:
It was confirmed�by a routine on-site inspection on May 18, 1979 that the
above listed rental property was being maintained in violation of Chapter
220, Residential Maintenance Code, of the Fridley City Code. °
Although the general condition of the property was good, the inspection on
the above date found the following list of deficiencies which must be
corrected. Any repairs or improvements must be completed in a worJananship
like manner. It is the City's hope that similar or other deficiencies in
apartments that were not inspected will be corrected as needed.
EXTERIOR
l. Provide and maintain a screened enclosure to conceal the refuse
container from view by August l, 1979. In addition, a hard surface
base should be provided for easier handling by the hauler.
2. Provide and mainta.in stripping for the parking lot to indicate

Dear Mr. Bigos:
It was disclosed to us that the most westerly unit of your building, 5108
Horizon Drive N.E., is having some foundation movement,
� 5eptember 21, 1988 I visited the site and was allowed by the occupant to
examine the structure for the purpose of determining if settlem�nt was
occurring. The northwest corner of the foundation has settled about 3/4 inch.
This has caused the concrete block to crack and the precast floor/ceiling system
to settle, causing seneral walls to crack on the main.level, The occupant also
states that the doors and windows don't operate praperly. This problem is
very serious and requires your i.mmediate attention.
The foundation movement is probably being caused due to ground movement under
the footings. We are experiencing similar problems in other homes in that area
of Fridley.
You must obtain the services of a registered structural engineer to examine the
structure and to prescribe the correction and proceed with the corrections.
If you have any questions abaut.this matter, please call me at 571-3450.
We will expect to hear from you or your engineer by October 14, 1988.

PERFORMANCE BOND POLICIES
When a building �rmit is issued for a commercial, industrial or a muldple dwelling
reside�ial project which requires outside improvements, a Performance Bond or a Letter of
Credit shall be submitted to the City. The bond will cover all outside improvements, including
but not limited to landscaping, irrigadon, curbing, blacktopping, screening fences, lighting,
water & sanitary sewer services, and storm drainage systems.
Calculation of bond amounts will be determined by the building permit values. The
bond amount will be 3% of the building permit value up to a 2 million dollar project or a
$50,Q� bond. Actual amounts will be rounded to the nearest $100. The City reserves the
right to require greater or lesser bond amounts based on unusual circumstances. Projects with
no outside improvements, generally will not require a bond.
Bonds must remain open until the proj�t is fully completed. Repraducible "as built"
drawings of all exterior underground utilities must be submitted to the City Engineering Dept
before the project is considered complete and the bond released.� All bonds will be held over
one winter and through the next growing season to insure the survival of all landscape
installadons. The City will then inspect these properties in August of the year follow'ing the
initial planting. Bonds may then be released in October of that year if all improvements aze
satisfactorily completed. �
