Mr. Flora, Public Works Director, stated this is a request for a special use
permit to allaa an existing accessory building to beoome a sewnd accessory
building upon the wnstruction of an attached garage at 5096 Hughes Av enue.
Mr. Flora stated the petitioner, because of a fire, is in the process of
renodeling and adding a sewnd story to his home, as well as an attached
garage. He stated he prop�ses to use the existing garage as an accessory
building to store his two classic cars and boat and to use the r�ew attached
garage to house his personal v�icles.
Mr. Flora stated the Planning Commission recommended approval of this
special use permit and there were no objections fram residents of the
nei c�borhood.

recycling centers are in oompliance with �vironmental issues and this is
being addressed at trieitime o� the annual'3icense renewal.
Mr. Flora,-s�ated the Zaning G�rle does stipulate �ese oeriters are to comply
with,,�iiro�ne.ntal ooncerns and provide the City access to conduct tests.
He-��lso stated the o�de p�avides these centers are to agree on a testing
organization and share equally in the cost. He stated if there are some

Mr. Hill s-�ated he felt the H�nane Socity has a better attitude toward the

',shelter and praviding adoption services. He stated if they can financially

now have support from Ramsey, St. Francis, Spring Lake Park, Col�nnbia

Dr. Schollmeyer stated they are looking f or support and a pl edge f rom the
CAUnci1,� with the actual f�ds being oontributed in Y987. He stated, in the
iriterim, they can take these orn�nitinents to the bari(c to obtain the loan for
aonstruction of the facility.
Mr. Qureshi, ,,City Manager, stated if the C��cil wishes to prwide funding,
it may be appropriate to authorize the adni:riistration to provide the funds
in the 1987 budc,�eet proposal. He stated it�must also be recognized funding
available to the City may be cut, but � this is an area where they want to
provide rne-time assistance, it probakr�y could be cbne in the 1987 budget.

Possible Illegal Home Occupation at 5096 Hughes
Street N.E.
Recently I received a complaint through Councilman Fitzpatrick
stating that the homeowner at the above-referenced location is
repairing wrecked vehicles at night. The visible signs of this
work are loud noise, bright lights and junk vehicles/wreckers
temporarily in and near driveway area.
I have instructed the complainant to contact the police when this
problem is happening. Should this occur, I would appreciate it if
a copy of the officer's observation could be forwarded to me so I
can take appropriate action. In addition, I would appreciate it
if anyone observing such activity while on patrol would please
notify me.
