The Inspector of Buildings shall, before isauing any permit for the erection of any building or structure, or for any addition ta any existing building or str•ucture, or for any alterations or repairs to sny exiseiag building or structure, upon applicatioa therefore, require the payment by the apPlicant for such pei'mf,t of feeaAto the amount herein below set fdrth and in the manner �ereia provided to-wit; 2.1.
