This varfance �ras applied for and approved by the Appeals
Camnission on Navenber 10, 1980 but tt�e addition vras not
constructed and the variance b�came v�oid for non-use.
The dimensions of thfs property are 110 feet by 110 feet and
located on the corner of Broad Avenue ar�d Janesville Street.
The house faces Broad Avenue so that is oonsidered the front
yard. The existing house is located 5.8 feet fran the side
lot line (north) ana 15.5 feet fram the front lot line (east).
The addition is proposed off the back of the clwelling (to the
west) and 3n line with the north side of the dw�e113ng. The
acY]ition would not create any problens for the adjoining
property awners to the north as their dwelling faces Rin�all
Street arul there would be 52.6 feet betwe�n dwellinge. Same
consic]erations should be given to limiting windaws along the
north sic7e of the addition to maintain the privacy of ti�e rear
yard of the neighbor to the rrorth.

4dded on. Mr. Plemel aslaed Mr. Barglund if he planried to put a basement under

the fireplace in the plans xould ba deleted and a large windoW aould be placed
there. Ms. Gabel asked if it woa]rd be a problem to m�ttcb the present aiding and
roofing a� ter3als and Mr. Berglwid indicated it xonld not. He added ti�at the
loan for the addition has been approved so 3f the var�ance was appraved by the
Coffini.ssion construction coU].d begin. Ms. Gsbel astoad if he had spoken vith his
neighbors and 1�1r. Barglund eaid he l�ad and there seemed to be no prcblem. k.s.

sibility of puttinq in a basement as Mr. Barna indicated it would make the resale

a house thes� would create. Also. there ie a vater problem now and bnilding on
t�at lot �rould just create more of a problem. He , indicated that he
ia concerned with the crowdi.ng problem �hich he feels will have sn adverse effect

arid Mr. Malona indicated that he and Mr. Adelmsnn had.

too� fslt the lot xaa too amall to build on and vould liloa to aee it divided
among the neighbors if they desired. He felt t�e negatives oF luilding there
far greater t�n the positives� especially aince it is in the flood plarte.
Ms. Gabel indiaated that Mr. Menkveld did have t�e right to request a variance
and the reason for the p�ublic hearing xaa so t�at ar�yone concerned with the
variance request covld wice their opinion.
Mr. Plemel iridicated t.hat approximate],y $1.9 milliron� gross� Was raised at the
�Tune 6� 1981. land eale by Anolaa County. He said a for aale sign shovld have
bean on t�at property a� ar�y neighbors interested aould have su6�itted a bid.
Mr. Menkveld did eubmit the bighest bid at that time. Mr. Barna asksd when the
neat public auahion of land irould be and Ms. Gabel aaid Spring on 1983. Conv�arsation
followed conaerning the bidding� pricing and returning the property to the ta�c
roles t�o rl�i.ch Mr. Hsrna responded that the Appeals Commission had no control
over such items. The past practice of the Appeals Cammiasion ia to hear and grant
variances if there are no ob3ect3,ons and to hsar objecti�ons if there were a�.

increment district and Mr. Doty said it was.
Mr. Doty said he was interested in getting the feelinge of t�ie Commissioners
as to if t.he plan itself was souad ao that if it did get held ov�er until the
ARA had eaen it he aould be reasonab�i aure the variance requests would be
approved and Mr. Plemel said it �as a pub].ic bearing and if they s�rere not going
discuss the matter they could not give bim their opinions.
Ma. Gabel indicated that there seemed to be a coamiunioation gap rrith the Commission
atu�k in the middle and she didn't feel sbe had sufficient "faats" to act on the
request until after the i�A had reviewed it and some of the questions from the
run�rs had been answered. I�+Is. Gerou agreed vith her. In the meantime. Ms. Gabel
said she �rould attend the ARA maeting to try to facilitate a decision.
Mr. Plemsl felt they ahoul:d hear the request and felt it unfa ir th�t Mr. Doty
�rait -for a decisioa by the �tA. He felt a representative should be at this
meeting to answer questions. Mr. Harna concurred.
Mr. Doty asksd the Co�ission members to vieW the situation from his point� that
being tbat t.he entire process would be delayed one more mcnth before the variance
request would be heard with no guarantee that it �rould be approved� In t,lie
