Dear Building Inspector,
�,
Anoka County Community Action Program (ACCAP), a private not for
profit corporation, is currently involved in manufacturing and
installing solar collectors as part of a 1981 federal grant pro-
gram. As a result of our (federal) solar activities, we have
contracted with Anoka County to provide solar collectors as an
experimental alternative energy compliment to the counties Commun-
ity Development Block Grant (CDBG) Home Rehabilitation Program.
Twenty-five (25) solar collectors across the county (one collector
unit per home) are being installed by ACCAP as part of our (federal)
solar project. At this point, an additional ten (10j solar units
will be installed through the Anoka County's CDBG Program.
The ACCAP solar-air system incorporates many of the positive features
found in the "State of the Art" solar collectors currently available�
on the commercial market. The units are constructed with high
quality basic construction materials, which are durable, and main-
tain a high resistance to weather degradation. The ACCAP solar-air
system consists of:
1. one four by eight (4x8) foot colleetor mounted
on the south wall;
2. duct work (independent of the homes primary heat
source) required to draw house air through the
collector and discharge the solar heated air into
a (relatively) high use room; �
3• a 110 volt blower assembly that can utilize normal
house current, a step-down relay system that allows"
only 25 volts going into the collector via a temp-
erature sensor (snap-disc thermostat) that allows
the system to operate automaticall�y.
The value of the solar collector unit installed is $400.00 for
the Federally Subsidized Solar Project. Under this program these
units are installed at no cost to the homeowner. We only ask
that the homeowner secure the permit if required by the cities
Building Inspection Department.
The value of the CDBG solar units installed is $600.00. In this
case ACCAP will secure proper permits if required by the cities
Building Inspection Department.

Because of the nature of the solar project many Building Inspectors
have either waived the permit fee and allowed ACCAP to install the
solar units without this expense or have allowed ACCAP to install
the solar units first and secure the permit later; after the in-
stallation is complete. All Building Inspectors, however are inter-
ested in inspecting the solar units once installed to ensure proper
installation consistant with code.
Let me assure you that ACCAP has secured extensive solar training,
employs professional (union) ca�-penter crews and retains consult-
ing services through two (2) leading Twin Cities area solar experts.
Through this comprehensive approach, ACCAP is better able to perfo�m
quality solar activities.
ACCAP is very pleased with the cooperative effort put forth by all
Anoka County Building Inspectors. We will be more than happy to
provide City Building Inspectors any information about our solar
collectors.
Due to the inavai�lability of funds, ACCAP is currently experiencing
staff reductions. Consequently, our activities have been priori-
tized and written material regarding the ACCAP collectors will�not
accompany the installation. Instead, owners manuals will be mailed
to each solar collector recipient (and Building Inspectors) as
soon as we are able to produce them. Enclosed,please find a dis-
closure statement with conservative design life and solar contri-
bution estirtrates.

I received a copy of the letter from the Wasserman's regarding s�eding and reckless driving
in the neighborhood of Hugo and Ruth Streets. Associated with that intersection, there are
only 24 houses that would normally drive through that area. The traffic and volume dces
not warrant signage. It would appear that the most �sitive way of dealing with the issue
is to have a meeting with the neighbors to identify the concerns and hopefiilly have them
work together to reduce the driving speed and discuss the issue with younger drivers to
resolve the problem.
Attached is a proposed letter for the Mayor to respond to the Wasserman's request.

I received your letter regarding speeding and reckless drnring in the neighborhood of Hugo and Ruth
Streets, and presented it to our Publlc Works Dire�tor for review.
Our records indicate that there has been only one acciderrt in that neighbort�ood in the last finro years.
The number of residents associated with the intersection is relatively small, approximately 24. Therefore,
a stop sign at the intersection is not warranted no� will it achieve your desired results.
It would appear that the best way of dealing with the problem in your locale would be to have the
neighborhood block captains discuss this issue as a means of identifying the concems of the residents
in the neighborhood in an attempt to have them work together to resoive the problem. Ms. Joni
Thompkins of 8026 Ruth Street and Mr. � Mrs. Boethin at 308 Hugo are the biock captains in this
neighborhood.
As a means of working with this problem, you may corrtact Ms. Connie Bauman from the City's Police
Departmer�t Crime Watch Program, who could assist you in scheduling an individual or joi� meeting with
the neighborhood to identify your concems and obtain the residents participation in resolving the issues
you have iderrtified.
