RE: Final Notice of Noncompliance of the Fridley City Code at 340 Hugo Street
Dear Mr. Wasserman:
A second systematic code enforcement inspection of your property revealed that the following code
requirements have not been coRected:
• Fridley City Code requires high grass, weeds, and or vegetation in excess of ten (10)
inches on average to be cut or removed. Cutting or removing such grass, weeds, and or
vegetation at least once every three (3) weeks between May 15 and September 15 shall
be deemed to be in compliance. A recent inspection revealed high weeds and grass.
• Fridley City Code requires all compost to be fully confined within a fence or an enclosed
structure and located in the side or rear yard at a distance no less than five (5) feet from
adjacent property lines. Compost materials must regularly be mixed and shall not include
items such as meat, bones, grease, eggs, dairy products, and feces. A recent inspection
revealed an improper compost pile in the rear yard.
A final inspection to determine compliance will be on or about July 22, 1998. You should arrange to
complete an approved plan for compliance before that date. Should this inspection confirm that this
violation still exists, legal action will be approved.

SUBJECT: Update on three issues in Systematic Code Enforcement
The first issue is the property located on 340 Hugo Street, that is owned by Mr. AI Wasserman.
It was initially inspected on June 29, 1998, and received a systematic code violation
observation form indicating the following:
• Containers are improperly placed in the front yard
• Improper brush pile located on the west rear side, and front of house
• Trailer not legally stored in side or rear yard
On June 29, 1998, I received a message from Mr. Wasserman asking to call him back. It was
not until I received a second call from him on July 1, 1998 that I got to talk to him. He said he
was working on cleaning up his debris but, it would take some time because the hauler will only
take so much each week and he could not afford to have it all hauled away at one time. I told
him that it was fine but, that he had to send me a letter explaining his hardship and when he
expected it to be done. I never received the letter.
On July 14, 1998, the second reinspection was conducted and found the following:
• Debris in front yard
• Improper yard/lawn maintenance
• Improper compost pile in rear yard - not fully confined
The final reinspection was conducted by Scott Hickok and Lori Skotterud on July 24, 1998.
At that time all city codes were in compliance.
The second issue was a matter conceming concrete blocks located in the yard. When doing
the initial inspection, it is difficult to determine if the blocks are there for a special purpose or
being stored there indefinitely. Most of the time a resident will receive a notice reminding them
that outside storage is a code violation and that they should remove it. If a resident calls
protesting the city code stating that the concrete blocks are used to store a boat, I will offer
them suggestions of what they can do to be in compliance with the city code. In this case, I
suggested that the resident stack the concrete blocks neatly next to the side of the house
preferably hidden by landscaping.
The third issue in systematic code enforcement would be the protesting by three residents of
outside storage of sawhorses being noncompliant with the city code. In most cases I have
found that the sawhorses are being stored on the side of the garage where they can be seen
from the public right- of- way. In all cases it makes the house and the surrounding yard look
unkempt. The city code states that no unscreened storage of materials visible from the public
right-of-way may occur, except for boats, t�ailers and stacked firewood kept in the side or rear
yard. The intent of the code observation form is to let the owner know what the regulations are
and that for the long term� materials should not be stored in the front ya�d and if stored outside,
must be prope�ly screened or inside a building.

Dear Resident:
The City of Fridley has established a Ciry Code for the purpose of promoting a pleasant and
attractive suburban environment. A recent inspection of your property revealed that not all
code requirements are presently being met. The following items do not comply with the City
Code:
• Fridley City Code exterior storage requirements state that nothing shall be stored in
the front yard or be visible from the public right-of-way. All materials shall be kept in
a building so as not to be visible from any public right-of-way, except for stacked
firewood, boats, and trailers placed in the side yard. A recent inspection revealed
metal and other miscellaneous items in the side yard.
We understand that you may have been unaware of these requirements. Correcting this
situation will greatly assist us in helping make Fridley a better place to live. An inspection will
be conducted on or shortly after October 23, 1998. Please have your property in compliance at
that time.
