BUILDING PERMIT FEE SCHEDULE
SECTION 2o The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structure, or for any alteration or.repairs to any existing
building or structure, upon application therefore, require the payment by the
applica.nt for such permi.t of fees to the amount herein below set forth and in
the manner herein provided to-wit:

UNiFORM BUILDING CODE: Type 1, 2& 4-$2.15 for each one thousand cubic
feet, or fraction thereof, in such cub3cal contents. Type 3& 5-,51.85 for
ea.ch one thousand cubic feet.
ADDITIONAL INFORMATION
For the purpose of camputing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the ground area
covered from a point si.x (6) inches below the floor line of the basement
or the cellar to the average heights of the upper surface or to the average:`
height of the roof surface of the ma.in gable of a gitched root.
For repairs or alteration�s to an existing structure, the fee shall be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.
In no case shall the fee charged for any permit as set forth in Sectio�. 2 be
less than $5.00.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction wi11 be issued a minimum of 24 hours frrnn the
time of application, to allow for proper review of the proposed structu.re and
of the construction site.
A Certified Survey of the lot, showing the location of the found�tion, once it
has been constructed, will be required before proceedin� with the framing.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior
to the use or occupancy of any stru�ture for which a building permit has been
issued; and said structure shall not be used or occupied until a Certificate
of Occupancy has been issued.

After a walk-through of the above referenced property and discussions with Clyde Wylie, Fridiey
Building Inspector, I am concurring with ACCAP's denial of a rehabilitation grant to make repairs
to 56� Hugo Street N.E., Fridley. Knowing that the homeowner had asked the City buiiding
inspector to look at the property, I called Clyde Wylie for his opinion on the condition of the
house. I told Clyde that the $9,000 we could spend on that property would not be anywhere
near enough to bring the house to code. He agreed, s atin hat base on his obser ations

With regard to epairing just the roof, there are two factors to consider.. First of all, this would �
not qualify as an emergency repair, given that the deteriorating roof has been a long standing �
problem. I believe the property owner said it has been leaking for seven or eight years because
of improper construction technique. Secondly, if the leaking had just occyrred, this would not �=Z�-�f �
be a simple reroofing, but according to the contractor you consulted, would require rebuilding
the roof which currently has no support. I believe the contractor also said there is no sidewall
support to tie into.
Although the homeowner is income-qualified for the program, the property does not meet the
guidelines. The goal of the rehab program is to preserve housing in Anoka County that would
be affordable to lower income persons. Because of the current condition of the property, we
cannot use CDBG funds toward that goal at this time.

This is a follow-up to my October 20, 1993, correspondence
concerning the HRA's interest in potentially acquiring your home.
At our last meeting, the HRA expressed interest in purchasing your
home, subject to a number of conditions. Those conditions are as
follows:
1. That the acquisition be on a voluntary basis. That is,
the HRA would not pay you any relocation benefits.
2. That an appraisal of the property be conducted to
determine its current market value.
Again, I want to emphasize that the HRA would only buy your home
on a voluntary basis. If negotiations fail to reach an amicable
agreement, the HRA would not proceed any further.
If you are interested in pursuing this matter, please call me by
