Dear Mr. Barna:
This letter will reiterate our conversation of May 22, 1978 and make clear
the City's intentions in regard to the refuse violations on your property.
It was brought to the City's attention and confirmed by an on site
inspection on the above listed date that your properi:y has varying amounts
of old furniture, bathroom fixtures, tree wastes, broken toys, plastic bags
of refuse, concrete rubble, an old refrigerator and miscellaneous other
refuse and debris deposited and littered on the ground.
A complaint about the condition of your property was registered on July 20,
1977 and again on August 28, 1977. Subsequent inspections attributed the
problem to the on going building constntction. Another complaint initiated
an inspection on September 14, 1977 which resulted in our 'telephone
conversation and an agreement that any excess debris and litter would be
removed from your property and disposed of in an approved manner. Another
complaint initiated an inspection on May 22, 1978 and found the above listed
materials sti11 remaining and your property still in need of a good general
clean-up.
Finally, although the City reaZizes that a certain amount of waste is
.a.nevitable when a building is being constructed; it is our feeling that the
material referred to is of little or no construction value and just serves
as a detractant to your property and the neighborhood.
Therefore the City must require you to clean and maintain your property free
of al1 the excess debris and refuse found there. It would be expected that
your property be maintained in a condition si:milar to that of .your neighbors.
A reinspec tion will be conducted on or about June 15, 1978 to determine
compliance. We are conf ident in your cooperation in this matter and if any
questions or problems arise, please Eeel free to contact me at 571-3450.
Failure to abate this violation may result in this matter being turned over
t�o the City Prosecutor for his legal consideration.

Pursuant to a previous�complaint, by Mrs. Murphy, that Mr. Alex P. Barna of
560 Hugo Street NE in Fridley, had allowed two junk cars to remain stored on
his property for in excess of a year, this matter was investigated and a let-
ter was sent to P�r. Barna informing him that insofar as this investigator had
indeed established the fact that he had two junk cars in the back of his prop-
erty in violation of city ordinance, he was given an appropriate time to re-
move the cars.
Having been advised previously in keeping with the ten day warning requisite
to this ordinance, that he would be charged with a violation, was charged to-
day.
Mrs. Terry Mur.phy of 555 Glencoe Street NE, wh.o's property abuts the Barna pro-
perty in the rear., signed a complaint in the presence of myself and Mr. Timothy
Turnbull at her residence. The complaint number is #518805 and was accordingly
mailed to Mr. Alex P. Barna.

Dear Mr. Barna:
It was confirmed by an on-site inspection on November 14, 1979 that you
were maintaining a 1955 Ford station wagon, 1978 expired License
#EOM 273, on the above listed property in a junked, street inoperable
condition.
Chapter 123 of the Fridley City Code requires that all vehicles in
the City be currently licensed and in a street operable condition. An
alternative is t�o store said vehicle within a building or at an
approved location, e.g. a licensed junk yard.
7.'herefore, the City must require you to remove said vehicle from your
property or bring it into compliance with the City Codes by either
licensing and putting the vehicle in a street operable condition,
placing it within the confines of a building, or removing it to an
approved location.
A reinspection will be conducted cn or about ten (10) days from the
date of this letter to detei�nine compliance. We are confident in your
cooperation and desire to make Fridley a better community to live in.

Dear Mr. Barna:
It was brought to the City's attention and confirmed by an on-site
inspection on August 18, 1982 that you were maintaining your property in
violation of Chapter 113, Refu�e Disposal, of the Fridley City Code. Said
inspection found that your rear yard was being used to st�ore varying
amounts of discarded tree waste, cement, carpet, junked lawn mowers, water
hose, paper, catalogs, an old refrigerator, ti.res, wheels, scrap lumber,
junked bicycles and other mi.scellaneous refuse and debris.
In addi tion, it was observed that a oompost pile was being maintained
that had garbage (.apples &�pcorn) deposited on it. Finally, it was
observed that your yard had iong weeds and grass that need ta be cut.
7herefore, the City must require that you clean and maintain your property
free of all the refuse and debris found littered there and dispose of this
material at an approved site, e.g. sanitary landfill. Also, it would be
expected that the qarbage being composted be removed and this practice be
discontinued. Finally, the City would require that you cut and maintain
your weeds and grass in ac wrdance with the requiretnents of Chapter 105,
Weeds, of the Fridley City Code (see enclosed copy).
A reinspection will be conducted on or about September 7, 1982 to determi.ne

Dear Mr. and Mrs. Barna:
Fridley City Code 105 (copy enclosed) states that it is unlawful to maintain
land in the City upon which weeds, grass, or rank vegetation exceeds ten (10)
inches in height; or other noxious growth exists as outlined in the
ordinance. This was enacted to protect the health and safety of the
community and its residents.
A recent inspection of the above referenced property revealed conditions
which are not in compliance with this ordinance. It is important that you
take appropriate steps to correct this situation immediately.
I will conduct a reinspection on or shortly after June 17, 1991, at which
time full compliance is expected. Should this deficiency still exist, I will
instruct the City�s Public Works Department to abate the condition.
In the event the City abates the condition, you will be served a notice in
writing indicating the work performed and the costs and expenses involved.
The total amount must be paid to the City within 30 days after this notice
or before the following October 1, whichever is later. If this is not done,
the costs and expenses shall become a lien in favor of the City; and a 15%
penalty will be added to the amount due as of the date, with the total costs,
expenses, and penalty thereupon to be certified to the County Auditor for
entry on the tax books as tax against the land.
