At your request, I recently a�et with you to discuss your proposal to fill a low
area arxi the existing drainage way on your P�P�Y- You expressed a desire to
fill the low area in order to better utilize your land and to fill the drainage
way due to your concenz over the health effects arid mosquito habitat of the
stagnant watex in the driveway. Since ou�' discussion, I have been able to
determine the following:
1. The drainage way in question was part of a drainage way that cor�veyed storm
water drainage fram the cities of Coon Rapids, Blaine, Spring I�ke Park,
arxi Fridley. This drainage way was in place prior to 1957 as it ��a�
on 1957 topographic maps. 'Il�.e drainage emptied into Springbrook Creek at
its current location.
2. The drainage area sezved by Springbrook Creek is diverted into the
Springbrook Nature Center to alleviate flooding.
The drainage way is still an i.mportarit part of the drainage system for the
watershed as it carries storm water drainage fram areas both east and west
of the Burlington Northern Railroad tracks in this vicinity. Additionally,
it seYVes as an averflow outlet during inten-�e arid/or prolonged storm
events for the original drainage area and the Springbrook Nature Center
drainage system.
3. As this drainage way is part of the Springbrook Creek system, the State
of Minnesota Departinent of Natural Resources should be contacted before
any filling or alteririg the drainage way is attempted. A��i t from the
Depar�ierit of Natural Resources or a letter from them stating that no
permit is neoessazy will be required before the City of Fridley will
consider any future action. Please contact Mr. T�n Hovey with Dep�tment
of Natural Resources at 296-7523 for more information.

4. You should be aware that as there is a natural wetland area adjacent to
your north ar�d west property lines, filling this existing drainage way will
have little effect on the mosquito population. You may wi.sh to contact
the Mosquito Control Boa�c3 at 623-5000 and request 'that they evaluate this
area for treatrnent.
5. �4iere is the possibility that this drainage way could be changed to
inte.rsect with Sprir�rook Creek at a point on the Burlirigton Railroad
property allawi.rig the fi.11ing of the drainage way on your property- By
separate letter, a copy is enclosed, I am requesting that the Burlington
Railroad consider such an action. Z�e City of Fridley ar►d the Six Cities
Watershed Manaq�ner�t prg-ani,zation currently do not have any plans or money
budgeted for this type of work. You do have the right to petition either
the City of Fridley or the Six Cities Wat�xshed Management �rganization
for this impr�vement• �e Six Cities Watershed Management Organization
can be contacted through the City of Fridley Director of Public Works.
6. You should be aware that if you fill the exi.sting drainage way withaut the
property authorization, you could be held liable for any flooding damage
caused to your P�P�Y or others includirig the railroad tracks as a result
of your actions.
7. A City of Fridley Oniinance requires that a larxi alteration permit be
obtained before placing any fill material. I have enclosed the required
application form. As I have already reviewed the site, the plan review
fee will be waived and the permit fee to fill the low area you iridicated
WoUld be $1,500.00.
I suqgest you contact Mr. Hovey at the Departznent of Natural Resources re9a�lincJ
what actions you can take in cleaning up the draina5e way. If you wish to pursue
fillirig in the drainage way, you should submit a petition requestirig that the
drainage way be altered to both the City of Fridley arid the Six Cities Watershed
Management O�nization.

The City of Fridley has been contacted by a homeowner on Ironton
Street regarding a drainage ditch on his property that empties into
Springbrook Creek. The drainage way conveys storm drainage from
the east and west sides of the Burlington Northern tracks in the
area of survey station 990+800' between Mile Posts 18 and 19 in
Fridley.
The homeowner wishes to fill in the drainage way in order to
eliminate the stagnant water� which sets on his property.
Request that the Burlington Northern Railroad investigate rerouting
this drainage way so that it discharges into Springbrook Creek
within the Burlington Northern right-of-way.

A plumbing permit was issued on December 21, 1999 to install a water heater at your address.
According to section 4715.2800 of the State Plumbing Code, a final inspection shall be conducted
on the plumbing authorized by this permit. As of this date, no inspection has been called for.
The permit fee paid covers the inspector's time to make sure the appliance was installed
correctly. We also check to make sure combustion air has been installed and that the vent and
vent connectors have been sized properly.
If you would like the installation inspected, please contact us within 30 days to arrange the
inspection. If we do not hear from you, we will expire the permit and note that no inspections
were called for.
