SUBJECT: Stipulations of Lot Development
Springbrook Creek (Anoka County Ditch #17) traverses through
both of the above referenced properties. Through past requests,
it is apparent that some relocation of the creek would be re-
quired before development can occur.
In order to physically relocate the creek bed of Springbrook
Creek, a permit is required from the Department of Natural
Resources. Anoka County will accept whatever stipulations are
set by Fridley.
Before any building permit is issued where a relocation of the
creek is required, the permit from DNR must be obtained and plan
reviewal of the relocation must be approved by the Engineering
Division.

REPORT OF SOIL INVESTIGATION
PROPOSED HOUSE
EAST RIVER ROAD
#120-2760
INTRODUCTION
The proposed residence and garage will be approximately 70' x 25' in plan.
On February 24, 1978, two soil test borings were put down at the locations
indicated on the attached sketch. Surface elevations were referenced to
the top of curb near the catch basin. 'fhis elevation was taken as 100',
an assumed elevation.
The purpose of this report is to present the results of the soil investiga-
tion and the analysis and conclusions drawn therefrom. The analysis is
directed primarily toward potential foundation types and depths, allowable
soil bearing pressures, and possible design and/or construction problems
related to the subsurface conditions.
SITE AND SOIL CONDITIONS
Site Conditions
The proposed site is located on Ironton Street near East River Road. A
shallow creek currently runs along the south and east side of the property.
The creek bed once ran along the west and north side of the property and
has since been rerouted. The surface elevations at boring locations ranged

from 97.4' at boring 4 to 96.8' at boring 1. The surface elevatior, on
Ironton Street opposite boring 1 was 100.2'. Based on this information,
the lot is approximately 3' below street grade.
Soil Conditions /
A generalized soil profile consists of 2g' of fill underlain by organic
silty clay and muck to depths varying from Si' to 62'. The orga�ic silty
clay and muck is an old swamp deposit. The swamp deposit is underlain
primarily by fine grained sand varying from medium dense to dense. A
1' thick strata of silt was encountered between 10' and 11' in boring 1.
GROUND WATER
Ground water was encountered in the borings at the times and levels indi-
cated on the attached boring logs. Based on the available information, it
is our judgment that the actual static ground water level is located
approximately 3' to 3?' below existing grade. The ground water level�
should be expected to fluctuate both seasonally and yearly.
ANALYSIS AND RECONA4ENDATIONS
Project Information
We understand that the proposed house will be approximately 70' x 25' in
plan, including the garage. A split foyer construction is being considered.
We have no information regarding proposed lower floor elevation, however,
would assume that the lower floor will be ne�r or slightly above
existing grade on the site. We have no information regarding structural
loads at_this time, however, assume that they will be quite light.

The grading plans are also quite preliminary at this time. Based on the
available information, it is our judgment that 3' to 4' of fill will be
required across the site, particularly around the proposed house to provide
adequate frost protection. '
Engineering Analysis
The fill and swamp deposits are compressible. These soils have very low
shear strengths and will consolidate under additional loads. Because of
this, some site preparation would be necessary.

Excavate and Refill
Removing the fill and swamp deposits to the depth of the sand and replacing
with a compacted, clean granular material is feasible.
This excavate and refill method will require excavating to a depth of
approximately 6i' in boring 1 and S%' in boring 4. After the fill and
swamp deposits have been removed, the bottom of the excavation should be
inspected to verify that all poor soils have been removed. Because of the
high water table on the site, excavation using a dragline would be required.
The excavation should also be oversized a minimum of 1z' laterally from
the outside edge of the footing for every 1' of compacted fill placed
below the footing at that location.
The water table was encountered at a depth of approximately 3' to 3%' below
existing grade. The excavate and refill procedure will therefore require
dewatering. All fill placed in the excavation below the present water
level elevation should be a clean, granular material with less than 5a
passing the #200 sieve. In addition to less than 5o passing the #200

sieve, we do recommend that a coarser grained sand be used. The fill should
be compacted to a minimum of 950 of ASTM: D 698-70 (Standard Proctor).
After the building area has been excavated and refilled, the footings
can be placed at minimum frost depth below planned exterior grade. �Because
of the high water table, we assume that bottom of footing elevation will
,
be near or slightly above present grade on the site. Substantial filling
will therefore be required around the proposed building. An allowable
bearing pressure of up to 2500 psf in footing plan can be used for the
foundation design.
Pile Foundation
The proposed house could also be supported on a pile foundation system.
Based on our past experience with pile foundations, it is our judgment
that this method of support would be somewhat more expensive than an
excavate and refill.
The borings put down on the site were not deep enough to evaluate pile
lengths and capacities. If further information regarding a pile foundation
is required, an additional investigation would be required.
Additional Considerations
The fill and swamp deposits on the site are extremely compressible. Any
additional fill placed over these soils will_cause some consolidation.
The subsequent settlement will occur at a decreasing rate with time.
The driveway and sidewalk areas will require some fill. We estimate that
this additional fill may cause 3" to 6" of settlement. Settlement could
be eliminated by also excavating the fill and swamp deposits out from under

any sidewalks and driveway areas. Another method of minimizing settlement
in these areas would be to delay driveway surfacing until such a time
when the majority of settlement has taken place. We estimate that the
majority of the settlement would occur within six months after placement
of the additional load.
Any underground utilities should be carried through the fill and swamp
deposits or constructed on a compacted fill placed to replace the fill and
swamp deposits.
We recommend checking the record high water level in the nearby
creek. This information should be available to you from the City Engineer.
If considerable high water or flooding has been recorded in the past,
raising the entire grade on the lot may be advisable.
FIELD INVESTIGATION PROCEDURES
Soil Sampling
Soil sampling was performed in accordance with ASTM: D 1586-67. Using this
procedure, a 2" 0. D. split barrel sampler is driven into the soil by a 140
lb weight falling 30". After an initial set of 6", the number of blows re-
quired to drive the sampler an a�ditional 12" is known as the penetration
resistance or N value. The N value is an index of the relative density of
cohesionless soils and the consistency of cohesive soils.
Soil Classification
As the samples were obtained in the field, they were visually and manually
classified by the crew chief in accordance with ASTM: D 2488-69. Repre-
sentative portions of all samples were then returned to the laboratory for

further examination and for verification of the field classification. Logs
of the borings indicating the depth and identification of the various strata,
the N value, water level information and pertinent information regarding the
method of maintaining and advancing the drill holes are attached.� Charts
illustrating the soil classification procedure, the descriptive terminology
and symbols used on the boring logs are also attached.
INVESTIGATION LIMITATIONS
The recommendations and/or suggestions contained in this report are our
opinions based on data which are assumed to be representative of the site
explored; but because the area of the borings in relation to the entire
area is very small, and for other reasons, we do not warrant conditions
below the depths of our borings, or that the strata logged fxom our borings
are necessarily typical of the entire site.

INTRODUCTION
DATE: May 18, 1988
This report concerns the soil compaction testing we performed for the Residence at 350
Inronton Street in Fridley, Minnesota. Joe Jensen of Creative Builders authorized this
work on May 9, 1988.
SCOPE OF WORK
The scope of our recent involvement consisted of the following:
1. Performance of soil compaction tests on an intermittent basis as
authorized by Joe Jensen.
2. Determination of the moisture-density relation for each type of
soil encountered in our compaction tests.
TEST METHODS AND RESULTS
Details of our recent testing are included on the attached data sheets. The compaction
tests and moisture-density determinations were performed in general accordance with ASTM
procedures indicated on the data sheets.
REMARKS
The samples from the individual compaction tests have been discarded. A representative
sample of each of the soils on which moisture-density relationships were determined will
be retained at our laboratory until October 1988.

Dear Mr. LaVine:
V90-6267,
On a May 14, 1990 field inspection, Area Hydrologist Tom Hovey
observed that you had constructed a retaining wall along Springbrook
Creek on your property. Minnesota Statutes, Chapter 105.42 require
that a written permit be obtained prior to commencement of work in
state protected waters. Failure to obtain a permit before
corrQnencing work is a misdemeanor and is punishable by fines up to
$700 and/or 90 days in jail. Violations of this type are routinely
referred to the Department's Division of Enforcement. A
Conservation Officer may be in contact with you soon to discuss any
actions they may wish to take.
Your options to rectify the situation are as follows:
1) Since the penalty for starting work before a permit is obtained
is payment of double application fee, plus field inspection
fees, you may submit an additional $175.00, and we will process
your retaining wall appl ication. The appl ication is sent out
for review, and there is the possibility that the permit would
be denied, in which case you will have to remove the retaining
wall and restore the bank. Fees are not refundable.
2) You may remove the wall and restore the banks with natural
riprap and withdraw your application. If this is completed� to
our satisfaction, there will be no further legal action by the
Department. Voluntary removal is the preferred option.

This permit is granted subject to the following GENERAL and SPECIAL PROVISIONS:
GENERAL PROVISIONS
t. This permit is permissive only and shall not �elease the permittee from any liability or obligation imposed by Minnesota
Statutes, Federal Law or local ordinances relating thereto and shall remain in force subject to ali conditio�s and limitations
now or hereafter imposed by law. . : "
2. No change shall be made; without written permission previously obtained from the Commissioner of Natural Resources, in
the dimensions, capacity o� locatlon of any items of work authorized hereunde�. .; ,
3. The permittee shall grant access to the site at all reasonable times du�ing and after construction to authorized representa- .
tives of the Commissioner of Natural Resources for inspectlon of the work authorized hereunder. _
4. This permit may be terminater! by the Commissioner of Natural Resources at sny time he deems it necessary for the
conservation of the water resources of the state, o� in the interest of public health and welfare, or for violatlon of any of the
provisions of this permit, unless otherwise provided in the Special Provisions. _
5. Construction work authorized under this permit shall be completed on or before the date specified above unless terminated
as hereinafter provided. Upon written request to the Commissioner by the permittee, stating the reason therefore, an
extension of time may be obtained.
6. The excavation of soil authorized herein shall not be construed to include the removal of organic matter (as indicated
above) unless the area from which such organic matter is removed, is impervious, or is sealed by the application of
bentonite after excavation.
7. In all cases where the doing by the permittee of anything authorized by this permit shall involve the taking, using, or dam-
aging of any property �ights or interests of any other person or persons, or of any publicly owned lands or improvements
thereon or interests therein, the pe�mittee, before proceeding therewith, shall obtain the w�itten consent of all persons,
age�cies, or authorities concerned, and shall acquire all property, rights and interests necessary therefore.
S. This permit is permissive only. No liability shall be imposed upon or i�curred by the State of Minnesota or any of its officers,
agents or employees, officially or personally, on account of the granting hereof or on account of any damage to any ,_
person or property resulting from any act or omission of the permittee or any of its agents, employees, or contractors� :_
relating to any matter hereunder. This permit shall not be construed as estoppfng or limiting any legal claims or right of
action of any person other than the state against the permittee, its agents, employees. o� contractors, for any damage or
injury resulting from any such act or omission, or as estopping or limiting any legal claim or right of actior� of the state`"'� "�
against the permittee, its agents, employees, or contractors for viotation of or failure to comply with the permit or applicable
provisions of law. '
9. No material excavated by authority of this permit nor material from other source, except as specified herein, shaii be placed
on any portion of the bed of said waters which lies below (as indicated above) if applicable.
10. Any extension of the surface of said waters resulting from work authorized by this permit shall become protected waters
and leh open and unobstructed for use by the publ(c.
11. This permit shall become effective on the date it is recorded in your County in the Office of the Recorder. The wo�k
affecting protected waters ai�thorized herefn shall not be commenced until a Notice of Permft has been�conspicuously
posted at the construction site and a copy of the recorded permit is posted on or near the premises upon which said work
is conducted. A Notice of Permit will be issued by the Commissioner upon his receipt of a Certified copy of the recorded
permit.
12. All general and speCial provisions of this permit shalk bind the permittee, his heirs and assigns and shall run w�ith the land.
13. After the completion of the project authorized, permittee shall supply the Department of Natural Resources with phota—
graphs of the project area.
14.' Permittee shall maintain the authorized project in a stable and safe condition. At any tlme the Commissioner finds that the
project is subject to instabfliry, creates a navigation hazard, has become a pubtic nuisance, or has fallen Into a state of
disrepair, he shall o�der the owner to repair the pr�jeei within a spe�ified time. _ _
t 5. Any Commissioner's Order terminating this permit ma� also require the permittee, at his own expense, to remove withirt the
time specified in said Order, any authorized project constructed under this permit and, ff applicable, any unaathorized
project in violation of this permit. Said Order shall also require the permittee to restore, if necessary, the protected waters
or beds thereof to the condition existing before the unautho�ized activity.
16. This permit does not obviate any requirement for federal assent from the U.S. Army Corps of Engineers, 1421 U.S. Post
Office and Custom House, St. Paul, Minnesota 55101-9808.
SPECIAL PROV ISIONS
17. The permittee shall comply with all rules, regulations, requirements, or standards of the
Minnesota Pollution Control Agency and other applicable federal, state, or local agencies.
18. Permittee shall ensure that the contractor has received and thoroughly understands all
conditions of this permit. ,
19. Erosion control measures shall be adequately designed for the site characteristics.
They may include staked haybales, diversion channels, sedimerit ponds, or sediment
fences. They shall be installed prior to commencement and maintained throughout �
project. All esposed soil shall be restored (by seeding and mulching or sodding and
staking) within 72 hours of completion of project.
