It was confinned by a routine on-site inspection on June 29, 1979 that
the ab�ve li�ted rental property was being maintained in violation of
Chapter 220, Residential Maintenance Code, of the Fridley City Code.
Although the general condition of the property was good, the inspection
on the above date found the following list of deficiencies which must be
corrected. Any repairs or improvements must be completed in a workmanship
like manner. It is the City's hope that similar or other deficiencies in

l. Provide and maintain a screened enclosure to conceal the refuse

WHEREA5, 59 1/2 Way runs generally in an east/west direction
between East River Road and Anna Avenue; and
WHEREAS, there are six lots that front on 59 1/2 Way, with four
using 59 1/2 Way as their address street and two using East River
Road as their address street; and
WHEREAS, the owners of the four 12 unit apartments that use 59
1/2 Way as their address have petitioned for this change of
street name; and
WHEREAS, the name change could assist in locating Islands of
Peace park; and
WHEREAS, the Police and Fire Departments of the City of Fridley
have no objections to the street name being changed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Fridley:
1. That all of 59 1/2 Way be renamed to Island Park Drive;
and
2. The City of Fridley's Finance Director is hereby
directed to register said street name change with the
appropriate authorities of Anoka County and the United
States Postal Service as well as other affected
parties; and
3. That this change will take effect immediately.

Resolution Renaming 59 1/2 Way N.E. to Island Park
Drive N.E.
The property owners along 59 1/2 Way N.E. have signed a letter to
request a street name change from 59 1/2 Way N.E. to Island Park
Drive N.E. The property owners believe that the name "suggests
that the street is an alley, somewhere between 59th and 60th
Street". In addition, they explain that 60th Street "is really
Charles Street", apparently compounding the problem. Finally,
the owners believe that the new street name is more appealing and
provides a name recognition with the Islands of Peace Park
nearby.
The request has been routed'to all City departments. Upon
approval by the City Council, the�Public Works Department will
order and install new street name signs. The Building Inspection
Department will notify the post office and public utilities.
Recommendation
Staff recommends the City Council approve the attached resolution
as presented.

Dear Ms. Hintz:
Pursuarrt to our recent telephone conversation, I am writing to r�uest
that the street name of the above street be changed to: "Island Park Drive".
I purchased the small apartmerrt at 150 591/2 Way in 1984. Recently, I
have been having a progressively more difficult time attracti�g and keeping good
rerrters. There are several rea�ns for tMis, but one of the problems that ! have always
faced is the street name. The current name suggests tha# the street is an aliey
somewhere beta+reen 59th and 60th str�et. To compound the geographic problem,
what should be 60th street is reatty Chartes Street, so trying to e�cplain to someone
where 591 t2 Way is can be very difficult.
Of even more importance than g�graphy, the name itself suggests that
everything connecied with this street is shoddy and second class. I have always been
kidded about the name from acquaintances and tenants, and I do think it is a deterrent
to prospective renters even coming out to look at my units, to say nothing of not renting
them. It was a very poor selection of a stree# name in the first place, and the problem
will not go away with time. With the difficulties of the currerrt rental market to deal with,
the poor stree# name is one of the factors ! would like to see addressed.
There are only four properties on the street who currently have the 591 /2
address, and the other three are rivelve unit apartments like mine. I have discussed
this problem with a!I of them, and they are in unanimous agreement that the street
name should be changed. Due to the proximity of Islands of Peace Park just to the
west of our property, 1 would suggest the name of °Island Park Drive", since many
people enter and leave the Park on ,591/2 Way. That is a iovely name that connects
this short street to the Park from a geographic standpoint, white making for a classy
address that owners and residerrts can be proud of.

PERFORMANCE.BOND POLICIES . .
When a building permit is issued for a commercial, industrial or a multiple dwelling residential project �which requires
outside. improvements,a Performance Bond;�r a LetCer.of Credit shall 1� submitt,�i to the City: The bond will cover
all outside improvements; including but not limited to landscaping, imigation, curbing, blacktopping,� �reening fe�ces,
lighting, and storm drainage systems.
Calculation of bond amounts will be determined� by the bwlding permit values. The l�nd amount will� be 3% of the
building permit value up to a 2 million dollar project or a$60,� bond. Actual amounts will be rounded to the nearest
, :�. � � :. � � �<,
$100. The City reserves the right to require greater`or lesser bond amounts based on unusual circumstances: Projects
with no outside improvements, generally will not require a bond ``
Bonds must rema.in open until the project is fully completed. All bonds will be held •over one� �vinter and through the
next growing season to insure the survival of all landscape installations. The C�will then inspect these properties
in August of the year following the initial planting. Bonds may then be released ��ober of that year if all
unprovements are satisfactorily completed.
