SECTION�2e The In�pector of Buildinge shall, before is�uing permite
for the erection of any building or etru.cture, or for any addi�iqn to any
�axisting atzu.cture or building, or.for any alteration or rep�,irs to any
existing buildin,g or structurey upon application therefore, requixe the
payment by the applicant fo� such permit of feea to the amount herein
below set forth and in the marmer herein provided to-wit:

In your meeting with Mr. Darryl Neitzel, 7370 Jackson Street, regarding the ground water
table, I would suggest the following items be discussed with him.
1. The City has no responsibility for managing the ground water on residential
properties. We do occasionally attempt to reduce the elevation �of ground
water under our streets and utilities systems, but this is done to a v`ery
minimal degree. >
2. The installation of a Storm Water System in the neighborhood would not
result in any major ground water redu.ction. A storm water system only
collects water through the catch basins and carries it to a disposal point In
the past we have attempted to lay storm water systems open jointed, but this
has only resulted in eventual settlement of sed'unentation and damage and
F� destruction of the street above. We no longer install open jointed storm
water systems.
3. Lowering the ground water table through a inunicipal well. This is not
attainable as municipal water comes from glacial drifts which are
approximately 100 feet deep. The_ unmediate surface water within the top 10
feet of the surface is not desirable due to the amount of contamination that
is possible in the water. Also as depth increases, various barrier materials are
present which reduces the percolation of water downward and therefore have
no effect on the surface area reduction of ground water.

4. Construction of a retention pond. By constructing a pond in the immediate
area, the ground water can be lowered to some extent This action would
require the acquisition of land and/or demolition of homes to provide the
necessary area to be effective. This is not an acceptable solution for this
neighborhood.
5. Individual foundation drainage systems are installed throughvarious methods.
Some of the newer materials which are used have a longer extended lifetime
than materials used in the past Accordingly, the newer systems have a longer
life period. As far as clean out, very few foundation drainage systems are
provided with a clean out system. It is expected that by placing open jointed
pipes and properly covering them with granular materials„ the system should
function for a long period of tune. In the Fridley area, because of the large
amount of sands, this is a problem since sand can continue to percolate down
and fill voids, ultimately blocking pipes. It sounds like the Right-Way system
that was installed in Mr. Neitzel's home does provide for an eartended life and
should service the property adequately in the future.
I am not aware of any other systems which can be implemented in this
neighborhood to lower the ground water table as this is a function of the
amount of rain we receive over a specific period and the saturation of the soil
above and below any barriers which will affect the perching of water and the
increase of ground water to the surface.
