This practice obstructs the Water f1oW in the gutter and can eause damage to City vehicles when clearing snoW from the streets. Therefore the City must require that any material be removed from the gutter. To insure that all the concrete is removed and that there is no damage to the curb� a City street maintenance cre� will be removing the concrete. Any initial costs Will be absorbed by the City� but if at a later date, it is found that a neW obstruction exists, any ner� removal expenses will be the property oWner�s responsibility.
