Mr. John Kuusisto, of 585 Janesville, contacted me last Friday, May
18, 1990, regarding the drainage coming from your property onto
his. Mr. Kuusisto explained to me that it appeared you had placed
a splash block at the end of the drain pipe, but that this was not
alleviatING the flood problems he is experiencing. I have not had
the time to personally view the improvement you have made.
Attached is a sketch of an inexpensive alternative that cauld be
made that would alleviate a good portion of the water that is
running down to Mr. Kuusisto's hvuse by allowing the water a chance
to spread out and soak into the ground. When I first met with Mr.
Kuusisto, he offered to help in the labor to do any fix that would
stop this problem. Mr. Kuusisto's home phone number is 786-5849.
I think it is important that either yourselves or Mr. Kuusisto make
an effort to get together on this problem. I am afraid that if
something is not done to settle this problem, civil action may be
brought by one or another of the parties.

the above referenced properties. It is my understanding that storm
water runoff has created a problem on the northerly portion of the
property at 585 Janesville Street N.E.
The City's Public Works Department has inspected this site and
determined a recommended course of action for addressing this
situation. Enclosed is a copy of a drawing indicating that the
problem could be resolved by both property owners creating swales �
at the rear of your respective properties. In addition, the
property owner at 590 Kimball Street N.E. should remove small
boards placed at the base of chain link fence along the easterly
portion of his property and the property owner at 585 Janesville
Street N.E. should remove all dirt placed along the south side of
the fence separating the two properties.
It is anticipated that this drainage problem would be substantially
eliminated by following the recommendations as indicated in this
letter and the accompanying drawing.

The tax forfeit lat in question is legally described as Lots 29 and 30, Block E, Riverview Heights.
The lot is 50' x 110'. Mr. Kuusisto resides to the west of the subject property at 585 Janesville
Street N.E. Wayne and Jody Wojack live on the east side of the tax forfeit property at 569
Janesville Street N.E. To answer Councilmember Jorgenson's questions, I contacted Gene Rafferty
�t Anoka County. •
Mr. Rafferty stated that he spoke to Mr. Kuusisto on July 23, 1996. The tax forfeit lot will not be
available for sale until June 12, 1997. It will be placed in a"private land sale" to abutting owners.
A private land saie means that Anoka County will contact the immediate abutting land owners for a
bid pracess. If the abutting ov�mers want to split the lot (1/2 to both adjoining properties), the two
owners will need to agree as to which owner will place a bid on the entire lot. Anoka County will
not split the lot to two separate owners. The owners will then need to agree on splitting the lot.
If one of the abutting property owners is successful in acquiring the lot from Anoka County, they
will need to contact the City Assessor's office to obtain a"division" form to divide the tax forfeit lot
into two parcel identification numbers and then file a"combination" of the new lot with their existing
lot. New parcel identification numbers would then be assigned.

Re: Paved Driveways
Dear Mr. & Mrs. Kuusisto:
In 1997, the City Council adopted an ordinance declaring gravel driveways a public nuisance.
They were declared a public nuisance for a number of reasons, such as: they can cause
erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in the
City's storm sewers and detention ponds. When gravel driveways were declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means ail gravel driveways within
the City of Fridley must be paved with approved conc�ete or asphalt by December 31, 2002.
If on December 31, 2002, your driveway hasn't been paved a citation will be issued and filed at
the Anoka County Courthouse. A misdemeanor citation is a criminal offense and is punishable
by up to 90 days in jail and/or a$700 fine.

This letter is a friendly reminder that all driveways within the City of Fridley need to be paved by
December 31, 2002*.
As you are aware, the City Council adopted an o�dinance declaring gravel driveways a public
nuisance. They were declared a public nuisance for a number of reasons, such as: they can
cause erosion, contaminate soil with oil and other vehicles fluids, and deposit soil and gravel in
the City's storm sewers and detention ponds. When gravel driveways we�e declared a public
nuisance, the City Council gave property owners five years to have their gravel driveways
paved. The five-year deadline is quickly approaching, which means all gravel driveways within
the City of Fridley must be paved with approved concrete or asphalt by December 31, 2002*.
If you've already paved your driveways, thank you! Please call me at 763-572-3595, so I can
update our files.
For your convenience, a brochure on the City's loan program has been enclosed. You can use
this loan program to acquire financing for your driveway improvement project. Please call Jim
