Fridley will meet in the Counci1 Chamb,er of the City Hall at 6431
University Avenue Northeast at 7:00 R:M. on Monday, N�vember 22, 19�6-

and water. The lots on either side of 6�9 Janesville are noW developed.
Unless there is some objection by the neighbors� Staff has no objection
to this variance request.
Mr. Alan Chazin was present representing Homedale Builders. He showed the
Co�mnission the plans for the home and hox it xould sit on the lot. He said
it was a three-bedroom rambler, and the problem Was the 50' 1ot. :
Chairperson Schnabel asked if there was going to be a garage, and Mr. Chazin
replied they were not �oing to build one as they were trying to keep the price
down as Tow as they could. He.explained there would be enough room for a
garage if the occupants r�rished to build at a later date. Mrs. Schnabel noted
there was 33' from the end of the house �o the lot line, and the garage.WOUld
have to be 3''off the lot line, so that would leave 30' to construct a garage.
Mr. Chazin stated that�a double garage was 22� x 2?�', so there would be room,
but it was really up to the people who bought the house.. Chairperson Schnabel
aoted that if a garage was constructed, there would be only b' left of the
back yard.
Mr. Chazin explained to the Commission that this was a speculative house, and
it would cost around $l�0,000. Chairperson Schnabel sai.d she would like to
digress a moment, and asked if that price included any u�ilities or appiiances.
- Mr. Chazin said it incluc3ed sewer, water, gas, possibl3r a dishwasher and
`�kfrigerator, and also carpeting. Mrs. Schnabel sai.d she had been curious
because they had discussed low-cost housing qui.te a bit and was wondering
what $li0,000 included.
Chairperson Schnabel �aid she would like to point out to the Co�ni.ssion that
there was sewer and water in the street, so it vas available and wou3.dn�t
create any excess burden. She asked if there were houses on either side of `
this lot� and Mr. Chazin replied there were. He stated there was a rambler
on one side and a tuck-under on the other side. Mr. Barna stated that there
was a house identical to this across the street from his. He explained that
�rith a garage there was little room left for a back yard, but it was feasible.
Chairperson Schnabel said she was a little curious about the 1!�' side yard
setback as she thought there had to be 15�. Mr. Sobeich said'that for the
smaller lots there was a 13' minimum, but normal setbacks would be 15'. :�irs.
Schnabel said that her main concern was that it fit within the existing
neighborhood, and Mr. Chazin said it would blend in as another rambler. Mr.
Kemper asked if the neighboring homes had garages� and Mr. Chazin replied that
one was a tuck-under and one was attached.
Mrs. Gabel asked Mr. Chazin if he happened to talk to the people on either
side� and he answered he had talked to several of the neighbors to find out
the price rarige, %ut hada't received any objections. Mr, Kemper ssked what
Mr. Chazin�s relationship was here, and Mr. Chazin explained he was the
contractor. He said he worked with his fatheri w�o had built in Fridley in
the past. _

Mrs. Gabel stated she didn't see any problem with it and it seemed to be
compatib3e with the area, although she didn't like homes without garages.
She asked what construction �rould be started, and Mr. Chazin replied about
the first of the year, or possibly February at the latest. He added it Wauld
be ready in the spring. :

� vote' all voting aye, the motion carried unanimously.
: Chairperson Schnabei commented that she thought the house seemed very
� consistent with the area in that there were obviously a number of'other 50' -
lots that had been built upon, and some they lrner� were new construction.
� MOT�ON by Kemper, seconded by Barna, that the Appeals Commission approve the
request for variance. Upon a voice vote, all voting aye, the motion carried
unanimously. _
Chairperson Schnabel said she wished to inform the membe2s of the Com�nission
that concerning the hou�e at 6875 Washir.gton Street N.E. which Mrs. Gabel had
mentioned at the last Appeals meeting, she had talked to some of the other
City Council members and theywere not aware of any problems with that-particular
- lot. She sai.d they still were not sure if there had been any complaints on
that lot. Mr. Barna stated he had driven by and walked by, and couldn't
see any objections. He said i� fit in very well.- '
